Public Comment (3 minutes per speaker): Ardeth Weed — It was great to see the Mayor at the Saturday market. My Edmonds News is doing a great job reporting. 5. Youth Commission Update: Not in attendance. 6. Update from the City: Todd, Megan, Councilmember Eck: Councilmember Eck highlights the robust discussions about ADU's last night and the continued review of possible Regional Fire Authority contract and other possible options. The landmark project was also discussed last night. 7. New Business: a. Comp Plan Engagement Overview and Status Update — Navyusha: Navyusha shares a PPT presentation (Attachment A). There was a brief discussion that followed that focuses on the DEIA lens and how it's being folded into the comp Draft Meeting Summary DEIA Commission June 5, 2024 Page 1 plan update process. Rebecca points out that many DEIA priorities can positively impact the greater good. b. Community Champions Community Table: Rowan shares that there is a community engagement meeting at the Asian Services Center on Saturday, June 8tn The Community Champions group will continue beyond this year, to continue community work beyond the comp plan. c. Holiday Market Vendor Representation: There has been interest in diversifying the holiday representation at the Holiday Market. Rowan suggests having a DEIA Commission booth to educate the community about different holidays. Create an ad - hoc committee to do a deep dive; Rebecca is interested in working on this, Jessie has had interest as well. Patty adds that we need to always refer to how this is lifting underrepresented communities and other priorities the Commission sets. d. Grant Review & Recommendation: Pam shares they developed a framework for how to fund the project (Attachment B). The awardees are as follows: $250 for Pride of Edmonds; $500 College Place — multicultural night; $250 Sno-Isle Library Foundation. Pam moves, Rebecca seconds, approved by consensus. i. Dipti, Pam & Umrah will meet to discuss any changes to the grant program. They will bring a recommendation to the July meeting. 8. Old Business: a. Book Distribution Plan — (Pam, Patty & Rowan): This is here to remind the group that this is still out there. Ideally, there will be a plan in place by September when school starts. b. Land Acknowledgement Update Process: Rowan has interest in seeking indigenous people input in the Comp Plan process. There is a strong desire to make sure that clear steps are taken to update the Land Acknowledgement. Rowan will do some Comp Plan engagement and include this Land Acknowledgment. Umrah has connections with the DEI lead at the Seattle Art Museum who might be able to provide some guidance. 9. Committee Updates: a. Executive i. June DEIA Calendar 1. City Engagement & Policy: Rowan held a civic engagement presentation at Edmonds College. It was a small group, but a lot of valuable information was shared. They were invited back to do this presentation again next year. Rowan would also like to bring this to the local high schools. Kim is planning to reach out to everyone to start relationship mapping. c. Community Engagement & Visibility: They met in April. Access social media; FB, Instagram, website, newsletter. Commissioner's Corner: Sofia Marie attended MAE's fundraiser for LNY last week, great networking. Congrats on graduating! Umrah, had some good reminders about meeting people where they're at. Rebecca explains how refreshing it is to sit in this room as the world is struggling politically and otherwise. Elaine echoes Rebecca's sentiment. Rowan shares that he met with Umrah the other day about how to make the conversation around DEIA more accessible. How can we get the Commission out of our space to get to know each other better. There is a suggestion volunteering with the Edmonds Food Bank as a team building activity. What weave heard We need more hip retail and restaurant spaces in mixed used buildings. Bar dojo is packed all the time but no one is excited to have an animal hospital taking up prime real estate. Parking lots are very full so studies need to be done when increasing density and adding better commercial spaces. Underground parking for multifamily is a must' Also consider round about traffic as well as pedestrian safety with added traffic and impacts to nearby neighborhoods as residents find short cuts to avoid round about. I'm an interior designer that worked at an architecture firm doing lots of multifamily and commercial mixed use for years and now have my own business in Edmonds but I'd love to help In the design (in any and all Edmonds Hubs) in anyway'. www,rbbydesign.com I agree with the neighborhood center/hub approach, but I'm concerned that up -zoning the Westgate neighborhood centerto encourage multi -family housingwill result in the loss of both grocery stores (QFC and PCq. These two stores are part of what makes Westgate such an attractive destination for nearby residents: especially people who may want to walk or bicycle for shopping. Has that been nsidered? Is there a way to make sure that redevelopment includes grocery stores? Creating more affordable housing rightly should be high priority. It has become very difficult for young people to afford to rent in Edmonds, let alone purchase their first home. This Is not right or sustainable. I would like to see more commercial areas in Edmonds in order to encourage good -paying non -retail jobs. Although Edmonds is primarily a bedroom community, we must continue to to supportjob creation, This reduces the need to commute and diversifies the citys tax base, which is especially vulnerable to a retail downturn. I was on the initial meeting to revamp Five Corners. My submission of the roundabout design is what the completed project looks like. I think that the City of Edmonds is not looking at Five Comers for future expanisoa with any vision of what is needed. I would suggest that the church at Five Corners would become a YMCA and be the centerpiece of Five Comers. This then would attrack retires and young professionals that want the condesed housing so that all services are right out there front door. Edmonds residents with children would also be attracted to the area as the YMCA would have swimming, chilcare, gym facilites, church space. I believe Rick Steven was intrested in putting a Boys & Girls Club in Lynnwood at the church on 196th? Maybe there can be corporate sponsors to bring the YMCA to Five Corners and make it the destination place for Edmonds, Think big! I read the Land Capacity Analysis Methodology memo from a consultant. I'm not sure I believe the Dept of Commerce's chart that says an ADU in Edmonds will satisfy the'moderate income' demand. There is an existing ADU on my street that a low income person lives in. Framework (criteria we used in our review): • Is this a new applicant —have they been funded before? • Are they open to partial grant funding —so we can spread the funding further. How much will Commission funds impact their ability to provide the service? • Preference toward agencies that are historically underfunded, limited resources to funding. Based on these criteria, we make the following recommendations: ➢ Pride of Edmonds (picnic): $250, their total request. ➢ College Place Elementary PTSA (Multicultural Night): $500, half of their costs. ➢ Sno-Isle Library Foundation (OutLoud Story telling: $250, half of their costs.
