Additionally, the City received civil plans in conjunction with building permit BLD2022-0439 indicating the "to -be -constructed" slope of the asphalt driveway. The driveway slope ranges from 1.2% to 4.5% at the garage entry to 19.5% mid -way along the driveway, with a maximum of 14% at the connection to the street. The subject property was created as part of a short plat (Meadowview Estates), recorded in 2016. As indicated in your waiver request, the driveway location for this lot was designated in an access easement at the northeast corner of the parcel. Moving this access further south would be infeasible and unsafe due to steeper topography on the southeast side of the parcel. From initial Engineering Department comments, the applicant attempted to reduce the slope of the driveway to under 14%. A reduction in the slope created the need for a 48" retaining wall along the driveway in the access easement area. The Planning Division would not approve a retaining wall to be over 36" in height within the setback, however. In order to limit the retaining wall height to 36" or under within the setback, the applicant will require a portion of the driveway to be sloped at 19.5%, with the approach at the street and the connection to the garage flattening to avoid vehicles from bottoming out. Consistent with Edmonds Community Development Code 18.80.060, the fire chief shall provide concurrence with the increased driveway slope. The subject request was reviewed by the Police Chief and Fire Marshal and concurrence with the slope waiver request was granted with a condition that a direct pedestrian path from the driveway/detached garage to the house be provided. The proposed single-family residential plans complies with this condition. Based on the above analysis of the site, the city approves your request for a driveway slope waiver not to exceed 20%.
