Executive Summary: Alternative Environmental Technologies (AET) conducted an asbestos
survey of the subject site on April 10, 2020. Mr. Garth Hitchens, property owner, provided
access. The 1922, one story, wood frame single family residence was located in a gated
community at 17901 Vista Del Mar Drive, Edmonds, WA 98026. Brian Hunt, AHERA Building
Inspector and Lead Risk Assessor, conducted the required Asbestos Good Faith Inspection. A
total of 20 bulk building martial samples and two composite bulk paint chip samples were taken
and under strict chain of custody procedures relinquished to Seattle Asbestos Test and NVL
Laboratories for analyses, asbestos and lead paint respectively. Seattle Asbestos Test laboratory
reported that each of the bulk samples were non -detect for asbestos. NVL Laboratories reported
that there was lead in the paint from the interior and exterior surfaces at the site.
Summary: The purpose of this Asbestos Good Faith Inspection was to comply with current
regulations that require an inspection and written survey be completed prior to demolition. Brian
Hunt was the required accredited AHERA Building Inspector and Dave Leonard MSPH CIH
provided technical review. Seattle Asbestos Test laboratory analyst reported that each of the
samples were non- detect for asbestos. NVL reported that lead was found in the exterior paint
chip Sample1 L (0.11 % Lead) and interior kitchen ceiling paint chip Sample 2L (1.0 % Lead). The
latter sample location was greater than the EPA Standard of 0.5% Lead.
Any level of lead in construction is regulated in the state of Washington for worker protection.
Avoid the creation of dust during demolition and use EPA Lead Safe work practices as
recommended. Regarding the proper handling and disposal of the waste stream it is
recommended that the contractor conduct a Toxicity Characteristic Leaching Procedure (TCLP-
Lead) to determine whether the waste stream can be disposed of as solid waste.
A copy of this report (or summary document) should be printed out and kept at the site for
reference by any contractors or other authorized individuals working at the site. This survey is not

Summary of Results: Asbestos & Other Potential Hazards
1. Asbestos: All suspect asbestos containing samples were reported as none detected by the laboratory.
2. Lead & Silica: Lead and silica are typically found in paint and concrete, respectively, and are regulated in the
state of Washington for worker protection. Therefore, it is important to minimize the creation of dust during
demolition activities. No samples were taken for silica. Brick, ceramic tile, mortar and minimal concrete were
observed in the structure. Two composite samples of lead paint chips were taken, one on the exterior east
entrance siding (1L) and the other from the kitchen ceiling (2L). NVL reported both paint samples as
containing lead.
3. Hazardous Chemicals: Compact fluorescent light fixture components were observed which contain mercury.
In general, fluorescent tubes & ballasts potentially contain mercury and polychlorinated biphenyls, PCB. If
any are encountered during demolition, recycling is recommended.
4. Recognized Environmental Conditions: De minimis chemicals typically used for maintenance were not
observed. Biohazards were not observed.
Site & Building Description: The 1922, single story, 897 SF wood frame house was observed to have a asphalt
shingle gable roof, 2 bedrooms, one bathroom, a fireplace and typical wood and wallboard interior with carpet and
vinyl floors and ceramic tile countertops, walls and floors in the kitchen, bathroom, and laundry. The attic was
insulated with fiberglass batting, and the crawlspace contained no observed insulation. The view residence was on a
bluff overlooking Puget Sound with unobstructed views to the SW, West and North. An exterior raised covered wood
deck (with carpet) was north of the living room and a lower exposed wood deck was observed at approximately
ground level north of the raised deck.
Regulatory Overview: Asbestos: The Puget Sound Clean Air Agency, Regulation III, Article 4.02(a) required an
asbestos survey, before proposed demolition, by an Accredited Building Inspector using random sampling
procedures contained in 40 CFR 763.86. The owner, or owners representative, is required to keep a copy of the
written Good Faith Inspection or a summary document at the job site for any contractors doing work in the building
(WAC 296-62-07721(b), WAC 296-155-755(9)) that may potentially disturb asbestos containing materials.

