2024-01-11 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION Summary Minutes of Regular Meeting January 11, 2024 CALL TO ORDER AND ROLL CALL Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. and read the Mission of the Historic Preservation Commission and the Land Acknowledgement. Commissioner Preston led the group in the flag salute. Commissioners Present Larry Vogel (Chair) Chris Deiner-Karr (online) David Preston Tim Raetzloff Sam Spencer Commissioners Absent Katie Kelly MINT TTE S: Staff Present Amber Brokenshire, Associate Planner Others Present Council Representative Michelle Dotsch Approval of December 14, 2023 UPC Minutes The December 14, 2023 HPC minutes were approved as presented. REOUESTS FROM THE AUDIENCE/COMMENTS There were no audience comments. NEW BUSINESS 1. Commissioner Preston read a letter he received from former Edmonds mayor, Larry Naughten, about an omission on the calendar related to him being elected the first full-time mayor 2. Commissioner Spencer noted that Michelle Thompson had been requesting a lot of information from the group lately. Associate Planner Brokenshire explained she had been handling and responding to all of those emails. Historic Preservation Commission Meeting Minutes January 11, 2024 Pagel of 3 UNFINISHED BUSINESS Unfinished Business Discussion • Ms. Brokenshire commented that staff has not yet received the application for the Eccleshall house. • Commissioner Spencer said he talked to Bill and Kathleen Wilson about getting their house at 8526 216a' Street SW on the Register. • Ms. Brokenshire said she got a great quote on the plaques, but they need to see if the HPC money has rolled over from last year's budget. If not, they need to hold off until they can apply for grant money from the state. Six plaques would be about $1800 which would bring the plaques up to date, but it would also be nice to have extra. Councilmember Dotsch said she would ask if the budget will be rolled over. Commissioner Deiner-Karr noted that one year they had people sponsor the calendar. She wondered if that was still an option. Ms. Brokenshire said she will look into it. • Chair Vogel said he just got another 50 newsletters from Ms. Brokenshire. The Yost Park newspaper box has been very popular. • Commissioner Raetzloff asked if it would be possible to put the weir on the Register even though they know that most of it will probably be torn down. Ms. Brokenshire said she would look into it and also look at how the hotel application was done as an example. There was interest in pursuing this. Commissioner Deiner-Karr said she was the one who signed the application for the hotel. She also recommended looking at Brackett's barn. That didn't exist, but they still put a marker on it. • Commissioner Spencer said Clint Wright and his wife might both be interested in joining the Commission. Commissioner Preston said he knew someone from Edmonds that lives in Seattle now that might be interested. It was unclear if the HPC members are required to be Edmonds residents. • Ms. Brokenshire stated that the February meeting would be cancelled because she would be gone. ACTION ITEMS None COMMISSION CHAIR COMMENTS Chair Vogel thanked everyone for their participation. He is looking forward to having some more listings this year. He expressed appreciation to Commissioner Spencer for doing a lot of the leg work in getting the listings they got last year. He encouraged everyone to start thinking about the next newsletter. He suggested that they talk about the four properties that were just listed. COMMISSIONER COMMENTS Commissioner Spencer said he is also looking forward to the new year and pounding the pavement to get more listings. Councilmember Dotsch said she was happy to be present as Council's representative. She asked how they find new listings. Commissioner Spencer noted they had two studies done that listed all the homes in the city that would make good candidates. What he has been doing is doing some research on the homes and then knocking on doors to give them some information to see if they are interested in being on the Register. Commissioner Preston noted that it is clear that Ms. Brokenshire has done her homework. He expressed appreciation for her hard work. He welcomed Councilmember Dotsch to the group. Commissioner Deiner-Karr recommended branching out from the core because there are already a lot of historic homes there. She also asked about putting The Preservationist into one of Theresa's links which would allow them to reach more people. She expressed interest again in getting the Bell Street house.
