Contractor shall verify all notes, dimensions and conditions prior to construction. During demolition
and construction, the Contractor shall provide temporary bracing for support and stability until all
positive connections have been installed. The Contractor shall report all discrepancies to the
Designer when they are noted. Written dimensions take precedence over scaled drawings.
SITE WORK
Unless a state approved Geotechnical Engineer has performed a soils investigation and report, the
foundation will be designed based on the assumption that the average soil bearing is 2000psf.
Exterior footings shall be a minimum 12" below finished grade for one-story structures or 18" below
finished grade for multiple -story structures on undisturbed soil. Footing drains, if required, are to be
tied to existing or new systems. Mono -pour slabs with footings shall have footing depth be a
minimum 12" below finished grade. Foundation vents shall not interfere with bearing points or be
within 3" of lateral holdowns. Finish grade shall be a min. 6" below the top of foundation.

Air entraining agent (3% to 6%) to be used in all concrete flat work exposed to the weather.
Retarding agents may be used but must be installed by professional concrete provider. Concrete mix
design and water -to -cement ratio to be in accordance with the IBC.
REINFORCING STEEL and COVER
All steel reinforcing to be ASTM A615 Grade 40. All special reinforcing steel details to be approved
by a professional engineer. All splices are to be lapped 30 diameters. No splices to occur at
locations of tension.

CARPENTRY
All structural framing and nailing are to conform to the requirements in the IBC or IRC. All wood in
contact with concrete to be pressure treated. All structural wood exposed to the weather to be
pressure treated. Wood bearing against or within 1" of masonry to be pressure treated. Solid 2x
blocking shall be installed at ends and at all support points of all joists and rafters. Also, solid 2x
blocking or approved bridging shall be installed at the mid -span of all joists spanning more than
10'-0". Typical anchor bolts, tying sill plate to foundation, shall be minimum 5/8" diameter and
embedded into the foundation minimum 8" at 4'-0"oc and 12" from all corners and plate separations.
Bolt heads and nuts bearing against wood to have 3"x3"x1/4" square washers. All metal framing
anchors, connectors and hangers called out on drawings to be Simpson Strong -Tie Connectors or
designer approved equal.

PLYWOOD
Plywood wall and roof sheathing shall be CDX or 7/16" OSB, unless otherwise specified.
Minimum nailing shall be 8d @ 6"oc on all panel edges and 12"oc in the field. The span index shall
be 24/0. Plywood subflooring shall be 3/" CDX or 11/16" OSB tongue -and -grove, unless otherwise
specified. Minimum nailing shall be 10d @ 6"oc on panel edges bearing on supports and 12"oc in the
field. The span index shall be 40/20. Roof and floor sheathing should be staggered a minimum 24".
WOOD TRUSSES
All roof and floor trusses shall be designed by a State approved engineer and fabricated only from the
approved designs. The trusses are to be stamped by the manufacturer or by an approved quality
control agency. All truss designs are to be submitted to the Building Official for approval prior to
fabrication and a copy of the approved designs to go to the Designer. Nonbearing walls shall not be
tied directly to the roof truss bottom chord unless with an approved connector. All truss -to -truss metal
connections are to be specified by the designing engineer. The roof trusses shall be tied into the
framework and the supporting walls so as to form an integral part of the whole structure. Temporary
diagonal and sway bracing shall be used until all required bracing, connectors and roof sheathing is

Deferred Submittal:
A residential fire sprinkler system is required. A recommended flow -through design will meet
specifications and reduce equipment and continuing maintenance requirements. Provide a minimum
combination water service of one inch (1) meter and one and one half (11/2) service line, or show
that domestic and fire protection needs can be met with a smaller service.

