Mission of the CPC is to (1) Encourage citizens to be a part of the solution, (2)
Encourage City staff and citizens to conserve current resources, (3) Work with the City
Council to implement ideas, and (4) Effectively address the future impacts of climate
change.

1. Call to Order, Review of Agenda, & Introductions
a. The meeting was called to order at 11:01 am.
2. Sea Level Rise Art Installation
a. Tristan introduced Carol Rashawnna, the artist selected to create a public art
interactive installation depicting sea level rise. The intention is that the artwork be an
engaging and learning experience.
b. Carol shared how the art installation will incorporate community engagement. She
plans to host multiple workshops that will engage the participants to create art that
will be incorporated into the art piece.
c. The design will comprise 3 greenhouses that will include a mural and a water feature
(real or simulated). Carol will inspire workshop participants with a digital video. She
wants to ensure the expanding sea level rise includes the impact of waves.
d. Steven was happy to hear about the waves. We need to combine sea level rise, king
tides, tides, and wind.
e. Angela asked how and who to engage for workshops. Carol responded that she
would host multiple workshops; the CPC will be one.
f. Carol will pose a video prompt to initiate workshop. There is also dialogue. How
would you get this across? What is your call to action? Carol provides supplies,
instruction, possible education for the workshops.
g. Tristan advised that we need to make sure it is Edmonds centric.
h. Carol also sees the workshops and resulting artwork as a call to action, i.e., what can
you do in the community?

i. Steven asked if this is a temporary installation. Tristan responded yes; the art
installation is temporary for Climate Action Week. Questions arose as to how long
the art installation could remain (sited at the entrance to the pier). Depending on the
weather, it is possible for a few weeks. Discussion ensued regarding re -siting.
j. Carol had a temporary art exhibit that was extended for 10 months (Seattle Center).
k. Pam recommended taking advantage of all the people and families that come to visit
the beaches at extreme low tides by hosting a workshop.
I. The first art workshop will be held at the CPC June 6t" meeting.
m. The conference room will need to be available at 10am for set up.
3. Grant Opportunities
a. Steven asked Susan Paine about whether the city will accept a grant award. He had heard
from another environmental group that the city will not sign any grant awards.
b. Susan shared that regretfully that the city cannot accept grants due to the lack of city
resources. The city will not sign any grant contracts as per the mayor.
c. Susan asked the mayor if a grant award could be transferred to another non-profit. The
CAB will have non-profit status soon. No response has been provided.
d. Pam asked what happened from Mayor signing the grant application to now. Susan
Paine responded that Susan McLaughlin returned from vacation and was not supportive.
e. Susan Paine said the mayor is still supportive of the CPC and its plans.
f. Susan Paine was encouraging that we will find a way.
g. Susan Paine asked Steven to please forward the ecology grant. That should be put in the
shoreline future. Ecology is requiring Snohomish County to update their shoreline plan
to new guidelines and Edmonds will need to supply their piece.
h. Steven asked who would hear first regarding the Hazel Miller grants. Tristan is the POC
on the grant application and will be notified first. The awards will be announced mid -
June.
i. Steven asked if the Hazel Miller Foundation would really award the city a grant?
j. Susan Paine responded absolutely. They have funded many city-wide. They have not
funded environmental yet and are excited to.
k. Angela asked what were Susan McLaughlin's concerns? Susan Paine responded it was
staff resources. The CAW grant application stated no city resources needed; the Sea Level
Rise Simulation estimated 15-20 hours over a 5-month period.
4. Action Items
a. Tristan will connect Carol with Shannon and Jen. Will try to find the low tide.
b. Tristan will connect with Carolyn at 10am on June 6tn
c. Tristan will schedule the 3d Thursday meetings.
d. Angela will contact Greg about engaging the youth EWHS youth group to participate in a
workshop.
e. Tristan will review future low tide schedules for possible workshops.

5. Announcements
a. 5/28 and 5/30 — Comprehensive Planning Meetings (Different set of topics) - CPC
membership is encouraged.
b. Public Hearing on ADU at City Council
c. Green Buildings draft code will be introduced at the June 12th Planning Board Meeting
d. The Climate Code will be available in June or July; not all topics are planning board
related.
e. There will be a Waterfront Vision Workshop with Carol participating. Tristan will provide
the details.
