Edmonds Planning Board — Alternate Member Application ico Lee Hankins
Occupational status and background: Retired. I hold two engineering degrees and served for
33 years in the US Navy as a Submarine Captain, Submarine Squadron Commander, and other
high level Navy positions. In addition, I led a business unit of a large construction company
focused on designing and implementing energy saving solutions for clients. Most recently, I was
a business, management and leadership consultant working primarily with Texas, Canada and
Alaska based oil companies to help them reduce operational mistakes and grow their culture of
leadership. We relocated to Edmonds (from Portland, OR) in February 2023.
Organizational affiliations: None yet; however, I have volunteered my time and services to the
Lions Club (flag posting for holidays) and PAWS as a dog rescue volunteer.
Why are you seeking, this appointment? My wife and I relocated to Edmonds a year ago and
love living here. I am seeking this position to offer my experience and insights on strategic and
tactical planning gained during my extensive military, business, and consulting careers. My goal
is to contribute to keeping Edmonds the great city it is by participating on the Planning Board
(as an Alternate). I am committed to service, to my community and country. Participating on
the Edmonds Planning Board would provide me the opportunity to continue my service.
What skills and knowledge do you have to meet the selection criteria? The development of
plans; both strategic and tactical are critical to success at the senior levels of military service.
Having led multiple organizations as well as served at the Pentagon in a Planning and Budgeting
position for the Secretary of Defense, I am confident I could be a valued member of the
Planning Board. I am highly organized, easy to work with, intellectually curious and interested
in meeting and serving with other community members who are also committed to seeing our
city thrive. As noted above, my career successes in the military, business and consulting areas
all relied on a highly developed and effective ability to plan. Specific areas of expertise:
operations, budgeting, long-term (strategic), analysis of alternatives, and compliance.
Please list any other Board Commission, Committee or official positions you currently hold
with the City of Edmonds: None currently but am interested in applying for all positions for
which I am qualified and interested (such as the Planning Board).
Additional comments: My wife and I love living in Edmonds. But I understand that to keep
Edmonds the great place it currently is, it takes the hard work and dedication of elected
officials, city employees and community volunteers to keep it all moving in the right direction. I
have over 40 years of combined planning, operations, and leadership success that I would like to
offer the city by serving as an Alternate member of the Edmonds Planning Board. I would be
honored to continue to serve.

City of Edmonds / Write on the Sound
Frances Chapin, Arts & Culture Manager
Edmonds, WA
Dear Edmonds Arts Commission and Write on the Sound,
In my search for an engaging board opportunity, I didn't expect to find an intriguing fit right in my
backyard. It's not often I find an opportunity to use my vast experience in independent bookselling and
publishing in combination with my time in the performing arts and the business world. so I'm excited to
see the posting for the partial term position with the City of Edmonds Arts Commission.
I've been fortunate to collaborate with well-known people in the entertainment world, which was
particularly fun when it collided with my ten years as an Audie Award(R) judge. My bookselling
career began in New York City, paused in Cincinnati, and continued in Seattle at both Third Place
Books and University Book Store. From bookselling, I naturally segued to a small independent
conservation -based publisher, where I built a division that revolved around national partnerships
and endured for four years. I've also written numerous book and audiobook reviews for a variety
of publications and had a regular column in CityDog Magazine for four years. As an attendee of
WOTS in previous years, as well as numerous other book -related conferences, I appreciate the
work that goes into creating this conference and the many other arts -related experiences in our
town.
• In my consultancy, The Idea Hound®, we spot opportunity, track a plan, and fetch success for
anyone chasing a brilliant idea. We elevate brand by auditing and improving processes and
producing exceptional projects, On some Wednesdays. we highlight words of many kinds on
Linkedln, (search #WordsOnWednesday) and will soon be adding 1:1 custom strategy sessions
for aspiring authors from the perspective of buyers and booksellers.
• An architect of strategy and process in nonprofits and corporate spaces, I help bring brilliant ideas
to life using creative, collaborative skills. My "secret sauce" of human understanding builds and
energizes successful teams to find solutions to complex problems. I have demonstrated this
success in numerous ways, including producing 55 events in 52 days with 120 volunteers I'd
never met (with one week's notice!).
If you've read this far, I want you to know that my first career as a Production Stage Manager in the
professional theatre gave me the tools to handle most any challenge that comes my way, I'm wired to
adapt quickly while juggling multiple projects. The chance to use my decades of time spent with books,
authors, and performing artists is a rare one, and I would be honored to utilize this role to continue
bringing art to the Edmonds community. I appreciate your consideration and am excited to share more
about how my business skills combined with my many years creating and attending artistic experiences
for the public and the industry can make a unique contribution to the commission.
Many thanks,
Beth Henkes
