PO Box 55248 Shoreline, WA 98155 (206) 450.7746 For: Leah Sherry 8500 Frederick Place Edmonds, WA 98026 May 17, 2023 SITE DESCRIPTION On May 8, 2023 Acre Environmental Consulting, LLC visited the approximate 0.49-acre site located at 8500 Frederick Place in the City of Edmonds, Washington. The site is further located as a portion of Section 07, Township 27N, Range 4E, W.M. The parcel number for this property is 00594400006200. The purpose of this site visit was to locate regulated critical areas on and adjacent to the subject site. Surrounding land use is comprised of single-family residences to the east and west, with the Southwest County Olympic View park located to the south of the site. There are no wetlands or streams located on the subject site and no associated buffers extend to property. Access to this site is from the north via Frederick Place which is located along the northern border of the property. From Frederick Place, this property has a north aspect. The subject site is occupied by an existing single-family home and associated infrastructure (driveway and patio), with the remaining area comprised residential landscaping. The City of Edmonds GIS maps depict a western tributary of Perrinville Creek flowing north and west through Southwest County Olympic View park then draining across the southwest corner of the subject site and north along the eastern border of the adjacent property to the west. Acre Environmental Consulting, LLC May 17, 2023 Wetland & Stream Determination for 8500 Frederick Place Page 1 Edmonds, WA The methods used for assessing the project area for wetlands and streams are consistent with current Federal, State, and City of Edmonds requirements. To determine the presence of wetlands, Acre Environmental Consulting, LLC used the routine methodologies described in the U.S. Army Corps of Engineers Wetland Delineation Manual produced in 1987 and the U.S. Army Corps of Engineers Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region produced in May 2010. The presence of streams was assessed using the Washington State Department of Ecology guidance document titled Determining the Ordinary High Water Mark for Shoreline Management Act Compliance in Washington State (Publication No. 16-06-029), dated October 2016, as well as the U.S. Army Corps of Engineers Wetlands Regulatory Assistance Program (WRAP): A Guide to Ordinary High Water Mark (OHWM) Delineation for Non -Perennial Streams in the Western Mountains, Valleys, and Coast Region of the United States produced in August 2014. During our May 8, 2023 site investigation, Acre Environmental Consulting conducted a thorough inspection of the subject site as well as that portion of the Southwest County Olympic View park located approximately 300 feet in all directions from the subject site. Vegetation within the portion of the Southwest County Olympic View park adjacent to the subject site is represented by a canopy of western hemlock (Tsuga heterophylla, FacU), big leaf maple (Acer macrophyllum, FacU), and western red cedar (Thuja plicata, Fac), with salmonberry (Rubus spectabilis, Fac), osoberry (Oemleria cerasiformis, FacU), Sitka mountain ash (Sorbus scopulina, FacU), Salal (Gaultheria shallon, FacU), and sword fern (Polystichum munitum, FacU), common in the understory. Typical soils within the park and on the subject site have a Munsell color of very dark grayish brown (10YR 3/3) with a texture of gravelly sandy loam from 0 to 10 inches below the surface. From 10 to 18 inches below the surface, soils have a Munsell color of dark brown (10YR 3/3), and a texture of gravelly sandy loam. Soils were moist throughout the profile during our May 8, 2023 site visit. Figure 2: Typical vegetation within the park. Figure 3: Typical vegetation within the park. Acre Environmental Consulting, LLC May 17, 2023 Wetland & Stream Determination for 8500 Frederick Place Page 2 Edmonds, WA During this assessment we were unable to locate a defined channel within the park or on the subject site. Furthermore, no channel is visible on the Lidar topography maps produced by Snohomish County. The soil surface throughout this area is comprised of undisturbed duff and topsoil (no sorted gravel or other evidence of the flow of water). As there is not a sufficient flow of water to create a defined channel, it appears that the area in question does not meet the definition of a stream as specified by ECC 23.90.010.A(1). Therefore, there is no stream on the subject site or within the portion of Southwest County Olympic View park adjacent to this site. However, Acre Environmental did note what appears to be stream located along the western border of the adjacent lot to the west. This stream appears to originate on that lot and drain north to Frederick Place where it enters the City stormwater system. Cowardin: Riverine, Intermittent, Streambed (R4SB) Edmonds Rating: Type Ns stream, 40' Buffer An off -site stream appears to originate on the western border of the adjacent lot to the west. At its nearest point, this stream is located approximately 55-feet west of the subject site. With the exception of the City of Edmonds GIS maps, this stream is not depicted on any available mapping resource. This intermittent stream appears to lack the necessary in channel habitat to support fish use and access to this feature is impeded by downstream culverts and impassible grades. In the City of Edmonds, Type Ns streams receive 40-foot protective buffers measured horizontally in a landward direction from the delineated ordinary high water mark (OHWM). Figure 5: Looking southwest from Frederick Place at the adjacent lot to the west. The off -site stream is located between the lawn and gravel and is used as a landscape feature. Acre Environmental Consulting, LLC May 17, 2023 Wetland & Stream Determination for 8500 Frederick Place Page 1 Edmonds, WA ECDC 23.40.280 (BUILDING SETBACKS) Except for geologically hazardous areas where setbacks are determined by a geotechnical report, buildings and other structures shall be set back a distance of 15 feet from the edges of all critical area buffers or from the edges of all critical areas, if no buffers are required. In addition to other allowances provided by this title, the following may be allowed in the building setback area: A. Landscaping; B. Uncovered decks; C. Building overhangs, if such overhangs do not extend more than 30 inches into the setback area; and D. Impervious ground surfaces, such as driveways and patios; provided, that such improvements may be subject to water quality regulations as adopted in the current editions of the International Residential Code and International Building Code, as adopted in ECDC Title 19. CONCLUSION There are no wetlands or streams located on the subject site and no associated buffers extend to property. It appears that the stream mapped on the City of Edmonds GIS maps is not accurately depicted. A tributary of Perrinville Creek is located along the western border of the adjacent lot to the west. At its nearest point, this stream is located approximately 55-feet west of the subject site. Due to the location of this stream in relation to the subject site, no portion of the 40-foot stream buffer extends to the subject site. Therefore, any work conducted on the subject site will be located outside of critical areas and associated buffers.
