1. Introduction
Salish Restoration Associates was contacted by Raphael Rodriguez and asked to compile an
Arborist Report for a project on Snohomish County Parcel #0056560020-0300 located at
18418 Olympic View Dr. Edmonds, WA 98020. Our assignment is to prepare a written report on
current tree conditions which is to be filed with the permit application to identify the potential for
tree retention during the planned installation of improvements on the site.
This report encompasses all criteria set forth under the City of Edmonds Development Code
Chapter 23.10 TREE RELATED REGULATIONS.

2. Description
The existing home is found on the eastern half of the property. The western portion of the property
features a steep slope critical area dropping to meet the BNSF rail grade. Extensive damage to this
property was caused by a landslide in the previous winter season.
The City of Edmonds defines a "Significant Tree" as a tree that is at least six inches in diameter at
breast height (DBH) as measured at four and one-half feet from the ground. A total of 1 1 trees with
a DBH larger than six inches were located on the property.
The City of Edmonds defines a `Grove' as a group of three or more significant trees with overlapping
or touching crowns. Trees #101, 102, 103, and 104 comprise a grove on the western edge of the
property, and Trees #105, 106, and 107 comprise a grove near the south property line.
The site plan shows a `soldier pile' wall and new drainage system will be installed to stabilize the
failed slope. Building this structure will require large equipment to be positioned west of the existing
home to drill the 24-inch diameter soldier pile shafts at least one foot deeper than the bottom of the
30-foot-long steel beams as indicated in the plans. The site plan shows three significant trees (#105,
106, and 107) located south of the house are conflicting with the only feasible access necessary for
the improvements and will need to be removed to accomplish this work. The remaining eight
significant trees are planned to be retained on the site plan including the grove of four significant
native trees found near the bottom of the slope.
There are no significant trees located on the adjacent parcels that are likely to be impacted by the
proposed work.

3. Methodology
The trees in this report were inspected on September 7th, 2023. Each trees diameter was
measured at 4.5 feet above grade with diameter tape. The inspection procedure involved
evaluating several factors related to the health and stability of trees on the site.
The crown of each tree was inspected for vigor. This includes examining the foliage, buds, and
branches for color, density, form, annual shoot growth, limb dieback, or disease. The live crown
ratio (LCR) was estimated for coniferous species and scored accordingly.
The trunk of each tree was inspected for defects such as cavities, wounds, or fungal fruiting bodies
(conks or mushrooms). Other defects inspected for include seams, insects, bleeding, callus
development, broken or dead tops, cracks, and unnatural leans. Structural defects such as crooks,
forks with V-shaped crotches, multiple attachments, or excessive sweep were also noted.
The root collar and surface roots were inspected for decay, insects, or damage, and for signs they
have been injured, undermined, exposed, or if the original grade had been altered.
Each observed tree was assigned a numbered aluminum tag which corresponds with the numbers
on the Tree Summary Table and Tree Locator Map. The Tree Locator Map indicates the location
of each significant tree with its dripline and limits of disturbance delineated, and the Tree
Summary Table provides specific information on tree sizes and dripline measurements, as well as
their condition and any relevant observations made during the inspection.
The four condition categories are described below:
Excellent — free of structural defects, no disease or pest problems, no root issues, excellent
structure/form with uniform crown or canopy, foliage of normal color and density, above average
vigor, it will be wind firm if isolated, suitable for its location.
Good — free of significant structural defects, no disease concerns, minor pest issues, no significant root
issues, good structure/form with uniform crown or canopy, foliage of normal color and density,
average or normal vigor, will be wind firm if isolated or left as part of a grouping or grove of trees,
suitable for its location.
Fair — minor to moderate structural defects not expected to contribute to a failure in near future, no
disease concerns, moderate pest issues, no significant root issues, asymmetric or unbalanced crown or
canopy, average or normal vigor, foliage of normal color, moderate foliage density, will be wind
firm if left as part of a grouping or grove of trees, cannot be isolated, suitable for its location.
Poor — major structural defects expected to cause fail in near future, disease or significant pest
concerns, decline due to old age, significant root issues, asymmetric or unbalanced crown or canopy,
sparse or abnormally small foliage, poor vigor, not suitable for its location.

4. Observations
Trees #101, 102, 103, and 104 comprise a grove of big leaf maples (Acer macrophyllum) found
near the west property line in the critical area. Tree #101 is in fair health and poor structural
condition. The slope within its dripline is severely eroded and most of its structural roots are
exposed. Multiple codominant leaders are emerging from its stump at grade level indicating this
tree was cut down in the past and it has re -sprouted. For trees with multiple leaders at four and
one-half feet height, the DBH shall be the combined cumulative total of branches greater than six
inches DBH. This tree has a calculated DBH of 36 inches.

inches. The slope is eroded within its dripline on the north side. Multiple stems are emerging from

Trees #105, 106, and 107 comprise a grove of Norway maples (Acer platanoides) found near
the south property line close to the top of the slope. These trees have been regularly topped or
`pollard -pruned' at 15 feet to maintain their size and form. They have DBH measurements of 10-

Tree #108 is an alpine hemlock (Tsuga mertensiana) found near the north property line near the
top of the slope. It is in good health and good structural condition with a full crown and well -
developed form. Minor erosion of the grade was observed south of its root flare. Tree #108 has
a DBH measurement of 13 inches and is near the proposed construction zone. This tree is likely to
remain viable in good condition if all tree protection measures outlined below are followed.

