Attachments: HPC 06132024_draft Packet Pg. 3 CITY OF EDMONDS HISTORIC PRESERVATION COMMISSION Summary Minutes of Regular Meeting June 13, 2024 CALL TO ORDER, LAND ACKNOWLEDGEMENT, FLAG SALUTE, AND ROLL CALL Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. and read the Land Acknowledgement. Commissioner Preston led the Pledge of Allegiance. Chair Vogel read the mission of the Historic Preservation Commission. He stated that he would be out of town next month, and Vice Chair Spencer would be filling in. Approval of April 11, 2024 HPC Minutes The April 11, 2024 HPC minutes were approved as presented. REQUESTS FROM THE AUDIENCE/COMMENTS There were no audience comments. NEW BUSINESS 1. Commissioner Spencer suggested creating a Bill of Rights for people going onto the Register so that they know exactly what they are getting into. This could help allay some fears and concerns that people have about being on the Register. Historic Preservation Commission Meeting Minutes June13,2024 Pagel of 3 Packet Pg. 4 He proposed the following: Whereas there is abundant confusion as to the rights to the homeowner once their home has been added to the Historic Register, be it resolved that each honoree on the Register shall be recorded a Bill of Rights. Specifically, 1) The honoree may remove their home from the Register at their discretion; 2) That if the honoree wishes to obtain a permit for remodeling their home, the permit process shall not be impeded by the existence of the designation; 3) That the Historic Preservation Commission's sole recourse shall be at their discretion, removing the designation from the subject, home or edifice; and 4) The honoree shall return their plaque prior to the issuance of the permit in the event the Commission does not approve the work. Associate Planner Brokenshire thought that the HPC review and issuance of the Certificate of Appropriateness could happen during the staff review timeframe and would not necessarily impede the construction process unless it was a very small project. There was discussion about how the process could work. Ms. Brokenshire explained that to get off the Register the Council would have to approve an ordinance to remove them. Chair Vogel wondered if an FAQ would be another way to address concerns and questions people have. Ms. Brokenshire thought an FAQ pamphlet could help to clarify questions. It could be both on the website and printed out. The group discussed the concerns that generally come up and benefits of being on the Register. There was consensus to have Vice Chair Spencer develop a list of common questions and concerns and provide it to Chair Vogel who will add to it. Anyone else who has questions they feel should be addressed can email Ms. Brokenshire who will provide responses based on the code. The merits of various homes were discussed generally as possibilities for the Register. 2. The house at 428 - 3rd will be going before the Council for approval in July. 3. Grant Application Update — Ms. Brokenshire completed the application. She reported that she asked for $15,000 and expanded the scope to include another reconnaissance level survey to expand the inventory of what we have. She will go before DHP and make a presentation related to that. She thinks they have enough plaques to get by for a while. 4. Plaque Presentations — Ms. Brokenshire will do a press release to notify people that the plaque presentation ceremony will be happening. Chair Vogel will send a copy of a past press release for reference. Ms. Brokenshire will check with the Mayor to see if he would like to be included. Chair Vogel offered to provide talking points from previous years' presentations that could be helpful for the Mayor. Ms. Brokenshire will reach out to houses that do not have plaques to see if they would like to be part of the ceremony. Commissioner Spencer would like to be involved in reaching out to those homeowners also. There was some discussion about options for how the plaques could be mounted and a desire to look into metal posts as was done for some other homes. Commissioner Kelly will look into it because she was part of the previous process. Ms. Brokenshire is also looking for information on who was invited in the past. UNFIMSHED BUSINESS 1. Calendar Discussion - Ms. Brokenshire reported she had created and uploaded a Publisher calendar template to the FTP site. There was consensus to do architectural styles as the theme for this year's calendar. Commissioner Kelly will take the lead on the calendar for this month and make a plan on how to proceed. There was a suggestion to put the FAQs at the end. Chair Vogel recommended finding a program for the calendar that automatically updates the dates and holidays each year. 2. 1015 and 1021 A Avenue South — There was a question about which house is putting the dormer on. Both? Ms. Brokenshire will reach out to them both and clarify. 3. Vice Chair Spencer asked for an update on the HPC's request to have some sort of historic monument related to the weir. Ms. Brokenshire reported that staff is working on it. Chair Vogel reported that they are still going through newsletters. There was discussion about updating the Preservationist. ACTION ITEMS None COMMISSION CHAIR COMMENTS Chair Vogel thanked everyone for being present and for their work. He expressed appreciation to all that Ms. Brokenshire does behind the scenes. He reminded them he will be gone in July but back in August. COMMISSIONER COMMENTS Commissioner Preston reported he met with someone from the Makers Lab at Woodway Hall about 3D printing the plaques. Unfortunately, he does not think they would be as durable as the current ones.
