Glacier Environmental Services Inc. (Glacier) has applied for a Land Use Permit (PLN2022-0012) to place
a Temporary Building at the 7509 212t" St SW property we are planning to develop. Our initial location
for the temporary office has changed due to the stormwater retention design that was developed after
our initial application. We have decided to locate the temp office towards the back of the parcel where
it will not be in the way of the construction.
While we have relocated the building, we will still need to remove some of the existing trees for delivery
access. Our overall Tree Protection Plan for the project is submitted with the Design Review/CUP
application PLN2022-0028, but I have marked which trees will be removed for this first phase of the
project in the attached plan. You will see the other trees slated for eventual removal in a lighter shade, I
have also highlighted the "Phase 1" Trees on the table.
This application includes removal of 16 of the 77 significant trees on the site, 3 of which have been
designated as Hazardous. A copy of the arborist report prepared for the overall site development is also
attached.

Dear Ms. Golembiewski,
A Grand Design has prepared this report for use by Glacier Environmental Services, Inc./DRT Holdings
LLC as part of the Tree Retention and Protection Plan in accordance with City of Edmonds Development
Code 23.10.060 B.
Tree Inventory and Identification
An inventory of all onsite trees was conducted on February 14th, 2022 and is included in the attached
Tree Plan. Significant trees as identified by your land surveyors were numbered with metal tags and are
listed accordingly. During my site visit I measured each tree to verify the Diameter at Breast Height
(DBH), and evaluate each tree's health, condition and viability. Trees that were included in the
topographic survey, but measured under 6-inches or were dead, have been removed from the
inventory. Off -property trees and their crowns are shown on the figure but have not been assigned a
number or tagged. All on -site trees were evaluated for species, size, crown spread and condition.
In summary, there are a total of 77 significant trees on the project site. The diversity is low and
comprised mostly of four species including: Douglas Fir (Pseudotsuga menziesii), Western Red Cedar
(Thuja plicata), Pacific Madrone (Arbutus, madrona) and Arborvitae (Thuja occidentalis). Most of the
trees are evergreens (predominantly Douglas firs) with diameters ranging between 10 and 30 inches.
Of the 77 significant trees onsite, I have identified 11 trees as hazardous due to their poor condition
and/or damage. Multiple of the trees onsite appear to have been previously topped and have since
developed codominant leaders which weaken the structure of the tree and increase risk of failure. I also
noted multiple trees in poor condition with large decay pockets at the base. The specific condition of
each hazard tree is listed in the inventory. Several trees were noted to have significant English Ivy
(Hedera helix) invasion. I understand some of these trees are outside the development area and will be
further evaluated after removal of the invasive ivy.

Tree Removal Related to Development and Impact to Remaining Trees
My understanding is that redevelopment does not include the northern area of the site and those trees
will remain. The majority of trees removed due to development are a large grouping in the middle of the
site. Retained trees will not be impacted by the removal of the trees related to development.
Protection of Trees to Remain
Individual and groupings of trees that are designated to remain should be protected from construction
activities. Orange snow fence should be erected and maintained around the protected areas. If
excavation is planned within the critical root zone of any tree to remain, it should be done under the
supervision and /or guidance of a tree professional. This may include protection of the roots with mulch
and plywood or steel plates, or hand excavation.
I understand that the excavation at the northern end of the site is primarily limited to grading for
repaving and will be shallow. This should not impact the root systems of the nearby trees. Excavation
should be done with the body of the machine outside the driplines. All spoils should be removed from
within the dripline. If heavy equipment needs to traverse within the dripline, 4" of woodchips and
plywood should be laid down first and then removed as soon as possible. Protection fencing should be
kept in place to the extent possible during excavation and replaced as soon as possible afterwards if
removed.
There is one storm drain located within the dripline of tree #34, however the excavation extends less
than 25% into the dripline of the tree and should not affect the health of the root system. The same
conditions above should apply, excavator sit outside the dripline and do not stockpile spoils within the
crown area.

by others. Tree condition evaluations were based upon visual inspections of the outward conditions of
trees. Unforeseen events such as weather and construction activities can lead to tree failure, therefore
