Attachments: HPC 08082024_draft Packet Pg. 3 CITY OF EDMONDS HISTORIC PRESERVATION COMMISSION Summary Minutes of Regular Meeting August 8, 2024 CALL TO ORDER AND ROLL CALL Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:33 p.m. He read the land acknowledgement, led the flag salute, and read the mission of the HPC. Commissioners Present Larry Vogel (Chair) Sam Spencer (Vice Chair) Chris Deiner-Karr David Preston (online) Doug Trost Commissioners Absent Karen Brown Katie Kelly (excused) Tim Raetzloff (excused) MINUTES: Staff Present Amber Brokenshire, Associate Planner 1. Approval of July 11, 2024 HPC Minutes Senior Planner Brokenshire noted that Commissioner Brown should be marked as excused in the minutes. The July 11, 2024 HPC minutes were approved as amended. AGENDA ADDITIONS/CHANGES None. REQUESTS FROM THE AUDIENCE/COMMENTS There were no audience comments. NEW BUSINESS Historic Preservation Commission Meeting Minutes August 8, 2024 Pagel of 3 Packet Pg. 4 Walking Tour and Handout Update Associate Planner Brokenshire distributed draft samples of a modified historic preservation handout and asked if there would be interest in updating the flyer with an FAQ section on the back. She noted that they could apply for a Hubbard grant for about $5000 to get new ones printed. They could also update the map (a separate handout) and have it reprinted, but that would require some graphic design services first since the pdf is not editable. There were suggestions to include updated ads and a link/QR code to the application. Commissioner Deiner- Karr also suggested making a poster with the information and the QR code at some point. Commissioners thought the handout would be useful at the market and possibly for handing out to potential Register applicants. Commissioner Spencer expressed concern that it might be too much information and could overwhelm potential applicants. Chair Vogel was not in favor of deleting any information. Ms. Brokenshire requested that commissioners cross out sections they don't think are necessary, make any other suggested edits, and return it at the next meeting. Commissioner Preston suggested applying for the Hubbard grant for the calendar instead of the handouts. There was some discussion about the $15,000 grant that was already received from the State for the additional study to look at areas outside of the bowl area. Commissioners discussed ideas for the criteria for the consultants to use for that project. Ms. Brokenshire said she could apply for the Hubbard grant in August for the calendars and apply again in December for the preservation guides and walking tour handouts. There was consensus to move forward with this. The Commission thanked Ms. Brokenshire for all of her work and creativity. UNFINISHED BUSINESS Calendar Discussion Commissioner Deiner-Karr said she had sent out an email to commissioners with dates for the calendar and requested that they note dates they don't think need to be on there. She will continue to work on the grid for the calendar. There was some discussion about changes at the museum and whether Commissioner Kelly or someone else from the museum will be helping with this. 2. DAHP Grant Update Ms. Brokenshire explained that the next step is determining criteria for the consultant. ACTION ITEMS Commissioner Deiner-Karr is making a folder online of the houses that are on the list and compiling all the historical data she can find on them. She also brought up a house on 9t' near the Methodist church that would be a good one to try to get on the list. Commissioner Spencer asked her to send him the address. Commissioner Spencer wondered what happened to 1017 "A" Avenue South's application. Ms. Brokenshire thought that was going out for public noticing. There was some discussion about that area and including corridors where there are clusters of historic homes on the walking tours pamphlet. Ms. Brokenshire offered to provide the plaques and notify the mayor in case he is able to show up. The group debated what the presentations would look like. Commissioner Spencer will try to find a couple homeowners who want to have a ceremony, find a date that works for them, and report back to the group. Commissioner Deiner-Karr commented that the Edmonds in Bloom garden tour group might be a source for getting more homes. Chair Vogel concurred and noted he had suggested that the HPC have a representative at the starting point of the tour to hand out materials and also have representatives available at each of the homes. COMMISSION CHAIR COMMENTS Chair Vogel encouraged HPC members to look through the calendar dates before the next meeting. He expressed appreciation to Ms. Brokenshire for her great ideas. COMMISSIONER COMMENTS Commissioner Deiner-Karr commented on personal health challenges and noted it may impact her ability to attend some meetings.