FIREPLACES
Masonry fireplaces and chimneys are to be constructed to conform to all applicable portions of the
IBC, International Fire Code and International Mechanical Code. Chimneys shall support their own
weight unless specifically designed to support additional loads. All fireplaces are to be provided with
tightly fitting flue dampers and operated with a readily accessible manual or approved automatic
control. An outside source of combustion air is to be provided with a minimum 10 square inch duct.
Prefabricated fireplaces, chimneys and related components to bear UL or ICBO seals of approval and
installed per manufacturer's specifications. Masonry hearths are to extend 20" in front of and 12"
beyond each side of the fireplace mouth. All fireplaces are to be provided with tight fitting tempered
glass or metal doors.
INSULATION & MOISTURE PROTECTION
Unless noted otherwise, insulation to be per the Washington State Energy Code. Insulation baffles
are to be installed to keep a 1" air space for attic ventilation. The baffles are to extend 12" above the
insulation. Insulate around all showers and tubs. Fully insulate all cavities in exterior walls. Face -
staple all kraft-backed batts. All kraft seams to be sealed with duct type tape. Friction fit all non kraft-
backed batts and support with wire stays. Piping for hot water heat systems or continuously
circulating hot water systems are required to be insulated with R-3.
INFILTRATION CONTROL
1. All exterior joints and openings shall be sealed, caulked, gasketed or weather-stripped to limit
air leakage. Examples of joints or openings include: windows, doors, openings between walls
and foundations, between walls and roof and between wall panels, openings at penetrations of
utility services and access panels into unheated spaces.
2. All exterior doors, other than fire -rated doors, shall be designed to limit air leakage around their
perimeter when in a closed position. Doors between the residence and the garage are not
considered 'fire -rated' even though they must carry a 20minute rating.
3. All exterior windows shall be designed to admit infiltration into or from the building envelope.
Site -built and shop- built wooden sashes are exempt from infiltration criteria, but must be made
tight fitting and weather-stripped and caulked.
4. Recessed light fixtures in ceilings of unheated attic spaces to limit air leakage.
VAPOR BARRIERS / GROUND COVERS
An approved vapor barrier shall be installed on all exterior walls, on the warm side of all roof decks
and on the warm side of all rafters that are both ceiling and roof support members. The net free area
for attic ventilation may be 1/150 or 1/300 of the total attic area provided a vapor barrier, having a
perm rating
pe at ng not exceeding 1, is installed on the warm side of the insulation. Aground cover of 6 mil
(0.006") black polyethylene (visquene), or equal, shall be laid over the bare earth in all crawl spaces.
The cover shall be lapped 12" minimum at all seams and extend up the foundation wall to the mudsill
plate.
DOORS. WINDOWS & SKYLIGHTS
Doors to the exterior or from the house to the garage must have a minimum 36"x36" landing within 2"
of the door threshold. Maximum 7.75" risers and minimum 10" treads, w/ 1" nosing, are required to all
steps leading to the landings. All skylights and sky walls to be laminated glass unless noted
otherwise. French doors and sliding glass doors are to be double glazed tempered safety glass. All
glazing within 18" of the floor or within 24" of a door swing is to be tempered safety glass. Other
locations for tempered glass are tub and shower enclosures, glazing associated with guardrails and
any window areas within 60" of the stair nosing or landings. All window openings within 24" of the
floor and greater than 6'-0" above exterior finished grade must be protected against window fall.
Bedroom emergency egress window: minimum net clear opening width of 20"; minimum net clear
opening height of 24"; minimum net clear opening of 5.7sgft; maximum finished opening height of 44"
above finished floor.
MECHANICAL
Solid fuel burning appliances include airtight stoves, fireplace stoves and smaller room heater
versions, factory -built fireplaces, and fireplace inserts. All solid fuel burning appliances shall comply
with the provisions of the IBC, IRC and IMC.
Each dwelling unit shall be provided with heating facilities capable of maintaining a temperature of 70
degrees F. at a height of 36" above the floor in all habitable rooms when the outside temperature is
30 degrees F. A centrally located, programmable, heat -regulating device is required in each
residence. Fuel burning equipment located within the building envelope shall obtain combustion air
from outdoors. All warm -air furnaces shall be listed and labeled by an approved agency and installed
to manufacturer's specifications. Appliances intended for installation in closets, alcoves or confined
spaces shall be so listed. No warm -air fuel burning furnaces shall be installed in a room used as a
bedroom, bathroom, closet or any enclosed space with access only through such room or space. No
warm -air furnace shall be installed in a space less than 12" wider than the furnace or a clearance of
3" along the sides, back and top. All enclosed furnaces shall have a minimum 1Osq inch fresh air
intake, unless located in the garage, attic or crawlspace.
Building envelope air leakage control shall be considered acceptable when tested to have an air
leakage less than 3 air changes per hour when tested with a blower door at a pressure of 0.2 inches