Site Inspection, Sampling & Analytical Methods:
1. Building & Site Survey: A visual inspection photographs and this written report provided the general condition of
the residence the surroundings and the location of the samples taken.
2. Asbestos Sampling & Analytical Methods: A total of 20 bulk samples of suspect asbestos containing materials
were taken from the building. None of the samples were reported to contain asbestos. The results for each
sample can be found summarized in Table 1. All asbestos samples were collected using modified Asbestos
Hazard Emergency Response Act (AHERA) and EPA sampling methods and all bulk samples were taken to
Seattle Asbestos Test (SAT) laboratory under strict Chain of Custody procedures and generally submitted for
analysis for a 5-day turnaround. AET personnel are AHERA certified building inspectors, management planners
and project designers. The analysts at Seattle Asbestos Test used Polarized Light Microscopic methods to
analyze the bulk samples for asbestos (Method EPA/600/R-93/116) and the laboratory is part of the National
Volunteer Laboratory Accreditation Program (NVLAP accreditation 200768).
3. Presumed Asbestos Containing Material, PACK No Presumed Asbestos Containing Material (PACM) were
observed or reported.
4. Lead & Silica Sampling & Analysis: Two lead paint samples were reported positive from this survey. In
Washington State any level of lead and silica is regulated for worker protection. Lead and Silica safe work
practices are recommended for worker protection.
5. Photographs: Relevant site photographs, show each sample location
6. Public Records Review: The Snohomish County Assessor records were reviewed for this survey and
relevant information was included in the body of this report.
Notifications: The owner is required to obtain a Notification of Intent from the Puget Sound Clean Air Agency &
Labor & Industry as well as notify anyone working in the building, including all contractors, vendors and visitors to the
site, that there is an asbestos good faith inspection available for this building. A copy of the survey report must be
kept at the site and available for viewing upon request, and/or the owner may communicate verbally and in a written
summary the survey findings and contact information.
Discussion & Opinion: Additional information is provided below to clarify items identified in this survey
Health Risk: Asbestos is a known carcinogen that is highly regulated. Certified workers and licensed
asbestos contractors are required if the materials are discovered and expected to be disturbed during
maintenance, remodel or demolition. Lead containing material is also a potential health hazard, highly
regulated and worker training and protection is required. The chemicals mercury and polychlorinated
biphenyls (PCB) are commonly found in light fixture components, compact fluorescent bulbs, fluorescent
tubes and ballasts, respectively. These chemicals are hazardous to human health and the environment.
They are regulated and require training and special handling as universal and hazardous waste for removal,
shipping, treatment, recycling and disposal.
2. PSCAA Notification: The Puget Sound Clean Air Agency (PSCAA, Regulation III, Article 4) requires a survey
for asbestos containing material and notification prior to demolition. Communication of the location and type
of asbestos containing material as well as dust control measures during work activities are required from
abatement to disposal. Questions regarding PSCAA requirements should be directed to the asbestos staff at
800.552.3565, or for a notification form and regulations go online at www.i)scleanair.org. Notification can be
completed for demolition and fees paid for online.
3. LNI Notification: For interpretation of policy and the Department of Labor & Industry regulations (go to
www.lni.wa.gov). Where power tools are to be used on non -asbestos containing materials, dust control
measures need to be observed. For general information call Labor & Industry at 425.290.1400 for guidelines
on the proper use of power tools and dust suppression methods. Power tools should not be used on suspect
or confirmed asbestos, lead or silica containing materials.

