As part of the work for our Geotechnical Engineering study, we completed eight test pits at various locations on the proposed building site. During the excavation of the test pits we observed discoloration of the native soil and a petroleum odor from Test Pit 6. Test Pit 6 was located in the proposed access easement near 238th Street Southwest. The test pit encountered dense to very dense glacial fill approximately 4 feet below the existing grade_ Discoloration and petroleum odors were also noted within the test pit from approximately 5 to 8 feet below grade. We retained a sample of the suspect soil and had it tested for total petroleum hydrocarbons in the diesel and oil range (TPHd+o) according to NWTPH-Dx. The results of this analytical testing is tabulated below. According to the analytical results of the soil sampling performed on the property, results for Total Petroleum Hydrocarbons in the form of Kerosene/Jet Fuel are above the minimum detection level of the laboratory and below the state listed cleanup levels. It has been our recent experience at several sites that sail with odors or other indications of contamination, while clean according to WDOE guidelines, is not generally accepted for export. It has to be disposed of or treated as contaminated, or reused onsite in accordance with WDOE Guidelines for use of petroleum contaminated soil. In our opinion the earthwork and excavation costs of this project in this area will likely increase due to the presence of impacted sal. The extent of soil disturbance in the proposed easement area is still in the planning phase. Disposal costs of contaminated soil are higher than uncontaminated soil and the amount of soil for potential use at another site as fill will be limited Again, the amount of soil affected by this potential contamination is unknown, and will likely not be fully known until the time of excavation. We understand that another environmental consulting firm is preparing a Phase 1 Environmental Site Assessment {ESA} at this time. We would recommend thoroughly reviewing their results to determine a potential source of contamination to the subject property. We could assist in the delineation of the horizontal extent of the contamination and /or the determination of a potential cause if it is in the interest of the development.
