ENGINEER'S OVERVIEW: The city has asked that the storm drainage detention system requirements are addressed for additional impervious area created in the past year on the site located at 21010 76r11 Ave. W. This impervious area consists of additional asphalt pavement and a covered 40 deck from the back of the existing building. The total additional impervious area is 442 square feet. The lot size is 6,750 square feet. The original construction on the site occurred in 1987 and created 4,985 square feet of impervious area. Accordingly, a detention system was installed per the requirements listed in City of Edmonds Policy #E72. The 442 square feet recently installed impervious area qualifies as redevelopment per the definition in the 1992 DOE Manual. Per Edmonds Policy #E72; Ordinance 3013 passed on February 17, 1995, storm water quality control is rewired on new or redevelopment [emphasis added, with more than 2,000 square feet of new impervious surface. Interpretation of #E72 is as follows. Once the 5,000 square foot upper threshold is obtained for the original development area, no detention is required until the cumulative redevelopment area again triggers the lower threshold of 21,000 square feet. Just as with the original development, the redevelopment area can have up to 1,999 square feet of impervious area before again triggering the .2,000 square foot threshold requirement for detention. DII2ECTION FROM CITY: Provide a detention system for the cumulative area of 5,442 square feet. PROPOSAL FROM ENGINEER: Since 442 square feet of redevelopment area does not trigger the lower threshold of 2,000 square feet per #E72, there are no guidelines available for volume sizing. In order to acquire approval for my client, I propose the attached a Re -Development Area Worksheet that uses a ratio method for determining storage volume. The worksheefi concludes that there is adequate volume provided in the two catch basins at either end of the currently installed detention pipe. DETENTION SYSTEM, POINT OF CON -NEC ON IN 76TH AVE. W.: This engineer conducted a site inspection on 5-23-08 to determine the point of connection of the storm detention system to the city Storm System in 76"' Ave. W. The detention system connects to a catch basin in 76ffi Ave. W. approximately 140' to the south of the site. See the attached storm system schematic. This engineer determined this point of connection by running water from a hose on site that entered the detention system. Subsequently, this engineer observed water entering from the west side of the 76ffi Ave. W. catch basin. Pease note, on 5--23-08 the ground was dry, and there was no flow observed entering the catch basin on 76"' Ave. W,, prior to running the hose.
