a�-� I�Ylaad� %TEN W Transportation Engineering NorthWest MEMORANDUM DATE: February 14, 2024 TO: Jeanie McConnell City of Edmonds FROM: Chandler Waldal TENW SUBJECT: Trip Generation and Independent Transportation Impact Fee Edmonds Cooperative Preschool TENW Proiect No. 2024-013 This memorandum documents the trip generation estimate and independent transportation impact fee calculation completed for the proposed Edmonds Cooperative Preschoo/project in Edmonds, WA. Project Description Edmonds Cooperative Preschoo/was previously located at Alderwood Manor in Unincorporated Snohomish County out of a building owned by the Edmonds School District until August 2023. The school was in operation for the past forty years and is currently looking to relocate their business to Edmonds Presbyterian Church located at 22600 96'h Ave W in Edmonds, WA as shown in the Attachment A project vicinity map. The Edmonds Cooperative Preschool project would occupy approximately 861 square feet (SF) of classroom space located in the existing 5,990 square foot (SF) Edmonds Presbyterian Church building. The proposed preschool would operate on weekdays (Monday through Thursday) from 9:30 AM to 2:30 PM. On an average weekday, a maximum of two classes would be held at the Edmonds Cooperative Preschool— one morning class starting at 9:30 AM and one afternoon class starting at 12:00 PM. Each class would have an expected maximum enrollment of 10 families (14 students) and one employee. A maximum of two (2) employees are expected at the school on a typical weekday. On Fridays, the proposed preschool would operate from 9:30 AM to 12:00 PM, with one morning class starting at 9:30 AM. Vehicular access to/from the site would be provided along 96'h Ave W via the existing driveway that provides access to the Edmonds Presbyterian Church. No changes to the driveway location are proposed with the Edmonds Cooperative Preschoo/project. A preliminary site plan is included in Attachment B. Trip Generation Based on information provided by the applicant, the proposed Edmonds Cooperative Preschool is not consistent with a specific land use category established in the Institute of Transportation Engineers (ITE) Trip Generation ma n ua 1. The most comparable land use from the ITE Trip Generation manual is Day Care Center (LUC 565). However, the proposed Edmonds Cooperative Preschoo/is not consistent with typical day care center use because the premise of the Edmonds Cooperative Preschoo/is that approximately 50 percent of parents are anticipated to stay for the class and assist the teacher. Thus, only half of the students are dropped off/picked up, which is inconsistent with pick-up/drop-off patterns for a typical day care center. Therefore, project -specific information provided by the applicant was used to estimate the average weekday daily, AM, and PM peak hour trip generation associated with the project. Based on information provided by the applicant, Edmonds Cooperative Preschool is a primarily parent run and operated organization with classroom cleaning and setup performed by parents during school hours. There is no janitorial work or setup performed before 9:00 AM or after 3:00 PM. Edmonds Cooperative Preschool is supported by the FLED (Family Life Education Department) at Edmonds College which has other Cooperative preschools that successfully follow the same business model throughout Snohomish County. It is anticipated that the proposed Edmonds Cooperative Preschool project will operate with the same business model as prior years. To estimate trip generation for the proposed Edmonds Cooperative Preschool, the applicant provided detailed forecasts of anticipated arrivals and departures associated with the school based on an expected maximum enrollment of 10 families (14 students) and one teacher per class. A maximum of two (2) employees are expected at the school on a typical weekday, and the employees are expected to arrive/depart at similar times as the parents. Trip generation for employees and parents was calculated separately. The trip generation credit for the existing 861 SF of church use/classroom space that the Edmonds Cooperative Preschoo/would occupy was estimated based on the methodology documented in the current Institute of Transportation Engineers (ITE) Trip Generation Manual, 1 1 th Edition (202 1 ) for land use code (LUC) 560 (Church). The resulting net new weekday daily, AM, and PM peak hour trip generation for the proposed Edmonds Cooperative Preschool project is summarized in Table 1. Detailed trip generation calculations are included in Attachment C. Additionally, Edmonds Cooperative Preschool is not anticipated to generate any trips during the AM or PM peak hours. Trip Distribution The general distribution of trips generated by the proposed Edmonds Cooperative Preschool project was estimated based on anticipated travel patterns in the vicinity of the site. The preliminary trip distribution of vehicle trips to/from the project site is illustrated in Attachment D. Proposed Independent Transportation Impact Fee Calculation The proposed Edmonds Cooperative Preschool use is not consistent with any of the categories identified on the City of Edmonds current impact fee schedule. Therefore, the applicant is proposing to provide an independent transportation impact fee study as permitted by Edmonds City Code (ECC) 3.36.130. TEN W February 14, 2024 Page 2 Trip Generation and Independent Transportation Impact Fee Memo Edmonds Cooperative Preschool Given the proposed Edmonds Cooperative Preschool project is anticipated to generate 0 net new trips during the PM peak hour, the traffic impact fee is estimated to be $0 based on 0 net new PM peak hour trips (at a rate of $5,530.21 per trip). The Transportation Impact Analysis Worksheet prepared by TENW is included in Attachment E. Next Steps Since the project is not anticipated to generate any net new weekday AM or PM peak hour project trips, please confirm that a traffic impact analysis (TIA) will not be required and that no transportation impact fees will be required for the project.
