Mr. Michel,
The subject property is located within the RM-2.4 Zone, which per Edmonds Community
Development Code (ECDC) 18.90.030 - Sidewalk Standards requires 7'-10' wide sidewalks
along the property frontage. A request for waiver from the required width to a width of 5' was
prepared by Donna Breske & Associates, dated September 9, 2020 and received September 28,
2020.
As noted in the waiver request, a 5' wide sidewalk is consistent with the existing pedestrian
facilities in the surrounding area. As can be seen in the map provided below, the subject site is
zoned RM-2.4, but the immediately surrounding properties are zoned residential and outside the
residential areas the zoning changes again to multi -family or commercial.

The property addressed 620 Edmonds Way was developed as a bank in 2011. The sidewalk
along the Paradise Lane frontage of that property was built at 5' in width. Other properties
within the BP Zone and adjacent to Paradise Lane also have 5' wide sidewalks. The RS-6 zone
only requires a sidewalk width of 5'.
The applicant has also indicated that it would be economically unfeasible to construct a 7-ft wide
sidewalk along the Paradise Lane property frontage due to existing steep slopes. A 5-ft wide
sidewalk will not eliminate the need for grading behind the sidewalk but will be a significant
reduction over a 7-ft wide sidewalk.

While Paradise Lane is a dead-end road, the pedestrian facilities do carry through to Edmonds
Way via an asphalt path. The pedestrian connection to Edmonds Way and into the neighboring
residential area is important to maintain, however, this can be accomplished through the
construction of a 5' wide sidewalk.
For the reasons stated above, the waiver request to allow for the construction of a 5' wide
sidewalk along the Paradise Lane property frontage of the subject property has been
APPROVED.

Per Chapter 18.90 of the Edmonds City Development Code, the sidewalk width in RM zones
shall be constructed at 7' width, unless special approval is granted by the Both the Planning Director and
City engineer.
In accordance with Chapter 18.90 With approval of both the Planning Director and City Engineer, the
requirements of this chapter may be waived, if it can be demonstrated by the applicant that there are special
circumstances related to topography or other factors which make the construction of the sidewalk economically
unfeasible or practically impossible. [Ord. 2477 § 2, 1985]
Reason supporting approval of the waiver are:
1. Approval of the 5' wide sidewalk is more consistent with the existing pedestrian infrastructure in the
vicinity of the subject site.
2. The Approval of a 5' wide sidewalk will result in feasible grading work within the right-of-way and on
the back side of the sidewalk. A T walkway would require greater than 2:1 slopes and or excessive
grading into the site making it economically unfeasible.
3. The road is a dead end with no potential to continue due to topography and location of Edmonds Way below
the Subject property.
It is in this professional's opinion that a 5' sidewalk will provide the required pedestrian traffic needs on
this dead end street. Approval of the waiver is requested.
