On behalf of the Planning Division, I reviewed records pertaining to the subject property consistent with
your request. Please let me know if additional information is needed.
Tax Parcel 00434600010706 is not a legal lot of record and does not meet the current lot width
criterion for the RS-8 zone in which it is located.
The parcel cannot be developed as a separate lot and can only be developed in conjunction
with the lot addressed at 1852179th Ave W (parcel number 00434600010706). The adjoining
parcels 00434600010706 and 00471000002600 would be treated as one lot for the purposes of
development in the RS-8 zone, as long as both properties remain in common ownership.
Development could include attached or detached secondary structural additions to the existing
single-family home per ECDC 16.20.050 and ECDC 16.20.060. Development must meet the RS-
8 development standards in ECDC 16.20.030.
Development standards include setback criteria. The combined parcels would be treated as
one lot and would require the following setbacks consistent with a "corner lot' designation per
ECDC 21.15.100:
185th PI SW = 25-feet
79th PI W = 25-feet
186th St SW = 25-feet
East side = 7.5-feet
North side (south of lot addressed 7818 1851h PI SW) = 7.5-feet

On October 18, 2017 we met with Rhoda Kiely from John L. Scott Real Estate at the permit
counter to discuss the status of the vacant parcel shown below and your home parcel which is
adjacent at 1852179th Ave. W. The upshot of the meeting was that the vacant parcel was not
legally created by
subdivision in the
City of Edmonds
and is therefore
not a lot of record.
Because it was not
legally created it is
an illegal lot and
not recognized for
development.
Going forward,
you can either
hold on to the
land or see if the
adjacent
neighbors might
want to take
ownership of
some or all of it. If
you hold it, your
adjoining parcels
will be treated as one lot for the purposes of development in the RS-8 zone. If your neighbors
want some of the land, this could processed through a lot line adjustment. The vacant parcel
could not become developable through the lot line adjustment process (nor could it be created
through a new short plat since it would not meet the current lot width criterion for the RS-8
zone). The neighbors would just end up with somewhat larger lots.

How parcel 00434600010706 came to be is unknown. In June 1968, Harland Wilson applied for
a three -lot short plat at the site outlined in red below. The parcel was split -zoned at the time
with the eastern third of the site where the old building was located along 761h Ave. W being
Neighborhood Business (BN) and the rest of the site being Single Family Residential, RS-8. The
Hidden Glen plat to the north was also zoned RS-8. In any event, Mr. Wilson's June application
(S-39-68) was denied by the Planning Commission as not being in the public interest.
In September 1968, Mr. Wilson applied again for a three -lot short plat (S-62-68). After a great
deal of discussion, the Planning Commission decided to approve a two -lot subdivision. The BN-
zoned area at 18596 76th Ave. W would be one lot and the remainder of the lot up the hill to
the west would be a separate, RS-8 zoned, lot.
However, it appears that the Planning Commission's 2-lot decision wasn't adequately
understood or transmitted to the County so the lots were not drawn to the Commission's 2-lot
approval but rather to the 3-lot map that was part of the S-62-68 proposal — see below.
Whether this was done by Mr. Wilson intentionally or not in unknown but in the end, the
County ended up creating a parcel (00434600010706) that had not been granted approval by
the City of Edmonds.
A building permit for one house on the RS-8 zoned portion of the site (7805 186th St. SW) was
granted in 1989 through permit BLD19890350.