Tree #109 is a Japanese maple (Acer palmatum) with three codominant trunks tightly joined close
to the grade for a calculated DBH of 22 inches. Included bark is likely present in the union of the
trunks which may be a weak point under heavy loading. This tree is near the driveway on the east
side of the property. It is in good health and fair structural condition with a full crown and well -
developed form.

Trees #1 10 and 111 are a pair of katsura (Cercidiphyllum japonicum) near the entry on the east
side of the house. Each have a DBH of 15 inches and recent Pollard pruning has removed all of
their branches and stems with heading cuts at 20 feet. These trees are likely to rapidly regrow
multiple weakly attached stems.

The dripline is the area below a tree's canopy equal to the length of the branches measured in each
cardinal direction. This is a general baseline for determining the appropriate `Limit of Disturbance'
(LOD) for some trees, but the LOD may be larger or smaller than the dripline and is based on
species, age, condition, existing improvements, and the anticipated overall impact on the subject tree.
The LOD and dripline measurements are shown on the Tree Summary Table and Tree Locator Map.
The site plan shows Trees #105, 106, and 107 are in conflict with the proposed site improvements
and will need to be removed to accomplish the development goals. Removal of three of eleven
significant trees results in 73% tree retention.
These trees are in or near the `25% Tree Removal Slope' as shown on the City of Edmonds GIS Map
which prohibits tree removal under most circumstances except as allowed per
Chapters 23.40 through 23.90 .
23.40.150 Critical areas decision.
The city of Edmonds planning and development director shall make a decision as to whether the
proposed activity and mitigation, if any, is consistent with the provisions of this title. The decision shall
be based on the criteria of ECDC 23.40.160, Review criteria, and shall affect and be incorporated
within the larger project decision.

23.40.160 Review criteria.
A. Any alteration to a critical area, unless otherwise provided for in this title, shall be reviewed and
approved, approved with conditions, or denied based on the proposal's ability to comply with all of
the following criteria:
1. The proposal minimizes the impact on critical areas in accordance with ECDC 23.40.120,
Mitigation sequencing;
2. The proposal does not pose an unreasonable threat to the public health, safety, or welfare
on or off the development proposal site;
3. The proposal is consistent with the general purposes of this title and the public interest;
4. Any alterations permitted to the critical area are mitigated in accordance with ECDC
23.40.110, Mitigation requirements;
5. The proposal protects the critical area functions and values consistent with the best
available science and results in no net loss of critical area functions and values; and
6. The proposal is consistent with other applicable regulations and standards.
B. The director may condition the proposed activity as necessary to mitigate impacts to critical areas
and to conform to the standards required by this title. Except as provided for by this title, any project
that cannot adequately mitigate its impacts to critical areas in the sequencing order of preferences in
ECDC 23.40.120 shall be denied.
6. Tree Protection Measures
Chapter 23.10.070 requires the following tree protection measures during development.
Prior to development activity or initiating tree removal on the site, vegetated areas, individual trees
and soil to be preserved in accordance with ECDC 23.10.060(B) shall be protected from potentially
damaging activities pursuant to the following standards:
A. Preconstruction Meeting Required. Prior to the commencement of any permitted clearing and
grading activity, a preconstruction meeting shall be held on site with the permittee and appropriate
city staff. The project site shall be marked in the field as follows:
1. The extent of clearing and grading to occur;
2. Delineation and protection of any critical areas and critical area buffers with clearing limit
fencing;
3. Flagging of trees to be removed and tags on trees to be retained; and
4. Property lines.
B. Placing Materials Near Trees. No person may conduct any activity within the protected area of
any tree designated to remain, including, but not limited to, operating or parking equipment, placing
solvents, storing building material or stockpiling any materials, or dumping concrete washout or other
chemicals. During construction, no person shall attach any object to any tree designated for
protection.
C. Protective Barrier. Before development, land clearing, grading, filling or any land alteration, the
applicant shall:

