BLD2023-0275 RESUB May 30 2023 CITY OF EDMONDS DEVELOPMENT SERVICES DEPARTMENT I received a copy of a March 29, 2023 letter regarding on -site critical areas on the Sherwood Elementary School Walking Path project (Critical Areas Determination (CRA2023-0047)) from Nick Chou with the Edmonds School District (District). The letter indicates that additional critical area specific studies may be required for development or alteration of the site due to the presence of mapped erosion and landslide hazards on -site. Please accept this letter on behalf of the District as a formal request for exemption under Edmonds Municipal Code (EMC) 23.40.230. The installation of the porous asphalt walking path is exempt under EMC 23.40.230 from the requirements of additional critical areas studies under Subsection C.3 Passive Outdoor Activities. Recreation, education and scientific research activities that do not degrade the critical area, including fishing, hiking and bird watching. A walking path is a passive outdoor activity. In addition, the installation of the path is located in an area that is currently used and maintained by the District as a grass playfield; no additional encroachment into any erosion or landslide hazard areas would occur as a result of this proposed project. While this activity is exempt from the requirement of a critical area report, installation of this walking path would not increase the risk of landslide or erosion associated with the adjacent critical area. In fact, it would likely reduce the risk due to the pervious asphalt surface over the existing grass condition. In addition, it would provide a more delineated area for students and staff to walk. No significant trees would be required to be removed. There is an existing storm system with catch basins on -site. This will not be impacted as a result of the proposed walking path. Stormwater will be drained through the porous asphalt walking path material and allowed to percolate into the surrounding ground around the field. Stormwater will also have an opportunity to sheet flow and disperse toward the middle of the field with the walking path perimeter of the field graded from the outside of the path (high point) to the inside of the path (low point) as detailed in the previously submitted Engineering Report for Storm Amber Brokenshire April 4, 2023 Page 2 Water Management, prepared by Jacobson Consulting Engineers dated March 3, 2023 submitted under CRA2023-0047.
