Haley & Aldrich, Inc. (Haley & Aldrich) has completed its geotechnical special inspection services for the
retaining wall foundation site drainage, and collection pond construction phase of the above -referenced
project in Edmonds, Washington. As specified in the document titled, "Recommendations for Residential
Drainage and New Construction Support", dated 18 October 2021, Haley & Aldrich was responsible for
the following inspection items:
1. Soil Bearing Verification;
2. Observe Drains and Infiltration Trenches; and
3. Observe Retaining Walls Including Subsurface Drainage.
A summary of our construction observations activities is provided in the following sections. Detailed
information was documented in our daily field reports that are attached and were submitted to the
owner (Todd Stine) via email during construction.
1. Soil Bearing Verification. Haley & Aldrich observed subgrades for retaining wall footings and
mat slabs from 7 June through 10 December 2023 on a part-time basis. Limited overexcavation
of native subgrade soils and cleaning of loose, sloughed soils at footing subgrade locations was
performed by the contractor according to our recommendations during construction. Areas
overexcavated were backfilled with structural backfill for walls.
2. Observe Drains and Infiltration Trenches. Haley & Aldrich observed construction of the
infiltration trench, drainage pond, and storm drains on a part-time basis. The elements that we
observed appeared to use the approved backfill material, had geofabric placed in the trenches,
and had backfill around the storm drains compacted to a generally dense and non -yielding
condition.

3. Observe Retaining Walls and Subsurface Drainage. Haley & Aldrich observed placement of the
wall drainage system on a part-time basis. Drains we observed were placed at elevations and
locations consistent with the project plans.
To the best of our knowledge, work related to the above -referenced items was accomplished in
accordance with the recommendations of our geotechnical report and our input during construction, as
well as in accordance with the City of Edmonds -approved project plans and specifications.

Purpose & Location of Observations
Haley & Aldrich (HA) representative (rep) Zach Stephens was onsite to perform subgrade observations on the soon
to be constructed garage.
Field Observations
HA rep arrived on site at 0700 to observe the subgrade for the planned new garage construction. Upon arrive HA
rep met with Kevin (HBC) who directed HA rep to the area in question. HA rep used a %-inch steel T-probe to test
subgrade material in the area. Subgrade in most of the area was observed to be firm and unyielding, with the
exception of the southeast corner of the garage footing (area of concern). The probe was observed in this area to
penetrate the subgrade 1-2 feet. HA rep called Project Manager David Winter to discuss what was observed, and
then recommended to the contractor that they excavate the area of concern, approximately a 10x3ft area, and add
a fill material that could be compacted. The area of concern was excavated approximately 12-18 inches, and
remaining native material was compacted with a 'jumping jack". Fill material (5/8ths minus rock) was then added
to the area of concern and compacted in three separate layers, for a total of approximately 12-18 inches of added
material. Probing of this material was observed to be firm and unyielding.
While onsite, the HA rep was also asked to observe the excavated native material which was being stockpiled on
the western side of the site to see if it was acceptable material to be used in the landscaping area for drainage. HA
rep informed the contractor that they would need to check in with David Winter but believed it to be acceptable for
the proposed purpose. Material is a sandy silt with gravel and some cobbles.
HA rep left site around 0945 after compaction of fill material was complete.
Upcoming Schedule
HA rep was informed that contractor plans to start on the southern retaining wall early next week and will most
likely request support from HA to evaluate subgrade conditions for the retaining wall.

Field Observations
HA rep arrived on site at 0810 to observe the subgrade for the planned retaining walls on the south side of the
property. Upon arrive HA rep met with Kevin (HBC) who directed HA rep to the area in question. HA rep used a %-
inch steel T-probe to test subgrade material in the area. Subgrade in most of the area was observed to be firm and
unyielding. It was observed that the top 2-3 inches of the subgrade were wet because of groundwater seepage, but
this did not appear to compromise the subgrade material underneath. The probe was observed in the retaining
walls area to penetrate the subgrade 3-4 inches. HA rep called David Winter to discuss if the saturated topside was
an issue. The contractor informed the HA rep that about 6 inches of W gravel would be placed on top of the
current subgrade. HA rep recommended to the contractor that no further action beyond the placement of gravel be
taken in the retaining wall area.
HA rep left the site around 0915.
Upcoming Schedule
HA rep was informed that contractor does not know when they will continue to excavate for the retaining wall but
will reach out for support from HA when they do.

constructed retaining walls, and to observe general site conditions.
Field Observations
HA rep arrived on site at 0930 to observe the conditions of the subgrade for the planned retaining walls on the
south side of the property and general site activities. Upon arrive HA rep met with Kevin (HBC) who directed HA rep
to the area in question. Approximately 6 inches of W washed gravel has been placed on top of the current
subgrade. Surface water is weeping out of the southern property boundary in the soil cut, and there is some
associated sloughing of the cut onto the gravel. Kevin indicated that this would be removed prior to construction of
the first course of retaining wall blocks. HA rep recommended to the contractor that no further action beyond
removal of the sloughing soil be taken in the retaining wall area.
HA rep left the site around 1000.

