Hello Robin,
WSDOT has made internal discussion and assessment about the existing access in WSDOT right of way from SR-104 to
parcel # 27032500303200.
WSDOT has concluded that it is permissible for the City to use the existing access to make non -routine maintenance to
the proposed sewer facility.
The special provision #30 can be removed from the franchise addendum UF01104AM03ADD01.
However, the existing driveway was not built for the City's maintenance vehicles with intended service use.
Please work with the City to design plans to reconstruct the driveway to accommodate the maintenance activity.
WSDOT will be awaiting for your addendum plans to issue another franchise addendum.

Please clarify special provision #30 on Page 4 of Exhibit A within WSDOT approval.
The access is not a private driveway. ALL facilities are on WSDOT Property and the owner of the adjacent property using
the WSDOT
property and does not have an easement over WSDOT property. The owner understands this and and knows that City of
Edmonds will be maintaining
these facilities from time to time.
Maintenance access will not be from shoulders, thru-traffic lanes, and/or ramps of SR 104. Maintenance will be from
non -driving surface of WSDOT property.
There are no other local streets with access to the facility.
We request that access to the facilities will be at existing access.

Attached please find your approved Utility Franchise Addendum for City of Edmonds to install
approximate 170'of 8" PVC sanitary sewer pipe via open trench, three new type 1 manholes with
a gravel service pad (for manhole #3), and approximate 20' of 8" PVC sewer pipe to existing
City's manhole in pavement via open cut within WSDOT SR 104 limited access right of
way. Construction of your utility must begin within one calendar year and be completed within three
years of the date of approval shown on the application.
Please note that the Traffic Control Plan for work within WSDOT right-of-way, Exhibit'D', was approved
as noted on February 27, 2023 and is valid for six months from that date. The Traffic Control Plan
requires 5-day notice be provided to Krissy Kauffman at WSDOT's Construction Traffic Coordination

conference is required with WSDOT's inspector, Michael Rudd. The utility shall notify Michael Rudd a