w.g. (50 Pascals). Testing shall occur at any time after rough in and after creation of penetrations of
the building thermal envelope, including penetrations for utilities, plumbing, electrical, ventilation, and
combustion appliances and sealing thereof. When required by the building official, the test shall be
conducted in the presence of department staff. The blower door test results shall be recorded on the
certificate. A Residential Energy Compliance Certificate complying with WSEC 401.3 is required to
be completed by an approved party or the builder and permanently posted within the space the
furnace is located or within 36" of the electrical panel prior to final inspection, see "Certificate" section
below.
Liquefied petroleum gas burning appliances shall not be installed in a pit, basement or similar location
where heavier than air gas might collect. Appliances so fueled shall not be installed in an above
grade under floor space or basement unless such location is provided with an approved means for
removal f n cooling equipment located i r o unburned gas. Heating and coo ng equ pme t ated n a garage and which generates a
glow, spark or flame capable of igniting flammable vapors shall be installed with the pilots, burners or
heating elements and switches at least 18" above the finished floor. All air ducts passing from the
garage to the residence are to be constructed of steel not less than 0.019" thick and have no
openings into the garage. Warm -air furnaces installed in attics and/or crawlspaces shall have
oversized accesses for maintenance. All factory -built chimneys shall be installed per manufacturer's
specifications. All flues or chimneys for solid fuel fireplaces shall terminate minimum 24" higher than
any roof or building structure within 10'-0". Vent connectors shall be installed within the space or area
in which the appliance is located and shall be connected to a chimney or vent in such ways as to
maintain proper distance from all combustibles. Heating and HVAC equipment for low-rise residential
shall be sized no greater than 150% of the design load.
DUCTWORK
All ducts shall be of metal or factory -made air ducts complying with and installed per the UMC. All
joint and seams shall be substantially airtight. All warm -air ducts in unheated areas are to have R-8
insulation. All ducts, air handlers, filter boxes, and building cavities used as ducts shall be sealed.
Joints and seams shall comply with the IRC or the IMC. Duct tightness testing shall be conducted to
verify that the ducts are sealed. A signed affidavit documenting the test results shall be provided to
the jurisdiction having authority by the testing agent.
PLUMBING
All water heaters installed in garages or other unheated areas to have R-10 rigid insulation at the
base. Water heaters to be installed 18" above concrete slabs, have pressure release valves that
terminate to the exterior of the structure and have seismic straps installed top and bottom of the tank.
All showers, tubs and Kitchen sinks shall have 1.75gpm flow resisters. All toilets and water closets to
have maximum 1.5gallon flush. All other lavatories to have 1.Ogpm flow resisters.
LIGHTING
A minimum of 90% of lamps in permanently installed lighting fixtures shall be high -efficacy lamps.
CERTIFICATE
A permanent certificate shall be completed by the builder or other approved party and posted on a
wall in the space the furnace is located, a utility room, or an approved location inside the building.
When located on an electrical panel, the certificate shall not cover or obstruct the visibility of the
circuit directory label, service disconnect label, or other required labels. The certificate shall list the
predominant R-values of insulation installed in or on ceiling/roof, walls, foundation (slab, below -grade
wall, and/or floor) and ducts outside conditioned spaces; U-factors for fenestration and solar heat gain
coefficient (SHGC) of fenestration; the results from any required duct system and building envelope
air leakage testing done on the building; and the results from the whole -house mechanical ventilation
system flow rate test. Where there is more than one value for each component, the certificate shall
list the value covering the largest area. The certificate shall list the types and efficiencies of heating,
cooling, whole -house mechanical ventilation, and service water heating appliances. Where gas -fired
unvented room heater, electric furnace, or baseboard electric heater is installed in the residence, the
certificate shall list "gas -fired unvented room heater," "electric furnace" or "baseboard electric heater,"
as appropriate. An efficiency shall not be listed for gas -fired unvented room heaters, electric furnaces
or electric baseboard heaters.

SECTION R406
ADDITIONAL ENERGY EFFICIENCY REQUIREMENTS
R406.1 Scope. This section establishes additional energy efficiency requirements for all new construction
covered by this code, including additions subject to.Section R502 and change of occupancy or use
subject to Section R505 unless specifically exempted in Section R406. Credit from both Sections R406.2
and R406.3 are required.
R406.2 Carbon emission equalization. This section establishes a base equalization between fuels used
to define the equivalent carbon emissions of the options specified. The permit shall define the base fuel
selection to be used and the points specified in Table R406.2 shall be used to modify the requirements in
Section R406.3. The sum of credits from Tables R406.2 and R406.3 shall meet the requirements of
Section R406.3.
R406.3 Additional energy efficiency requirements. Each dwelling unit in a residential building shall
