TREE COMMENTS 1— New Single -Family Residence BLD2022-0439

The City of Edmonds requires approval of a tree retention and protection plan in conjunction
with new single-family residential development (ECDC 23.10.060). 1 have reviewed the submitted
Tree Retention Plan on behalf of the Planning Division. The following corrections will need to be
addressed with subsequent submittal of plans and reports as needed with corrections noted in a
cover letter:
1. Site plan. Tree Retention Plan A.2 is embedded as an inset on page 1 in the combined
inventory, report, and replanting plan document. It shows proposed tree protection
fence locations, tree removals and retained trees all with dashed outlines, albeit in
varying line weights and color, with removal symbols and tree ID numbers as call outs. A
full-size Final Tree Replacement Plan indicates existing trees by number but does not
distinguish proposed removed/retained trees or tree protection fence locations.
Please submit a full-size Tree Retention Plan as a stand-alone site plan that shows
proposed tree removals clearly distinguished from proposed retained trees, with tree
protection fence locations drawn to scale at the recommended limits of disturbance.
2. Inventory. Approximately 14 existing significant trees are missing information on their
current condition. Tree mitigation calculations are based in part on existing tree
condition.
Please assess the condition for all existing significant trees and update the inventory.
3. Tree retention requirements. The minimum tree retention threshold for new single
family residential development is 30%. The applicant's Final Tree Replacement Plan
indicates 42 trees are proposed for retention and 25 trees for removal. The inventory
indicates there are 43 significant viable trees proposed for retention, 3 significant viable
trees proposed for removal, 2 trees with unknown removal/retention status (#69-70)
and, as noted above, multiple trees with missing condition ratings. 'Viable' trees are
those listed in at least fair condition.

Please recalculate the 30% minimum tree retention threshold based on the accurate
number of existing significant viable trees proposed for retention/removal.
4. Tree replacement requirements. Tree replacements are required to address
deficiencies in meeting the 30% tree retention threshold and for the removal of
significant viable trees less than 24-inches DBH (ECDC 23.10.060 and 080.A).
Replacement trees are not required for removed significant trees that are at least 24-
inches DBH, as a fee based on their appraised value is required to be paid into the City's
Tree Fund (below).
Please adjust the number of required replacement trees as needed with updates to
tree condition information and tree retention calculations.
5. Appraised value of trees >24" DBH. Removed significant viable trees greater than 24
inches in DBH are mitigated based on the appraised value of the tree. Note that fees in
lieu may be waived if the applicant retains at least 50% significant viable trees on site.
Although ECDC 23.10.080.E.3 states appraised values are determined "by the city tree
protection professional," as a matter of practice, the applicant's arborist assesses
appraised values, subject to City approval.
Please adjust the number of trees that require fees in lieu as needed with updates to
tree condition information and tree retention calculations and provide the appraised
value of those trees, if applicable.
6. Please note that sites with tree(s) identified for retention and protection on an
approved tree retention and protection plan, shall as a condition of permit issuance,
record a Protected Tree Notice on Title with the Snohomish County Auditor's Office
(ECDC 23.10.085).
