As requested by Mr. Brent Reid with Reid Consolidated Services, Inc., we performed a site visit to the
subject apartment building to determine the extent of damage caused by the recent vehicle impact and
provide repair recommendations. Our site visit was made on June 7, 2024, when we met with Mr.
Malladi, the building owner, and Mr. Reid who provided access to Unit 20. Photographs were taken
during the site visit and several photographs pertaining to the discussion are bound in Appendix A at the
end of this report.
GENERAL DESCRIPTION
The Cedar Court Apartments complex is situated on the south side of 236t' Street in Edmonds,
Washington. According to the Snohomish County Assessor, the building was originally constructed in
1961. The apartment complex consists of three rectangular shaped buildings that are situated in a U-
shape with each bordering a central parking lot. The buildings are single -story and consist of wood
framed construction over a crawlspace. The vehicle impact occurred at Unit 20 which is located in the
south building with the entrance facing north towards the parking lot (Photograph No. 1).
OBSERVATIONS
Exterior:
1. We observed damage to approximately six feet of the exterior wall studs and sheathing east of
the entry door. The studs that frame the doorjamb and the window opening are fractured and/or
have been removed during demolition prior to our site visit (Photograph No. 2).
2. Approximately four feet of the 2x4 bottom plate was fractured and had been removed prior to
our site visit (Photograph No. 3).
3. The brick veneer is cracked and has been dislodged from the wall directly below the window
(Photograph No. 4).
4. No cracking was observed along the existing concrete foundation.
5. No distress was observed to the existing tongue -and -groove floor sheathing.
6. No distress was observed to the existing roof framing members.
7. We could not visually observe the existing double 2x4 top plate.
Interior:
1. Temporary shoring had been installed prior to our site visit to support the existing roof framing in
the location of the impact (Photograph No. 5).
2. There are cracks in the gypsum wall board (GWB) wall finishes above both corners of the
window east of the entry door (Photograph No. 6).

GENERAL REPAIR RECOMMENDATIONS
1. Provide temporary support for the existing roof framing during the repair of the exterior wall
framing, as required.
2. Remove and replace the fractured 2x4 bottom plate, as required (approximately four feet) to
match the pre -damaged conditions. Install a new 2x4 bottom plate that is constructed in
accordance with Chapter 6 of the 2021 WSRC.
3. Remove the 2x4 exterior wall studs east of the entry door, as required (approximately six feet)
and replace them to match the pre -damaged conditions. Construct them in accordance with
Chapter 6 of the 2021 WSRC.
4. The existing header and double 2x4 top plate east of the entry door are to remain. If damage is
observed to the header after finish removal, remove and replace to match the existing one.
5. Remove and replace the exterior wall sheathing, as required to match the existing. Refer to the
Structural Notes attached in Appendix B.
6. Remove and replace the brick veneer, as required to match the pre -damaged conditions.
7. Restore the siding, soffit, insulation, and interior finishes to match the pre -damaged conditions.
Refer to the Structural Notes in Appendix B for additional information.
The contractor is to inform the engineer of any additional damage that is discovered during the
construction phase.
Note: Architectural details such as roofing, siding, waterproofing, flashing, ventilation, insulation etc.,
and the preparation of structural drawings and/or details are not included in this report and exceed our
authorized scope of services.
