Mission of the CPC is to (1) Encourage citizens to be a part of the solution, (2)
Encourage City staff and citizens to conserve current resources, (3) Work with the City
Council to implement ideas, and (4) Effectively address the future impacts of climate
change.

1. Call to Order, Review of Agenda, & Introductions
a. The meeting was called to order at 11:01 am.
2. Meeting Minutes
a. The meeting minutes for March 7th and March 215t were approved.
3. Public Comment
a. Georgina Armstrong shared that Susan Paine has joined the CAB.
b. Gayla shared that she is interested in the Climate Action Week survey to be approved
and published.
4. Council Update — Susan Paine
a. The council's focus is on the city finances and the comprehensive plan update.
b. Community Transit initiated a new Orange Swift line leaving Edmonds Community
College heading east to Mill Creek.
c. The new Ligh Rail extension to Lynnwood planned opening is around August or
September.
d. Community Transit will offer options to get from the Orange Line to the waterfront.
The Zip shuttle handles short trips and costs the same as a bus ticket. Cynthia shared
that transportation is needed back and forth to the waterfront.
e. Continues to research grant opportunities. Nature Conversancy won't grant to
communities that can tax. A regional submission may be viable that includes tribal
lands.

5. Comprehensive Plan Update — Tristan Sewell (Climate Components), Jeff Levy, Sr.
Planner
a. HB1181 requires a climate element in the comprehensive plan update. It is due in
2029, 5 years after the 2024 update.
b. Climate mitigation
i. Reduce emissions from transportation and land use, reduce per capita VMT,
prioritize benefits for overburdened frontline communities, net zero by 2050.
ii. Use climate data from 2022.
iii. Personal vehicles emit a third of Edmonds emissions.
c. Climate Resilience
i. Address natural hazards created or worsened, enhance natural areas that
foster resilience via ecosystem services, enhance community resilience.
ii. Reviewed steps.
d. 2023 CAP Actions includes supporting mixed -use and transit -oriented development
in neighborhood commercials centers.
e. Conceptual Growth Alternatives — Jeff Levy
i. Reviewed how centers and hubs were identified.
ii. Reviewed current height limits.
iii. Reviewed county planning policies — explains how hubs/centers are preferred
over corridors — create livable communities.
iv. Reviewed housing growth distribution
v. The city is looking to enhance the overall quality of life for residents and
visitors.
vi. Defined Centers & Hubs
vii. Reviewed alternatives and how they differ.
viii. Reviewed the DEIS (Environmental Impact Statement)
ix. Reviewed Tree Canopy — will get a study in June regarding vegetation land to
plant trees.
x. EIS will provide the data to help a decision -making body to consider. It is a
list of questions. Can assess which areas can handle density.
6. Annual Report to Council
a. Approved with one change. CAP 2015 was completed and not published.
7. Climate Action Week Survey approval
a. 4 short questions via SurveyMonkey were approved.
b. Publish in My Edmonds News and via email. Recommended to include the "Climate
Champions".
c. The city will need to submit to My Edmonds News. Angela will send it to Kelsey (PIO).

8. Hazel Miller Grants Update
a. Pam and Steven provided updates on the status of two grant applications to be
submitted to the Hazel Miller Foundation by Friday, April 5t" — Sea Level Rise 3D
Simulation and Climate Action Week.
9. Staff Updates
a. Deferred.
10. Proposal to City Council for Signing the Fossil Fuel Nonproliferation Treaty
a. Deferred
11. May 2, 2024 — Agenda & Action Items
a. Tristan will email CPC on April 9t" Comp Plan Climate Components public meeting.
b. Pam will send out the proposed mission statement for CPC review.
c. Angela will send Kelsey (PIO) the Climate Action Week survey link to publish to
media.
d. Climate Action Week updates will be added to the monthly agenda.
e. Climate Education will be added to the monthly agenda. Nick will present it to the
committee to ensure we have the same level of understanding.
12. Announcements and General Public Comment
a. April 9t" — 7:30 — Public Comment on the Comp Plan Growth Alternatives Climate
components.
b. Angela was contacted by Edmonds Civic Roundtable group to participate on June 61n
for a roundtable of the city boards and committees. Angela confirmed that we would
participate.
c. SnoPud speaking in 2 weeks plus Climate Action Week planning.
