Thank you for taking my call yesterday. The below is provided for your review and consideration.
Housing Hope — Edmonds Lutheran Church Field Apartments
REQUEST FOR LOW INCOME IMPACT FEE WAIVER/REDUCTION (PARK IMPACT FEE WAIVER, TRANSPORTATION/
STREETS IMPACT FEE REDUCTION)
The applicant, Housing Hope, intends to develop 52 units of Low -Income affordable housing and is respectfully
requesting an impact fee waiver/reduction per ECDC 3.36.040.B./C.
Housing Hope — Edmonds Lutheran Church Field Apartments (HH ELCF Apts.) proposes site and building improvements
to a +/- 1.35-acre vacant parcel located at 8215 236th Street SW (APN 00576700002614) to create a multifamily
development that will provide low-income affordable family housing. The two three-story structures propose a total of
+/- 45,527 SF, comprised of 52 dwelling units offering 1-bedroom / 1-bath, 2-bedrooms / 1-bath, and 3-bedrooms / 2-
baths configurations. Administration and community amenities will provide supportive services on -site to the residents,
and include administration staff offices, health screening room (occasional services for on -site residents), community
multipurpose room with kitchen for life -skills programs attended by the residents, children's room, laundry, multifamily
community pantry, and maintenance shop and office.
At project completion, the fifty-two (52) units will be affordable to households at or below 50% and 30% of area median
income (AMI). Twenty-six (26) of the units will be designated to serve households that have previously experienced
homelessness, with 6 (six) of these units dedicated to serving households with histories of substance abuse. The 26
units serving homeless households will be supported with Project -based Section 8 vouchers from the Housing Authority
of Snohomish County (HASCO). Supportive services for the 26 units will be tailored under a Resident Services delivery
model, where case managers will work with residents to create plans that help the respective families engage in
activities that strengthen their households and increase their ability to be self-sufficient and inter -dependent with their
community.
Estimated household sizes range from 4 to 7 and the community is estimated to be a maximum of 272 residents,
modeled after other Housing Hope sites that successfully integrate homeless families, low-income families, and families
with special needs.

Pertaining to our pending submission of drawings for our Edmonds Lutheran Church Field Apartments
project to City of Edmonds staff, it is the intention of Housing Hope to communicate that the subject
development project is to be reviewed as a single -owner multifamily building project. Furthermore, it is
not to be condominiumized.
Please note that the "Sale Prohibition Covenant of Multiunit Residential Building" document will be
executed and recorded at a later time upon the capital closing sale to ELCFA LLC, of which Housing Hope
Properties (a subsidiary of Housing Hope) is currently the sole member.
