2024-03-14 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION Summary Minutes of Regular Meeting March 14, 2024 CALL TO ORDER, LAND ACKNOWLEDGEMENT, FLAG SALUTE, AND ROLL CALL Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. and read the Land Acknowledgement. Commissioner Preston led the flag salute. Chair Vogel read the mission of the group. Commissioners Present Larry Vogel (Chair) Chris Deiner-Karr Katie Kelly David Preston Tim Raetzloff Sam Spencer Commissioners Absent None MIM TTE S: Staff Present Amber Brokenshire, Associate Planner Others Present Council Representative Michelle Dotsch John Weesie, visitor Brad Holden, visitor Approval of January 11, 2024 HPC Minutes The January 11, 2024 HPC minutes were approved as presented. AGENDA ADDITIONS/CHANGES Additions to New Business — plaque ceremonies, two new professional members. REQUESTS FROM THE AUDIENCE/COMMENTS There were no audience comments. NEW BUSINESS Plaque Ceremonies — There was discussion about how this was handled in the past and how important these are to help raise awareness in the community. Ms. Brokenshire will send the group a list of seven Historic Preservation Commission Meeting Minutes March 14, 2024 Pagel of 3 or eight houses that don't have a plaque. There may be money for more once she applies for the grant. The cost is about $300 each. There was some debate about whether or not to look into having these 3- D printed. 2. Professional members — Ms. Brokenshire reported that the two new HPC professional members are being voted on at the March 19 City Council meeting. April is expected to be their first meeting. Michelle Thompson with DAHP will provide them with some training. The public hearing was postponed until next month to include the new members. There was some discussion about the recruitment/application process and the required composition of the HPC. ACTION ITEMS 1. Calendar — Ms. Brokenshire thought that there was no budget for the calendar this year, but she will confirm this. There was discussion about doing ads or looking for sponsors to help fund the project; formatting issues with the previous calendar and ideas for the future (Commissioner Deiner-Karr will work with Ms. Brokenshire on the template); and what dates to include on the calendar (just significant historical dates in Edmonds — Commissioner Kelly will review). There was also some discussion about potential themes. An idea was raised use the calendar to educate people on architectural details found in Edmonds. A lot of this information is in the surveys. There was some discussion about how the DAHP grant would be spent. 2. Properties on the Register — Commissioner Spencer has been slowing down with applications in order to allow staff time to process them. Ms. Brokenshire explained her workload is extremely heavy but she thinks she has time to do one a month. Commissioner Deiner-Karr offered to help however she can. The group discussed the process. Ms. Brokenshire will be bringing a Certificate of Appropriateness to the group next month for the Frances Anderson Center. Commissioner Spencer will share a list of properties he is working on with the group and any actions he has taken. COMMISSION CHAIR COMMENTS Chair Vogel thanked Commissioner Raetzloff for his time on the Commission, but Commissioner Raetzloff wasn't sure when his term was up. Chair Vogel was glad they made progress on the calendar. Thanks to Commissioner Deiner-Karr for stepping up to do the grid. Thanks to Commissioner Spencer for his work to generate new applicants. Thanks to Ms. Brokenshire for doing the best she can. He is looking forward to next month. COMMISSIONER/VISITOR COMMENTS • Commissioner Spencer wished Ms. Brokenshire luck with her workload. • Brad Holden, visitor, expressed interest in joining the HPC. He asked if they intend to branch outside of the bowl. There was some discussion about wanting to do this. • Commissioner Kelly said it was good to see everyone. • Commissioner Deiner-Karr suggested having a calendar design discussion at the next meeting. She was sorry to miss the last meeting. • Commissioner Preston requested some packets for the next meeting, what the calendar total was, and a plaque to use as an example. He also requested that each commissioner give him the name of a potential donor/sponsor for the calendar. Some names were provided; Commissioner Preston requested that other members email him their suggestions. • Commissioner Raetzloff thanked Commissioner Spencer for his work and encouraged him to keep it up. He commended Commissioner Kelly on the architectural style theme idea. • John Weesie, visitor, introduced himself as an Edmonds resident and a retired civil engineer. His wife works with Chair Vogel. • Councilmember Dotsch introduced herself and said she was very pleased to be assigned to the HPC. She expressed appreciation for the work they do. • Ms. Brokenshire requested that everyone review code section 20.45 regarding the HPC. She will send out the applications of the professional applicants. She will send out a request for information soon on the house that is coming up for a public hearing next month.
