BLD2023-1596+Narrative+12.12.2023_9.17.53_AM+3947204In 2006, former Edmonds Parks Director Brian McIntosh received $100,000.00 in grant funds for WWRP- RPA-Riparian Protection. The City of Edmonds purchased a parcel along Shell Creek with the grant funds, matching $106,356.00 in funds for a total of $206,356.00. In December of 2021, a grant compliance inspection was performed by Christopher Popek, an RCO Compliance analyst. His inspection identified deficiencies in meeting compliance standards or the grant. The deficiencies identified were: 1. An encroachment by the neighbor to the west. This was remedied in November 2022. 2. An RCO grant sign must be presented onsite. 3. Public access is needed to the property. The Edmonds Parks Dept. is looking to remedy these deficiencies in our RCO compliance inspection report by constructing public access. Not doing so as it may affect future eligibility to apply for RCO grant funding. The City of Edmonds Parks Dept. would like to fulfill the grant requirements by constructing the following: • A split rail fence along the west property line to delineate the City of Edmonds property from the private residence to the west. • A 6' wide pathway to provide the public access required by the grant funding. • An interpretive sign as required by the grant funding.
