The meeting was called to order at 5:30pm by Palmatier
Land acknowledgement read by Palmatier:

Approval of the June 5, 2023, minutes will be moved to the Sept. 11, 2023, agenda.
PUBLIC COMMENT/INTRODUCTIONS
Palmatier asked Guest Tristan Sewell from the City of Edmonds Planning Department and Audience
Member Richard Beckerman from Edmonds Driftwood Players Board of Directors to introduce
themselves, and asked commissioners and staff to introduce themselves.
CHANGE TO AGENDA
Palmatier made a Motion to change the agenda: Add Sewell's Sea Level Rise Public Engagement Project
presentation as Creative Programs Item #1 and Fourth Avenue Corridor report as Item #7. Soikowski so
Moved. Chung Seconded. Approved.
REPORTS
A. Creative Programs
Sea Level Rise Public Engagement Project: City of Edmonds Planner Sewell presented
information regarding a project to build community awareness regarding effects of sea
rise along Edmonds shoreline. The proposed project calls for a temporary and
interactive art installation developed by a professional artist and executed by members
of the public. The project development is in initial planning stages. It includes an RFQ
Call to Artists. Palmatier made a Motion for the Edmonds Arts Commission (EAC) to
support the project concept. Sharp so Moved. Chung Seconded. Approved. Discussion
followed regarding proposed timeline, location, as well as the impact and permanence
of the installation.
2. Palmatier, Chung, Soikowski and Sharp reported on the first two weeks of summer
concert events. Discussion followed regarding event management and an update of host
welcoming remarks.
3. Edmonds Community Fair: Palmatier and Chapin reviewed activities that will be offered
by the EAC from its booth at the upcoming Edmonds Community Fair on Aug. 6,
including information that will be available to share. Discussion followed regarding
items to give away. Rose will email schedule for EAC to sign up to help set up, run, and
take down.
4. Potential Projects/Budget Items: Chapin reported that she is working on the 2024 EAC
Budget. She reviewed the current EAC budget and then asked the commissioners
present to share ideas of projects they would like to pursue in the future that will
require a budget. Discussion followed regarding the Summer Concert Series, Write on
the Sound, and Poet's Perspective, as well as potential community partnership projects.
Revenue and funding options were also discussed. The consensus is to include a flexible
budget of up to $5,000 for potential projects that may present themselves during a
budget year; $8,000 for permanent signs stands for Poet's Perspective; maintain the
eight -concert schedule for the Sunday Summer Concerts. Also, maintain the
sponsorships for the Hazel Miller Plaza Concerts, the Sunday Concerts and Write on the
Sound.
5. Write on the Sound update: Rose reported that registration is open and approximately
half full. She reviewed the EAC duties during the conference weekend and will email a
schedule for EAC to sign up after the September EAC meeting. Discussion followed
about the venue capacity.
6. Creative District: Chapin reported that she and Director Tatum attended the state -wise
convening of the Creative Districts, which included established districts as well as groups
intending to apply to be a district. She reported Inspire WA will give a presentation to
Edmonds Creative District Committee at a future date regarding the recently passed
Cultural Access legislation and how local arts communities can participate and/or assist
their local governments.
7. 4th Ave Corridor: Chapin reported the 41h Ave Corridor committee has planned several
events focused on the north end of the corridor, which include the Edmonds Center for
the Arts (ECA). An open house will be held July 29, 4-6pm, at the ECA, to review current
plans and learn more about the project. An other event is planned for August 26 to be
held in front of the ECA.

STAFF REPORT
Chapin reported that the Lodging Tax Committee (LTAC) met regarding the 2024 Tourism Promotion
grant recommendations from the EAC. They have changed the recommendation of City of Edmonds
Community Partnership award be changed from $2700 to $1500.
Chapin reported that SnoKing Community Chorale requested their 2023 Tourism Promotion Award
be transferred from its June project to its December project, due to the change in venue for the June
project (outside of Edmonds city limits). She asked for a Motion to approve SnoKing Community
Chorale's request that its $1800 2023 TPA award be transferred to its December project, scheduled
for the ECA. Soikowski so Moved. Palmatier Seconded. Approved.
Chapin asked if EAC would support reviewing a proposal from Edmonds musician Ed Hartman for a
composition and interactive performance/demonstration for the interactive bells at the inclusive
playground at the Civic Center Playfield Park as a potential project for the EAC to sponsor.
Consensus was to agree to review a proposal.
NEW/OTHER BUSINESS
Chung reported he attended the ribbon cutting of the Highway 99 Gateway installations last month.
Guest Richard Beckerman thanked the EAC for the opportunity to sit in on its meeting and gave a brief
overview of his involvement in the arts in Edmonds.
