We have received some guidance from the city regarding ROW irrigation for Pine Park. Their comments are below my
signature.
It sounds like the city is not requiring a formal irrigation plan. Their main concern seems to be making it easy to remove
the irrigation lines from the ROW after two years' time, and they have also suggested using tree gaters rather than
bubblers for the street trees.
Devin, is this enough information to update your schematic irrigation plans? If so, please let us know how much time
you will need to prepare the revised plans for submission.

I understand you've been in conversation with Debra Dill and possibly JoAnne prior to that regarding irrigating street
trees within the City ROW. I am following -up on your latest email to Debra that include the following questions.
Response to each are provided in blue.
1. Do the tree gaters need to be included in any right-of-way permitting?
Please show the installation of gaters on the civil construction plans.
2. Can the encroachments be included in the same right-of-way permit as the frontage improvements, or are
those separate processes?
The City will consider the installation of irrigation lines to serve the planters adjacent to the building if 1) the
installation is temporary and only in place for the 2-year maintenance period and 2) if the irrigation system
does not spray the sidewalk. Installations during the maintenance period only and noted as such on the civil
construction plans, do not require a separate encroachment permit. The installation would be approved as
part of the civil construction plan set.

did the diagram as part of the initial submittal and we hoped the city would be fine with it. It looks like we need to

0 1/20/2023 — An irrigation meter has been shown on the plans. Please address the following:
o ok
o Irrigation backflow location not identified on the plans. Backflow assembly shall be located on private
property.
o Response letter states this shall be coordinated with landscape architect. Please update plans as
needed in response to landscape plan revisions resulting from this next review cycle.
o Irrigation line shall enter the property perpendicular to the water meter and all lines shall be located
on private property. Private irrigation will not be allowed to be located within the public right-of-way
(ROW).

(Sheet 1-1) June 16, 2023 — Irrigation lines have been shown within the City right-of-way (ROW). It was
previously noted under the civil construction plan comments that the irrigation lines will not be allowed as
proposed. Permanent irrigation will not be permitted within the City ROW. Please revise the irrigation plan to
provide other means for irrigating the planter boxes and street trees. The City will consider a temporary
installation that could be allowed to remain in place during the 2-year maintenance period following
construction of the project, but the irrigation system would need to be designed to account for disconnecting
this system at the end of the maintenance period and removing any lines within the ROW at that time. Please
revise plans accordingly.
Is all of this something that you would be able to provide? Updated location and RPBA
located on private property. Let me know if you need anything from me. Both comments are
in relation to each other.

Edmonds has continued to push for this project to be resubmitted, and they have informed us that the preliminary
short plat could have been canceled last week. They have agreed not to do so, but we will need to get the corrections
submitted this week to avoid further risk that they change their minds.
Please confirm that the city and landscape documents will be ready for submission by Friday morning. We will
need a little time to collate everything on our end and get it uploaded, hence the deadline needing to be sooner than
the end of the day.

We are planning to provide written responses to the planning corrections, yes. If including any of them in
DCG's response letter as well would be beneficial to understanding the changes you made, feel free to do so. We
can always revise our responses to reference yours.

At this point, we are primarily waiting to receive the stamped plans from you and from Devin. Please note that the
city has begun reaching out to us to ask when we are planning to resubmit. It would be ideal to get this back in by
the end of the week if possible to help lower the risk that they will try to cancel the permits.

Hi Craig,
I'm looping in Devin so that we are all on the same page. We added a hatch to delineate the pedestrian walkway
areas onsite and those match the areas shown on the landscape plans. We don't have a stamped concrete detail
and I'm thinking that is something typically included on the landscape or architectural plans. Devin, do you have a
detail for the scoring you are looking for there? I'm interpreting the Planning Comment (screenshotted below) to
mean that the Civil Plans need to match the landscape plans but the detail doesn't necessarily need to be on the
Civil Plans.
Interior pedestrian paths: Condition 2 of the ADB's design decision states:
"PEDESTRIAN PATHS WITHIN THE SITE MUST BE ESTABLISHED FROM THE BASE OF THE
STAIRS BETWEEN BUILDINGS A & B BACK TO BUILDING C AND ALONG THE ENTIRE
LENGTH OF THE EAST SIDE OF BUILDING C USING STRIPING, ALTERNATE MATERIALS, OR
SIMILAR."
(January 23, 2023) The paths are shown on
the landscaping plan submitted on November 22, 2022 as "stamped concrete pedestrian
path" but the same feature is not shown on the civil plan set. Please show the feature
on the civil plans too and provide a detail as well.

Thanks for getting the updated Pine Park civil plans to us last week. We have finished our coordination check, and
we found two items:
• The land use planner requested a detail for the stamped pedestrian concrete. Please add one to the set.
• Landscape is showing two more trees in the west planter strip that your plans show. Please update the
tree locations to match.
I have attached the planner's comment letter and a copy of the relevant landscape plan for reference. Please let
me know if you need anything else.
Would it be possible to pick these items up this week or next?