HA rep was informed that contractor does not know when they will continue to excavate for the retaining wall but
will reach out for support from HA when they do sometime in the next week.

property boundary. Wall aggregate had been placed on the prepared subgrade, and construction of the blocks had
begun along the westernmost end along the southern property boundary, including the 4" perforated wall
drainpipe. Compaction of the Type 17 gravel backfill for walls was achieved using multiple passes of a small walk -
behind plate compactor.
HA rep also observed placement of topsoil in the northwestern corner of the site around the infiltration pond.
HA rep left the site around 1100.

Purpose & Location of Observations
Haley & Aldrich (HA) representative (rep) Bonnie Govoni was onsite to perform observations on the construction of
the retaining walls and associated infiltration drains and check the subgrade under a new wall in the southwest
corner of the property. HA rep also tested compaction of backfill under the planned slab within the garage
footprint.
Field Observations
HA rep arrived on site at 0745 to observe the ongoing construction of the retaining walls along the southern
property boundary. Excavation for the new retaining wall in the southwest corner of the site was completed prior
to arrival. Subgrade consisted of light brown sandy silt, with minimal moisture observed. Using a %-inch steel probe,
penetrations of less than 1 inch were observed. Based on our observations, the subgrade appeared to be firm and
unyielding. Construction on this wall will occur throughout the week.
Backfill within the garage footprint consisted of light brown gravelly sand, with minimal moisture observed.
Compaction was achieved with multiple passes of a vibratory plate compactor in areas greater than 4 feet away
from the foundation tie in. Along the foundation, minimal vibration was used as recommended by the structural
engineer in concern for the house footings that were exposed during excavation. Using a %-inch steel probe,
penetrations of less than 1 inch were observed in areas compacted with the plate compactor.
HA rep left the site around 0815.

Purpose & Location of Observations
Haley & Aldrich (HA) representative (rep) Alasdair Gourlay was onsite to perform observations on an infiltration
trench/drain backfill.
Field Observations
HA rep arrived on site at 0945 to observe the backfill of an infiltration trench/drain located to the west of the
center of the property. Backfill of the infiltration trench/drain was completed with a Kubota KX057-4 Excavator and
a Bobcat T450 skid steer. Washed Drain Rock (Type 4) was backfilled into the infiltration trench/drain from a depth

Field Observations
HA rep arrived on site at 0800 to observe the ongoing construction of the infiltration drains along the central
portion of the site. Backfill of the infiltration trench/drain was completed with a Kubota KX057-4 Excavator and a
Bobcat T450 skid steer. Washed Drain Rock (Type 4) was backfilled into the infiltration trench/drain from a depth
between 3.0' to 3.5' below grade. Geofabric was placed on -top of the Washed Drain Rock (Type 4) once it was to
grade. Topsoil to follow later. Backfill was completed according to specifications.

Field Observations
HA rep arrived on site at 0800 to observe the ongoing construction of the storm drains along the south and central
portion of the site. Backfill of the infiltration trench/drain was completed with a Kubota KX057-4 Excavator and a
Bobcat T450 skid steer. Crushed Surfacing Base Course was backfilled into the utility trench from a depth between
3' to 4' below grade around the non -perforated pipe. Topsoil to follow later. Backfill was completed according to
specifications.
The subgrade for the remaining retaining wall consisted of gray -brown silty sand with gravel. Using a %-inch steel
probe, penetrations between %-1 inch were observed. In areas of increased moisture and organics, penetrations of
up to 3 inches were observed. HA rep recommended removing the softer soils prior to construction.

below grade around the perforated pipe. Geotextile fabric for separation and topsoil to follow later.
The subgrade for the remaining retaining wall consisted of gray -brown silty sand with gravel. Using a %-inch steel
probe, penetrations between %-1 inch were observed. Some standing water was accumulating on the prepared
subgrade due to leeching from the nearby hillside. In areas of increased moisture and organics, penetrations of up
to 3 inches were observed. HA rep observed the removal of the softer soils prior to placing the wall aggregate to
begin construction.
