(EFI) on October 23rd, 2023, from David Conger with Sedgwick Loss Adjusting. The assignment was to inspect a damaged concrete wall and provide a scope of repair. In response to the engineering request, Michael Pederslie, P.E., (EFI) visited the site on October 26th, 2023. No one else was present during the inspection. EFI has completed an engineering examination at the subject property located at the above loss location. EFI's findings, analysis, and conclusions are included herein. This report contains a discussion of the information gathered during the assessment and an analysis and conclusions with respect to the condition of the subject property at the time of EFI's assessment. The conclusions contained herein are based on information available to date. METHODOLOGY The collection and analysis of information for this project followed an application of engineering principles to the investigation analysis. The procedures followed included: 1. Upon receipt of the assignment, a visual site examination was conducted on October 26th, 2023. 2. David Conger provided background information through phone conversation. 3. The following was researched: Public records for information on the concrete wall. 4. The report was authored at David Conger's request. BACKGROUND The subject structure was a concrete retaining wall located at a medical building complex. Snohomish County, Washington public records indicate the subject structure was originally constructed in 1977. For the purposes of this report, the front of the structure (Photo 1) is considered to face west.1 The following information was gathered during a phone conversation with David Conger: • A vehicle impacted an existing concrete wall and caused damage. • A portion of the concrete wall was broken. • A portion of the metal guard rail on top of the concrete wall was broken. BUILDING SYSTEM DESCRIPTION The concrete retaining wall in question was 8 inches thick and 8 feet high with about 10 inches of unsupported wall. The wall ran about 16 feet south of the building before stepping down 10 inches and continuing to the south. 1 The structure may not face a true cardinal direction. The choice of facing is for ease of reference within this report only. 21 Page RECEIVED Insured: Healthcare Realty Trust EFI Global File No.: 027.05567 SITE OBSERVATIONS Jan 12 2024 CITY OF EDMONDS DEVELOPMENT SERVICES DEPARTMENT Observations were limited to visual examinations and measurements of accessible portions of the subject property. Removal of finish materials, qualitative testing, excavation, or other work not specifically described herein was not conducted. Observations were photographed to document distress and relevant conditions at the subject property on the date of the site visit. Not all damage or distress that may be present was necessarily observed or photographed; however, the selected photographs provide an indication of their types, severity, and distribution. They may also document unusual or contributing conditions that may exist. Photographs captured to document findings and observations are attached to this report. During this investigation, the following observations were made: OBSERVATIONS: • Portions of the metal railing were laying on the sidewalk and on the landscaping. (Photos 1 & 2) • There was temporary orange fencing strung where the broken railing was located. One side of the orange fencing was lying in the walkway. (Photo 1) • There were 4 broken railing posts. (Photos 3 to 6) • The existing railing had horizontal rails spaced at about 5 1/2". (Photo 7) • There was damage to about 6 feet of the concrete wall. (Photos 8 & 9) DISCUSSION AND ANALYSIS About 16' of the metal rail had been broken beyond repair and will need to be replaced. It may be possible to put a sleeve inside of the remaining portion of the posts embedded in the concrete, then slide a new post over those sleeves. However, the base of the metal posts may be too bent out of shape to make this repair option feasible. Another option would be to attach the new rail posts to the side of the concrete wall. See Appendix B for proposed repair details. The remaining undamaged guardrail was noted to have 5 1/2" gaps between the horizontal rails. It was noted that the 5 1/2" gap exceeds code limitations of 4". 2015 IEBC section 1203.10.2 states that, "The spacing between existing intermediate railings or openings in existing ornamental patterns shall be accepted." It is concluded that the existing railing does not need to be updated to the current code requirements. At the location of damage, the 8" concrete wall stepped down about 10". The approximate area of damage extended about 6' to the north of the step in the concrete wall. In total, about 6' by 10" of the concrete wall will need to be replaced. Other areas of minor damage may need to be patched. See Appendix B for proposed repair details. It is thus concluded that about 16' of existing metal rails were damaged beyond repair and need to be replaced. Several connection options include sleeving the remaining posts in the concrete or attaching them to the side of the concrete wall. The remaining metal rails do not need to be revised to meet the current code requirements. It is also concluded that about 6' x 10" of the concrete wall needs to be replaced and other areas of minor damage will need to be patched. 31 Page RECEIVED Insured: Healthcare Realty Trust Jan 12 2024 EFI Global File No.: 027.05567 CITY OF EDMONDS DEVELOPMENT SERVICES DEPARTMENT CONCLUSIONS The analysis of available evidence related to this assignment supports the following opinions: 1. 16' of existing metal rails were damaged beyond repair and need to be replaced. Several connection options include sleeving the remaining posts in the concrete or attaching them to the side of the concrete wall. 2. The remaining metal rails do not need to be revised to meet the current code requirements. 3. 6' x 10" of the concrete wall needs to be replaced and other areas of minor damage need to be patched.
