CALL TO ORDER
The Edmonds City Council PSPHSP Committee meeting was called to order virtually and in the City
Council Conference Room, 121 — 5` Avenue North, Edmonds, at 3:31 pm by Councilmember Tibbott.
2. COMMITTEE BUSINESS
1. Arlington Airport Use Agreement
Chief Bennett explained this agreement is for Edmonds Police Department to utilize the Arlington Airport
property to conduct emergency vehicle operations course (EVOC) and pursuit intervention training. This
is a renewal of a previous contract. The cost is $147/day.
Questions and discussion followed regarding renewing the previous agreement.

2. CJTC Contract for Part Time Instructors
Chief Bennett explained the loss of police personnel and a huge influx of recruits has resulted in a huge
backlog of officers waiting to get in to the main campus location in Burien. Due to the shortage of
academy space, the state training academy (CJTC) has opened regional academies in Pasco and
Vancouver and will be opening one in Everett. As part of preparations to open that academy, CJTC has
asked if Edmonds Police Department would be interested in providing instructors for a few days and
the academy will reimburse the City for that employee's pay. Edmonds has a couple employees well
versed in instruction including Commander Machado who is a patrol tactics expert.
Questions and discussion followed regarding whether the City would incur any additional costs by
entering into the agreement, support for reducing the time it takes recruits to enter the academy, how
this will impact police department resources, benefits to EPD of providing an instructor, regional
academy only running one class at a time so blocks of instruction are 40-48 hours, anticipation of 4-5
days of instruction a year, and the reimbursement level.

3. Council Rules of Procedure Section 8
Councilmember Tibbott explained this is the second time this section has come to the PSPHSP
committee; the proposed section includes edits requested previously by the committee. Questions and

discussion followed regarding what "prepare" means and responsibilities of the clerk, council president
and presiding officer.