1. Erect and maintain readily visible temporary protective tree fencing along the limits of
disturbance which completely surrounds the protected area of all retained trees, groups of
trees, vegetation and native soil. Tree protective fencing shall be a minimum height of three
feet, visible and of durable construction; orange polyethylene laminar fencing is acceptable.
2. Install highly visible signs spaced no further than 15 feet apart along the entirety of the
protective tree fencing. Said sign must be approved by the director and shall state, at a
minimum, "Tree and Soil Protection Area, Entrance Prohibited," and provide the city phone
number for code enforcement to report violations.
3. Prohibit excavation or compaction of soil or other potentially damaging activities within the
barriers; provided, that the director may allow such activities approved by a qualified
professional and under the supervision of a qualified professional retained and paid for by
the applicant.
4. Maintain the protective barriers in place for the duration of the project until the director
authorizes their removal.
5. Ensure that any approved landscaping done in the protected zone subsequent to the removal
of the barriers shall be accomplished with machinery from outside the protected zone or by
hand.
6. Limit the time period that the critical root zone is covered by mulch, plywood, steel plates or
similar materials, or by light soils, to protect the tree's critical root zone.
7. In addition to the above, the director may require the following:
a. If equipment is authorized to operate within the protected zone, the soil and critical root
zone of a tree must be covered with mulch to a depth of at least six inches or with
plywood, steel plates or similar material in order to protect roots and soil from damage
caused by heavy equipment.
b. Minimize root damage by hand -excavating a two -foot -deep trench, at edge of critical root
zone, to cleanly sever the roots of trees to be retained. Never rip or shred roots with heavy
equipment.
c. Corrective pruning performed on protected trees in order to avoid damage from machinery
or building activity.
d. Maintenance of trees throughout construction period by watering and fertilizing.
D. Grade.
1. The grade shall not be elevated or reduced within the critical root zone of trees to be
preserved without the director's authorization based on recommendations from a qualified
professional. The director may allow coverage of up to one-half of the area of the tree's
critical root zone with light soils (no clay) to the minimum depth necessary to carry out
grading or landscaping plans, if it will not imperil the survival of the tree. Aeration devices
may be required to ensure the tree's survival.
2. If the grade adjacent to a preserved tree is raised such that it could slough or erode into the
tree's critical root zone, it shall be permanently stabilized to prevent soil erosion and
suffocation of the roots.
3. The applicant shall not install an impervious surface within the critical root zone of any tree to
be retained without the authorization of the director. The director may require specific

construction methods and/or use of aeration devices to ensure the tree's survival and to
minimize the potential for root -induced damage to the impervious surface.
4. To the greatest extent practical, utility trenches shall be located outside of the critical root
zone of trees to be retained. The director may require that utilities be tunneled under the
roots of trees to be retained if the director determines that trenching would significantly
reduce the chances of the tree's survival.
5. Trees and other vegetation to be retained shall be protected from erosion and
sedimentation. Clearing operations shall be conducted so as to expose the smallest practical
area of soil to erosion for the least possible time. To control erosion, it is encouraged that
shrubs, ground cover and stumps be maintained on the individual lots, where feasible.
6. The director may approve the use of alternative tree protection techniques if those techniques
provide an equal or greater degree of protection than the techniques listed in this subsection.
E. Directional Felling. Directional felling of trees shall be used to avoid damage to trees designated
for retention.
F. Additional Requirements. The director may require additional tree protection measures that are
consistent with accepted urban forestry industry practices.
7. Tree Replacement Chapter 23.10.080
A. Replacement Required. Tree replacement is required for tree cutting permits required by this
chapter. Each significant tree to be removed shall be replaced as follows:
1. For each significant tree between six inches and ten inches DBH removed, one
replacement tree is required.
8. Recommendations
• Check Critical Area buffers before planning on removing any trees. Obtain all necessary
permits from the City of Edmonds prior to carrying out work that may impact the site trees
and comply with all applicable federal and state laws, rules and regulations.
• Avoid changing the grade within the dripline of retained trees. If this is unavoidable, follow
all tree protection measures outlined above. It is possible to work within the dripline, up to the
LOD with written provisions specific to the site.
• Adhere to tree protection measures outlined in this report for all retained trees.
• Have retained trees near improvements re -assessed for health and structure once
development work has been completed.
• Create a finalized site development plan that shows the location of all improvements and
tree protection for preserved trees.
• If trees #105, 106, and 107 are removed, ECDC 23.10.080 requires replanting three
replacement trees. Consider planting coniferous species such as alpine hemlock, Douglas -
fir or yellow cedar to improve slope stability with `Canopy Interception'. Canopy
interception is the rainfall that is caught by the canopy of a tree and then evaporates
from the leaves. Conifers hold much more water in their canopies during the winter rainy
season than bare deciduous trees do.

9. Limiting Conditions

There is no warranty suggested for any of the trees subject to this report. Weather, latent tree
conditions, and future human -caused activities could cause physiologic changes and deteriorating tree
conditions. Over time, deteriorating tree conditions may appear and there may be conditions that are
not now visible which could cause tree failure. This report or the verbal comments made at the site in
no way warrant any tree's structural stability or long-term condition, but represent my opinion based
on the observations made.
Nearly all trees in any condition standing within reach of improvements or human use areas represent
hazards that could lead to damage or injury.
