Dear Mr. Moll:
I am the original engineer on the Phase 1 construction of the residence (Reference
2, above). Please note that the Phase 2 addition will be constructed atop an
-existing concrete foundation that was poured during Phase 1 of the project.
On March 30, 2023 a site visit was performed by the undersigned registered
professional engineer. The purpose of our visit was to reconnoiter the property and
surrounding area and ensure that the geotechnical aspects (as specified in ECDC
23.40.220(C)(3)) of the Phase 2 portion of this project are met.
Based upon our visual reconnaissance, the existing residence and surrounding area
are in excellent shape. We observed no evidence of ground shifting or movement.
The existing foundation (of the existing home and the future Phase 2 addition)
appears to be in excellent condition as we observed no cracks.

professional opinion:
It is the undersigned registered professional engineer's opinion that construction of
the Phase 2 portion of this project : 1) Does not increase the footprint of the
structure; 2) Does not increase the impact to the critical area or buffer; and 3)
Does not increase risk to life or property in any measurable way.
