Dear Mr. Kroshko,
The removal of 2 hazard trees has been approved per ECDC 23.40.220.C.8(b)ii and as
recommended by your arborist. The hazard trees are within mapped Critical Areas within the
City of Lynnwood property adjacent to 16915 Talbot Road.
The downed trees must be left as a wildlife snag, if feasible Due to the presence of critical
areas, 4 replacement trees are required per ECDC 23.40.220.C.8(b)i and iv within one year of
the removals. Once the replacement trees have been planted, please notify me or the Planning
Division to schedule an inspection verifying the removal conditions have been met.

Maple tree with evident root rot. A portion of it has
already broken off at the base of the tree. Tree
contractor for City of Lynnwood has determined that the
tree is in need of removal. An additional alder tree with
a dead top also needs to be taken out. It is posing risk
to adjacent properties.

Dear permitting staff,
We have a tree removal project near the City of Lynnwood Wastewater Treatment Plant in
Edmonds and is adjacent to a single-family residence addressed 16915 Talbot Rd.
Edmonds, WA. There are two trees that are deemed hazardous and are posing a risk to
surrounding property. A Multiple trunk Big Leaf Maple lost a trunk from base due to
decay. As well as an Alder with a dead top. Both trees are located on a steep slope. A risk
assessment was performed by Sam Wright and is attached with the documents.
We are intending to have a licensed contractor Gray Owl Tree Services to perform the
work of the tree removal work. The contractor will be accessing the trees from the Lutgen
Residence located at 16915 Talbot Rd.
Our plan is to replace these trees that are taken out with 4 Excelsa Cedar trees 10'-12'
which will be installed by Big Trees located in Snohomish WA. The locations of these
replacement trees are yet to be determined.

Tree exhibits strong indications of extreme heart rot in lower stem and root system.
Failure and impact are likely within one year. In my professional opinion the risk of failure within
one year is high. I would recommend severe crown reduction as my first mitigation strategy.
Moderate crown reduction could be effective but not as surely effective.
