Areas Checklist contained on this form is to be filled out by any person preparing a Development Permit Application for the City of Edmonds prior to his/her submittal of a development permit to the City. The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are or may be present on the subject property. The information needed to complete the Checklist should be easily available from observations of the site or data available at City Hall (Critical Areas inventories, maps, or soil surveys). An applicant, or his/her representative, must fill out the checklist, sign and date it, and submit it to the City. The City will review the checklist, make a precursory site visit, and make a determination of the subsequent steps necessary to complete a development permit, application. With a signed copy of this form, the applicant should also submit a vicinity map or plot plan for individual lots of the parcel with enough detail that City staff can find and identify the subject parcel(s). In addition, the applicant shall include other pertinent information (e.g. site plan, topography map, etc.) or studies in conjunction with this Checklist to assist staff in completing their preliminary assessment of the site. It is my understanding that this project would be exempt from critical areas determination as stated in section 20.1513.040 Subsection A Subparagraph 2 (A)(2), since such a remodelling activity would "not increase the potential impact to a Critical Area or its buffer". As shown on the plat map, the existing patio is within 5 feet of the stream and the existing structure is within 12, 16 or 19 feet, depending on the respective corner. Based on these findings, prior to submission of any development permit, you will be required to submit the following for review by the Planning Department: Name 1. Submit a site plan prepared by a Licensed Surveyor showing the location of the Category 2 stream and delineating the required 50-foot buffer and 15-foot additional building setback. The 50-foot buffer is measured on each side of the stream from the top of the bank, with the additional building setback line measured from the edge of the buffer. 2. If the results of the above survey determine the lot unbuildable or that no addition/alteration may be done due to the buffer/setback area, any development which is not identified as an exception per ECDC Chapter 20.15B must receive a Reasonable Use Exception or a Variance pursuant to ECDC 20.15B.180A and 20.15B.040C).
