Traffic Control and Public Safety. Traffic control and public safety shall be in accordance with City regulations as
required by the City Engineer. Every flagger must be trained as required by WAC 296-155-305 and must have

officers, employees, and agents against any injuries, damages, or claims of any kind or description whatsoever,
foreseen or unforeseen, including defense costs and attorney fees, resulting directly or indirectly from any act or
omission of the Applicant, its subcontractors, anyone directly or indirectly employed by them, and anyone for whose
acts or omissions they may be liable, arising out of, related to, or by reason of the granting of this permit; and
specifically including but not limited to all loss by the failure of the Applicant to fully or adequately perform, in any
respect, all authorizations or obligations under the permit. These indemnif4}irements shall survive the

On April 29th, 2023, a Blue Atlas cedar located at the property at 19812 77th Place West was
evaluated by myself to determine its health and potential for risk. I was asked to perform an
evaluation by Peter Schuldt, the homeowner. Notwithstanding the recommendations and
conclusions made in this report, it must be realized that trees are living organisms and their
health and vigor constantly change over time. They are not immune to changes in site conditions
or seasonal variations in the weather.
Scope of Work
This report provides a general assessment of one tree (Blue Atlas cedar) located in the front yard
of 19812 (site map). The location of this tree appears to be on city right-of-way, per aerial photos
from Snohomish County GIS mapping. The primary purpose of the assessment was to make a
recommendation for risk and/or nuisance mitigation.
Summary
Upon arrival at the property, it was visually evident that there was a Blue Atlas cedar, Cedrus
atlantica, very close to items of infrastructure. The tree has a diameter (DBH) of 21.5 inches, and
an approximate height of 50 feet. This tree was measured to be 9.5 feet from the driveway and
water service (picture 1). This places the driveway (and the water service) within the critical
rootzone of this tree.
There are also several overhead lines that are disrupted by this tree (photo 3).

The homeowner/resident Mr. Schuldt has a mobility disability, and is negatively effected by this
tree's impact to his driveway (photo 2).
Methodology
This tree was evaluated with guidelines established by the International Society of Arboriculture;
level 2 tree risk assessment. The health assessments were performed without excavation or
internal examination such as coring or drilling. No aerial inspection of the upper canopy was
performed.
Recommendations
It is my recommendation that this Blue Atlas tree be removed, and the stump and main roots be
ground. The tree appears to fit the classification of a nuisance tree per Edmonds municipal code
23.10.020. Location services should be used before any grinding!
I do not believe any pruning/root pruning to be a viable mitigation option. This method (in
conjunction with the rocky soil structure) will most likely make this tree unstable and/or result in
severe decline.
The homeowner stated they are going to re -grade and replace the driveway. Any possible future
replating should be done with a species that has less aggressive root growth, as to not interfere
with or damage the nearby water line and/or driveway.
Comments
The proposed removal (Blue Atlas cedar) will not leave the property void of significant trees.
There are other significant trees on the property including a Deodar and several fruit trees.

were examined and reflects the condition of those items at the time of inspection, and (2) the
inspection is limited to visual examination of accessible items without further dissection,
excavation, probing, or coring.

guarantee expressed or implied, that problems or deficiencies of the trees in question may not
arise in the future.