4. Lead: The federal government uses the term hazardous waste. The State of Washington regulations are
more stringent than the federal regulations and in Washington the term hazardous waste has been replaced
by the term Dangerous Wastes. Again, in the State of Washington, any level of lead is regulated for worker
protection. Lead safe work practices are required. OSHA recommends trigger tasks that identify the
minimum respiratory protection and personal protective equipment required until a negative exposure
assessment is conducted to ensure worker protection. The August 14, 2009, Consumer Products Safety
Commission Lead in Paint Limit was 90 ppm. Drinking water was not identified as part of the scope of work
for this project.
5. Silica: According to OSHA, materials like sand, concrete, stone and mortar contain crystalline silica.
Crystalline silica is also used to make products such as glass, pottery, ceramics, bricks, concrete and
artificial stone. Industrial sand is used in certain operations such as foundry work and hydraulic fracturing
(tracking) and is a source of crystalline silica exposure. Respirable crystalline silica can result from high-
energy operations like cutting, sawing, grinding, drilling & crushing stone, rock, concrete, brick, block &
mortar and sand blasting. The results reportedly generate a fine dust from quartz, cristabolite and/or
tridymite. Respirable crystalline silica is harmful to human health and workers should avoid creating dust.
Respirable crystalline silica fine particles (100 x smaller than sand found at the beach) have been reported to
cause multiple diseases including silicosis, lung cancer, chronic obstructive pulmonary disease and kidney
disease.
6. Light Fixture Components: Compact fluorescent lights were observed at the site and the compact
fluorescent lights likely contain mercury. Fluorescent tubes and the ballasts may be either electronic or in
older fixtures contain polychlorinated biphenyls (PCB). The ballasts, fluorescent tubes, and smaller tubes,
lamps and bulbs can be transported and recycled locally or at Ecolights Northwest, Seattle, WA, or the
equivalent.
Limitations: Sampling at the subject site was limited to the building materials that were accessible. If any materials
discovered during demolition are suspected to be asbestos containing they should be checked against this report
and the attached Puget Sound Clean Air Agency Asbestos Material List (Appendix 4). If not contained herein the
material should be sampled by a certified AHERA Building Inspector prior to starting or continuing work activity that
may disturb the material or assume it is asbestos. This survey is not a design document or specification for removal.
The purpose of the asbestos good faith inspection was to comply with current regulations for an asbestos good faith
survey prior to demolition. The contractors doing abatement of any type of hazardous material will need to do their
own take offs based on the identified and authorized written scope of work provided by the Owner.
Summary: In summary, you have been provided a copy of this report by e-mail for notification; printing and
distribution for proposed work activity, design and/or bid purposes. The good faith inspection report or a written
summary should be printed out and kept on site for reference by any authorized consultant, contractor, vendor or

performed using polarized light microscopy (PLM) in accordance with Test Method US EPA -40 CFR Appendix E of Part
763, Interim Method of Determination of Asbestos in Bulk Insulation Samples and Test Method US EPA/600/R-93/116.
Percentages for this report are done by visual estimate and relate to the suggested acceptable error ranges by the
method. Since variation in data increases as the quantity of asbestos decreases toward the limit of detection, the EPA
recommends point counting for samples containing between <1 % and 10% asbestos (NESHAP, 40 CFR Part 61).
Statistically, point counting is a more accurate method. If you feel a point count might be beneficial, please feel free to
call and request one.
The test results refer only to the samples or items submitted and tested. The accuracy with which these samples
represent the actual materials is totally dependent on the acuity of the person who took the samples. This report must
not be used by the client to claim product certification, approval, or endorsement by Seattle Asbestos Test, LLC, NVLAP,
NIST, or any agency of the Federal government. The test report or calibration certificate shall not be reproduced except
in full, without written approval of the laboratory.
This report is highly confidential and will not be released without your consent. Samples are archived for 30 days after
the analysis, and disposed of as hazardous waste thereafter.

accident investigations, estimates, environmental review and presentations for
insurers and insured for property damage and business interruption in excess of
$400 million dollars.
Starting in 1991, Mr. Hunt was the managing member of Ecologies and held state
licenses for the 42 million dollar California Corporation in General Construction,
Asbestos and was the General Engineering Contractor for the company for
Hazardous substances. In 1993, Mr. Hunt returned to the Pacific Northwest and
opened his own construction business in conjunction with his environmental
