The site is located at 7328 2101h Street SW in Edmonds. The site location is shown in Figure 1. The Avid Landscape Office development is proposed to consist of 25 employees (19 field employees and 6 office employees) in the existing 768 square feet (SF) single-family residence and the 471 SF garage. The development will use the existing driveways. Matthew Palmer, responsible for this memorandum, is a licensed professional engineer (Civil) in the State of Washington and member of the Washington State section of ITE. Trip Generation The trip generation calculations for the Avid Landscape Office development are based on data published by the Institute of Transportation Engineers (ITE) in the Trip Generation Manual, II t' Edition + Supplemeni (2021). The average trip generation rates for ITE Land Use Code (LUC) 180, Specialty Trade Contractor, and LUC 210, Single -Family Residential are utilized for the trip generation calculations. The trip generation calculations for the Specialty Trade Contractor are determined using the number of employees as using the total square footage of 1,239 SF does not result in a realistic trip generation for the site. The trip generation is summarized in Table 1. The routes run along 72nd Avenue W, 212th Street W, and 76th Avenue W. They serve McCollum Park Park & Ride to Aurora Village, Silver Firs to Edmonds, and Ash Way Park & Ride to Mountlake Terrace Avid Landscape Office January 2023 Scoping Analysis 2 KH #090222388 Kimley>»Horn ACCESS ANALYSIS The Avid Landscape Office development is proposing to use the two existing accesses to the parcel. One access is the existing single car wide driveway access to the east of 741h Avenue W onto 2101h Street W and the second access is a 16-foot wide driveway off 741h Avenue W to the south of 2101h Street SW. The speed limits in the area are 25 mph and the intersection of 741h Avenue W at 2101h Street SW is an all -way stop controlled intersection with vehicles slowing as they approach the intersection. Sight distance was performed at the site accesses per AASHTO guidelines, this requires 155 feet of stopping sight distance and 280 feet of entering sight distance. The inbound -only access will meet the stopping sight distance requirement with over 155 feet available in both directions. Both accesses have clear stopping and entering sight distance in both directions of travel including through the all -way stop controlled intersection when vehicles are not parked adjacent to the accesses. Parked vehicles limit the available sight distance as measured by AASHTO; however, vehicles are allowed to park along the length of the roadway adjacent to the accesses. As there is clear stopping sight distance at both accesses for over 250 feet an oncoming vehicle can safely stop before a collision with a vehicle entering the roadway. MITIGATION FEES The Avid Landscape Office development will consist of 25 employees (19 field employees and 6 office employees) in the existing 768 SF single-family residence and the 471 SF garage for a total of 1,239 SF. The City of Edmonds has calculated traffic mitigation fee of $5,530.21 per PM peak -hour trip for 2019 and beyond. The development will generate 18.00 PM peak -hour trips using the number of employees before credit for the existing home which will require $99,543.78 in mitigation fees. The existing house is credited based on the 2004 Impact Fee Rate Table which identified $840.72 as the mitigation fee for a single-family house. With the single-family house credited towards the mitigation fees the development would have mitigation fees of $98,703.06.
