This letter supplements my previous report submissions for your project at the above address and
responds to the City Comments you have provided to me. I understand that you are proposing to
remove trees 26-29, 30 and 31 and 32. Tree 29 is dead. Trees 26-28 were assessed as not -viable and
interfering with proposed parking areas in my earlier reports and this assessment remains. Trees 31 and
32 are to be removed for parking clearance and safety as they are within 5-feet of the existing building
you are remodeling.
A Site Plan is attached that outlines the trees to be removed and the area where replacements are
planned.
First: You are dropping the nuisance assertion for these trees.
Second: You are required only to provide replacement trees for the removal of tree No. 30 as per the
City Comment. Three replacement tree locations are shown on the attached site plan. Replacements in
compliance with ECDC 23.10.080(D) are to be selected and planted. Replacements are to be native
species planted within the City of Edmonds. They are to be 6-feet in height at the time of planting.
I am recommending western red cedar (Thuja plicata) for the area designated on the site plan. These
are shade tolerant native trees and can be expected to thrive in the shady conditions of your property.
The City Comments you provided are attached. I believe this letter efficiently responds to those
comments.

City Comments to Scott Sund tree removal proposal at 771 Edmonds Way, Edmonds, WA
Nuisance: The submitted arborist report does not demonstrate the nuisance caused by any tree
proposed to be removed. See ECDC 23.10.020(N) for the definition of nuisance. If you can
provide documentation compliant with ECDC 23.10.040(F)(1) for each proposed removal, the
project would be exempted by ECDC 23.10.040 from the permit fee and requirements listed
below.
Site Plan: Submit a tree retention and protection site plan compliant with ECDC
23.10.060(B)(2)(b).
Replacements: ECDC 23.10.080(A) requires replacement of removed trees <24" DBH. For the
proposed removal of viable tree #30, three replacement plantings are required. ECDC
23.10.060(G) waives the fee in lieu of replacement for tree #31 because the proposed retention
exceeds 50% of viable trees. ECDC 23.10.080(B) requires no replacement of nonviable trees
#26-29 and 32. Replacements shall comply with ECDC 23.10.080(D). Include the replacements
on the site plan.
