REV3 APPROVED OVWSD MEMOJoe Taflin From: Peter Paulsen <peterp@paceengrs.com> Sent: Friday, October 23, 2020 3:41 PM To: Joe Taflin Cc: Gavin Erickson; Tyler Loudon; Cody Gray; Marty Henninger; Caitlin Supe; Jason Hill; Lucas Branham (LBranham@studioms.com) Subject: RE: GRE - Edmonds 99 - Utility Comments [Filed 23 Oct 2020 16:15] Hi Joe, A lot of work was put into the updated Dry Utility Plan. Our plan review indicates that the installation of the proposed ductbank, and the direction drill, should not interfere or conflict with the District's water facilities. We noted that the ductbank was moved out into the street in 234t" so that we now have roughly 7' between the 8"x 4" meter tee and the ductbank (or roughly 5-1/2' between the block and duct trench). The separation between the restrained water and the ductbank is acceptable. Also no issues with the proposed WA-Ductbank crossings or the directional drill WA -conduit crossing. It does appear that a small portion of the ductbank has already been installed parallel to 99. Rather than along the south side of the proposed sidewalk as previously proposed it now runs through the planter between the walk and the curb. The installed ductbank therefore crosses the two FH runs and we assume that this work was completed without issues. Attached are the latest plans, which show the ductbank out further in 234t" per their request. They've also requested the ductbanks have 5' of cover in 230 (and anywhere in the ROW where they're not already installed). This pushes the ductbanks deeper and further away from the water main connections, which have been installed. We would appreciate your review and approval (or comments) on the proposed layout. Thanks in advance and please let us know if you have any questions or comments. Based on earlier watermain pothole info (unrelated to this issue), typical duct bank depth, and the horizontal alignment, it looks like there would be a conflict with the watermain, especially with the thrust blocks behind the tees. However, in coordination with Joe Taflin we proposed a solution that, if acceptable to the District, would also need to be provided to Frontier/SnoPUD for approval. What we recommended is the following: - Push back the duct bank by a foot and reduce ductbank cover by about 7". This would bring the elevation of the bottom of the ductbank to the crown of the WM. - Most of the thrustblock could be placed against undisturbed soil. Also, there would be some separation to the edge of the CDF ductbank to allow work on the tee if needed. - To more than make up for a slightly less optimal thrust block configuration, the fittings and pipe should be restrained. Once District confirms that propose is acceptable, Navix/Developer to provide the proposed change to Frontier and SnoPUD for their approval. Navix/Developer will then need to provide direction to the utility contractor for them to restrain pipe and fittings for the connections. A field change that is noted in the redlines should be enough. Finally, as soon as we have confirmation 3 that Frontier & PUD have approved, and that the Contractor has been notified of the change, we can provide our formal approval to the City.
