CALL TO ORDER, LAND ACKNOWLEDGEMENT, PLEDGE OF ALLEGIANCE, AND
ROLL CALL
Vice Chair Spencer called the meeting of the Edmonds Historic Preservation Commission to order at
5:30 p.m., read the Land Acknowledgement, and led the Pledge of Allegiance. Chair Vogel arrived
immediately following this.

The August 8, 2024 HPC minutes were approved as presented.

Planner Rose Haas introduced herself as the new staff liaison.
2. General Updates Discussion
There was discussion about an upcoming plaque presentation on Monday for 820 Maple Street. Councilmember
Dotsch indicated she would be present. Ms. Brokenshire noted that there will be 11 plaques left after Monday's
plaque presentation.
Vice Chair Spencer mentioned two homes in the pipeline: 1017 A Avenue S, and 428 Yd Avenue N (Field
House). He has submitted an application for the weir in Yost Park. The Schneider Building/old Safeway (5 h
and Main) and Field House have been approved by Council and are ready for plaques. Ms. Brokenshire noted
that there are six or seven houses that don't have plaques that need them. Vice Chair Spencer pointed out that
the list shows the Railroad Foreman's house needs a plaque, but it already has one. Ms. Haas will find the list
of homes that still need plaques.
Ms. Haas gave updates on the grants. The HPC has been awarded one grant by the Department of Archaeology =
and Historic Preservation (DAHP) for $15,000 for a reconnaissance level survey for a potential historic district.
Northwest Vernacular is going to be doing the reconnaissance level survey of the Sherwood Village
Neighborhood. There was some discussion about the architect, Ray Anderson; the scope of the project; and the
timeline. Staff is waiting to hear about the status of the Hubbard Grant which would be about $5000 for the >>
calendars. The Hazel Miller Grant may also be an option in October for updating brochures and handouts. a
UNFINISHED BUSINESS
Calendar Discussion
Chair Vogel reported that Commissioner Deiner-Karr has the grids done and on the FTP server. He
acknowledged that by default he would be doing the layout of the calendar unless someone else is interested in
it. He will get started on that. He suggested focusing on homes on the Register with a goal of getting new homes.
ACTION ITEMS
Councilmember Dotsch noted that the list of current homes on the Register on the website needs to be updated
with new homes.
Vice Chair Spencer pointed out that the link to find the application online should be made easier.
There was discussion about whether Katie Kelly would still be part of the Commission due to changes at the
museum. Vice Chair Spencer will clarify this with the museum board.
Chair Vogel suggested that the HPC could have an ex ofcio representative to the museum board if they wanted.
Commissioner Brown volunteered to attend the museum board's monthly meetings.

Chair Vogel thanked everyone for showing up. He is pleased to hear about the grants and that they are moving
ahead with adding homes to the Register and presenting plaques. He gave some background on the house at
820 Maple. He is happy to meet Ms. Haas and looking forward to working with her. He was also pleased to see
Mike Clugston.
COMMISSIONER COMMENTS
Vice Chair Spencer welcomed Ms. Haas and thanked Ms. Brokenshire for all her help.
Ms. Brokenshire expressed appreciation to the group for their working relationship and all they were able to get
done.
Commissioner Raetzloff welcomed Ms. Haas and expressed concern that they are chasing people off.

Commissioner Preston echoed previous comments.
Ms. Haas commented that it was nice to meet everyone, and she is looking forward to working together.
Commissioner Brown reported she attended a town hall put on by Arnie Lund, and it was very impressive.

Commissioner Trost thanked Ms. Brokenshire for all she did for the group and welcomed Ms. Haas.

There was a question about whether the group assembling for plaque presentations violated the Open Public

Meetings Act (OPMA). There was consensus that it did not because a public announcement was made about it.

There was some discussion about the requirements of the OPMA. Staff will look into requirements that apply

to the HPC.
Councilmember Dotsch thanked Ms. Brokenshire for all her great work.
