Introduction I was contacted by Will Bailey of Avid Landscape Management to conduct a tree inventory and condition assessment on two lots at 210th St SW and 74th Ave W., Edmonds, Washington. I subsequently visited the site and developed the following report. 2. Competence • Certified Arborist (International Society of Arboriculture, ISA #23136) • Registered Consulting Arborist (American Society of Consulting Arborists #499). • Tree Risk Assessment Qualified (ISA-1/22/2026). • Certified forester (Society of American Foresters #951) • Bachelor of Science degree in Forest Management from the University of Washington 3. Assignment The assignment is to develop an inventory and condition assessment of the standing significant trees on the designated property indicated on the attached Tree Location Map in compliance with Edmonds City Code 23.10. 5. Limits of Assignment The assignment is limited to the information gathered during the site visit December 6, 2022, and references noted in this report. A Tree Location survey provided by the client forms the basis of the tree inventory. Information from published sources cited herein is assumed to be reliable. Edmonds 1/10/2023 This report responds to the requirements of Edmonds City Code 23.10.060.B.2, Tree Related Regulations. 6. Site Description Snohomish County Tax Parcel No. 0056690050100, 7,329 square feet, 0.17 acres. No. 00566900500901, 7,240 square feet, 0.17 acres The properties include single-family residences and outbuildings now being used as the site of Avid Landscape Management. The site is nearly level, dropping off on the east side to a business parking lot. 7.Observations and Methodology Each on -site tree (over 6-inches diameter) was measured for diameter at 4.5 feet above ground and each tree was assessed for condition to the standards of the International Society of Arboriculture (ISA) level 2 TRAQ assessment (Tree Risk Assessment Qualified). A summary table listing each tree, size condition, root zone (based on dripline extent) and disposition is included in Addendum I. A tree map indicating locations is attached in Addendum II. Root Zone Impacts are indicated in the Table in Addendum III. Tree Protection Requirements are found in FIXreM 170 .l�� Tree Regulations are found in City of Edmonds, Tree 23.10, Tree Related Regulations as excerpted in Addendum V. Edmonds 1/10/2023 Viable tree : A significant tree that a qualified professional has determined to be in good health, with a low risk of failure due to structural defects, is windfirm if isolated or remains as part of a grove, and is a species that is suitable for its location 8. Tree Removal/Retention: The tree inventory and removal proposal is summarized following. The total removals are 2 of 10 viable significant trees or 20-percent of the total, leaving 80-percent retention. EDC.10.060.0 Tree Retention Requirements, requires 30-percent tree retention. That threshold is met. 9. Tree Replacement The two trees to be removed are 19 and 21 inches in diameter. Replacement requirements as stated in 23.10.080 require three replacement trees each for a total of six, primarily native species. Conifer replacement trees are to be 6-feet in height and deciduous trees are to be 1.5- inches caliper. The fee in lieu of replacement is $1,000 per tree in the event that suitable replacement planting sites are not available. Discussion and Tree Protections To the extent necessary, Edmonds City Code, 23.10.070 Tree Protection Measures During Development is attached in Addendum IV. The Root Zone Impact table in Addendum III indicates the construction activities within the root zones of each tree. For trees No. 8 and 9 on site and 1,2,3 and 10 offsite, the City requires street frontage improvements including sidewalks and curb. Excavation for these installations is within the root zone area but is likely to be less than 18-inches depth. Roots will be encountered and should be inspected during excavation by a certified arborist. In the event that tree viability is compromised, retention should be discussed with the City. 11. Assumptions and Limiting Conditions 1. Any legal description provided to the consultant is assumed to be correct. Ownership of the subject trees as provided by the client is assumed to be correct. No responsibility is assumed for legal matters. 2. Care has been taken to obtain all information from reliable sources. The consultant can neither guarantee nor be responsible for the accuracy of information provided by others. 3. The consultant shall not be required to give testimony or attend court by reason of this report unless subsequent contractual arrangements are made, including additional fees. 4. This report and any values expressed herein represent the opinion of the consultant, and the consultant's fee is in no way contingent upon the reporting of a specified value, a stipulated result, the occurrence of a subsequent event, nor upon any finding to be reported. 