The primary objective of the assessment was to evaluate the health of the tree and determine its potential risk to nearby targets, including the adjacent walkway. Summary Upon visual inspection, the Hinoki Cypress tree was found to be in poor condition. The tree exhibited complete dieback of its crown, indicating that it is unlikely to recover. The crown spread diameter was approximately 12 feet. Dead branches were observed, and no significant cracks or codominant stems were present. The tree is situated in a limited volume soil area with pavement over approximately 80% of the root zone, possibly contributing to its decline. Methodology The assessment was conducted using visual inspection techniques, following the guidelines established by the International Society of Arboriculture (ISA). No invasive procedures such as drilling or coring were performed. The tree's health was evaluated based on its external characteristics, including the condition of the trunk, crown, and root collar. RECEIVED 08/13/2024 CITY OF EDMONDS PLANNING & DEVELOPMENT Tree Details • Species: Hinoki Cypress (Chamaecyparis obtusa) • DBH: 5.1 inches • Height: 15 feet • Crown Spread: 12 feet • Condition: Poor (complete crown dieback) Observations • Crown Condition: The tree exhibited a sparse crown with significant dieback. Dead branches with a maximum diameter of 2 inches were observed. • Root and Soil Condition: The tree is located in a limited volume soil area with approximately 80% of the root zone covered by pavement, which has likely contributed to its poor health. • Risk Factors: The proximity of the tree to the walkway on Bell Street poses a low risk to pedestrians due to the small size of the tree. Risk Assessment • Likelihood of Failure: Probable • Likelihood of Impacting Target: Somewhat likely • Consequences of Failure: Minor to negligible • Overall Risk Rating: Low Recommendations Given the tree's condition and the associated risks, it is recommended to remove the Hinoki Cypress tree. The stump should be cut close to ground level to minimize the impact on the surrounding area. If stump grinding is proposed, it is advised to use location services to avoid damaging underground utilities and minimize risk to workers. Comments The tree's poor condition and location near a pedestrian walkway warrant prompt action to mitigate potential risks. It is also unsightly. Removal of the tree will eliminate the hazard posed by the dying branches and reduce the likelihood of injury to passersby. Limits This assessment was limited to a visual examination without invasive techniques. The conclusions made in this report reflect the condition of the tree at the time of inspection and may change as the tree's health continues to decline. pg. 2 RECEIVED 08/13/2024 CITY OF EDMONDS PLANNING & DEVELOPMENT Respectfully submitted, David Bigelow 2323 Lincoln St Everett WA, 98203 (206) 504-0355 dvdbigelow@gmail.com ISA Certified Arborist #PN9725A Tree Risk Assessment Qualified pg. 3 I %t Ll
