REVIEWED BLD2022-1465 Wet Season Grading Request_20230927-Aspect 4 A Geosyntec Company September 27, 2023 Steve Pacquer 18306 Olympic View Drive Edmonds, WA 98020 Re: Wet Season Grading Request City of Edmonds Permit No. BLD2022-1465 18306 Olympic View Drive Edmonds, Washington Aspect Project No. 190276 Dear Steve: RESUB 9/27/2023 CITY OF EDMONDS DEVELOPMENT SERVICES DEPARTMENT REVIEWED BY CITY OF EDMONDS Aspect Consulting, LLC (Aspect) has prepared this letter to support your request to perform earthwork and grading activities between October 1 and April 30 (wet season) for the planned single- family residence addition (Project) at 18306 Olympic View Drive in Edmonds, Washington (Site). Project Understanding The Project consists of construction of a new two -level addition to the west side of the existing residence, which sits near the top of a steep, northwest -facing slope above Puget Sound. The slope is mapped as a Steep Slope and Landslide Hazard Critical Area by the City of Edmonds. The addition includes new interior living space (a fitness area, family room, and bedroom on the lower level, and a living room on the main level) and a lower level exterior deck on the southwest corner of the residence. Earthwork and grading activities for the Project are expected to be relatively minor and limited to excavations for new footings and potentially placement of backfill around the new footings. Based on the recommendations provided in our geotechnical engineering report' for the Project and our review of the Project plans, new footings will be at least 25 feet away from the top of the steep slope. Based on our review of the Site Plant, temporary erosion and sedimentation control (TESC) best management practices (BMPs) will include a perimeter silt fence. The Site Plan also specifies that all disturbed ground will be amended with compost for permanent site stabilization. Statement from Geotechnical Engineer Based on our understanding of the Project and extent of planned earthwork and grading activities and our review of the Site Plan, and with (1) proper implementation and maintenance of TESC BMPs by the Contractor, and (2) proper site stabilization, it is our opinion that the risk of erosion or adverse impact to the adjacent steep slope and environmentally critical area from the Project construction during the wet season is low. 1 Aspect Consulting, 2023, Geotechnical Engineering Evaluation, Pacquer Residence Addition, 18306 Olympic View Dr., Edmonds, Washington, revised June 15, 2023 z Strobl Design, 2023, Sheet A2, Pacquer Residence, 18306 Olympic View Dr, Edmonds, WA 98020, dated 6/7/2023 Steve Pacquer September 27, 2023 Project No. 190276 In accordance with the Edmonds Community Development Code (ECDC) 19.10, Aspect will inspect and evaluate the effectiveness of the Contractor's TESC BMPs during site visits for geotechnical special inspections and after "storm events" as defined in ECDC 19.10.020(Q) until the Site is permanently stabilized.
