For any structure that is destroyed, damaged or demolished in an amount equal to 75 percent
or more of its replacement cost at the time of destruction, the reconstruction shall be
considered to be under the category of "new" construction. Determination of replacement costs
and the level of destruction shall be made by the building official and shall be appealable as a
Type II staff decision under the provisions of Chapter 20.06 ECDC. The "new" construction will
be subject to all applicable requirements of the Edmonds Community Development Code for a
new building, including but not limited to zoning, utilities and site -related features; provided,
that Chapter 17.40 ECDC also applies to certain requirements for nonconforming buildings and
uses. [Ord. 4151 § 3 (Att. A), 2019].
The documents listed are the minimum necessary to proceed with the application process; however
additional documents may be necessary in order to complete the review.
Reasoning:
The only demolition that will take place will be removing a small section of roof to tie into the new
construction. A new section of roof will be built to connect the new construction with the original
structure.
Waiver for Grading Plan:
When grading exceeds 50 cubic yards, provide a grading plan scaled 1"= 20', with yardage
calculations specifying the number of cubic yards removed, filled or graded. Show existing
grade contours and proposed finished grades at two (2) foot intervals.
Reasoning:
Our project does not exceed the minimum requirement of dirt/soil removal. Our new addition is 320
square feet.
Waiver for Stormwater Management Plan:
Submit a completed Stormwater Classification Worksheet with all storm system plans. For Low
Impact Development (LID) and/or any infiltration system proposals, see requirements including
approved soil testing methods and standard details. Stormwater Handouts, ECDC Chapter
18.30 and the Stormwater Supplement are available for reference.
Reasoning:
Per Chapter 18.30, the required Stormwater management plan is not necessary for our build. We have
no critical areas that require it (reference critical area waiver). However, we did add French drains into
our drawings along our foundation to prevent moisture build up.