5. For trees not viable for retention, a description of the reason(s) for removal based on poor health, high risk of failure due to structure, defects, unavoidable isolation (windfirmness), or unsuitability of species, etc., and for which no reasonable alternative action is possible must be given (pruning, cabling, etc.); v. Description of the impact of necessary tree removal to the remaining trees, including those in a grove; ArborInfo LLC Page 10 23.10.070 Tree Protection Measures During Development Prior to development activity or initiating tree removal on the site, vegetated areas, individual trees and soil to be preserved in accordance with ECDC 23.10.060.13 shall be protected from potentially damaging activities pursuant to the following standards: A. Preconstruction Meeting Required. Prior to the commencement of any permitted clearing and grading activity, a preconstruction meeting shall be held on site with the permittee and appropriate City staff. The project site shall be marked in the field as follows 1. The extent of clearing and grading to occur; 2. Delineation and protection of any critical areas and critical area buffers with clearing limit fencing; 3. Flagging of trees to be removed and tags on trees to be retained; and 4. Property lines B. Placing Materials near Trees. No person may conduct any activity within the protected area of any tree designated to remain, including, but not limited to, operating or parking equipment, placing solvents, storing building material or stockpiling any materials, or dumping concrete washout or other chemicals. During construction, no person shall attach any object to any tree designated for protection. C. Protective Barrier. Before development, land clearing, grading, filling or any land alteration, the applicant shall: 1. Erect and maintain readily visible temporary protective tree fencing along the limits of disturbance which completely surrounds the protected area of all retained trees, groups of trees, vegetation and native soil. Tree protective fencing shall be a minimum height of three feet, visible and of durable construction; orange polyethylene laminar fencing is acceptable. 2. Install highly visible signs spaced no further than 15 feet apart along the entirety of the protective tree fencing. Said sign must be approved by the director and shall state at a minimum "Tree and Soil Protection Area, Entrance Prohibited" and provide the City phone number for code enforcement to report violations. 3. Prohibit excavation or compaction of soil or other potentially damaging activities within the barriers; provided, that the director may allow such activities approved by a qualified professional and under the supervision of a qualified professional retained and paid for by the applicant. Maintain the protective barriers in place for the duration of the project until the director authorizes their removal. 5. Ensure that any approved landscaping done in the protected zone subsequent to the removal of the barriers shall be accomplished with machinery from outside the protected zone or by hand. 6. Limit the time period that the critical root zone is covered by mulch, plywood, steel plates or similar materials, or by light soils, to protect the trees critical root zone. 7. In addition to the above, the director may require the following: a. If equipment is authorized to operate within the protected zone, the soil and critical root zone of a tree must be covered with mulch to a depth of at least six (6) inches or with plywood, steel plates or similar material in order to protect roots and soil from damage caused by heavy equipment. b. Minimize root damage by hand -excavating a 2-foot-deep trench, at edge of critical root zone, to cleanly sever the roots of trees to be retained. Never rip or shred roots with heavy equipment. c. Corrective pruning performed on protected trees in order to avoid damage from machinery or building activity. d. Maintenance of trees throughout construction period by watering and fertilizing. D. Grade. 1. The grade shall not be elevated or reduced within the critical root zone of trees to be preserved without the director's authorization based on recommendations from a qualified professional. The director may allow coverage of up to one-half (1/2) of the area of the tree's critical root zone with light soils (no clay) to the minimum depth necessary to carry out grading or landscaping plans, if it will not imperil the survival of the tree. Aeration devices may be required to ensure the tree's survival. 2. If the grade adjacent to a preserved tree is raised such that it could slough or erode into the tree's critical root zone, it shall be permanently stabilized to prevent soil erosion and suffocation of the roots. 3. The applicant shall not install an impervious surface within the critical root zone of any tree to be retained without the authorization of the director. The director may require specific construction methods and/or use of aeration devices to ensure the tree's survival and to minimize the potential for root -induced damage to the impervious surface. 4. To the greatest extent practical, utility trenches shall be located outside of the critical root zone of trees to be retained. The director may require that utilities be tunneled under the roots of trees to be retained if the director determines that trenching would significantly reduce the chances of the tree's survival. 5. Trees and other vegetation to be retained shall be protected from erosion and sedimentation. Clearing operations shall be conducted so as to expose the smallest practical area of soil to erosion for the least possible time. To control erosion, it is encouraged that shrubs, ground cover and stumps be maintained on the individual lots, where feasible. 6. The director may approve the use of alternative tree protection techniques if those techniques provide an equal or greater degree of protection than the techniques listed in this subsection. Attachment A Amendments to Code adopted by City Council on April 13, 2021 Page 11 of 14 E. Directional Felling. Directional felling of trees shall be used to avoid damage to trees designated for retention. Additional Requirements. The director may require additional tree protection measures that are consistent with accepted urban forestry industry practices.
