Dear Mr. Schroder:
Landau Associates, Inc. (Landau) provided geotechnical observation and testing services during
construction of the Civic Center Playfield Project in Edmonds, Washington (site). Services were
provided in general accordance with the scope outlined in the professional services agreement
between the City of Edmonds and Landau, executed July 28, 2021 and amended on December 22,
2021 and September 21, 2022.
Between September 15, 2021 and April 12, 2023, Landau personnel made 90 part- and full-time site
visits. During these visits, Landau observed:
• construction of drilled shafts for a shade structure.
• earthwork and grading activities associated with pavement, sidewalk, and retaining wall
subgrades.
• fill placement and compaction for underground utilities, retaining walls, and mass
overexcavation of unsuitable soils.
Landau also provided geotechnical consultation for groundwater seepage occurring down slope of the
site. The results of Landau's geotechnical construction observation and testing services were
summarized in daily field reports. The reports will be submitted under separate cover.
As of this writing, project construction is nearing completion. Based on Landau's geotechnical
observation and testing services, critical earthwork and other geotechnical project elements were
constructed in general accordance with the project plans and specifications and the recommendations
in Landau's October 30, 2019 geotechnical engineering report. This conclusion applies only to
construction activities completed under Landau's observation. Landau cannot provide opinions about
construction activities that it did not observe.

Within the limitations of scope, schedule, and budget, Landau's geotechnical construction observation
and testing services have been provided in a manner consistent with that level of skill and care
ordinarily exercised by members of the profession currently practicing in the same locality, under
similar conditions as this project. Landau makes no other warranty, either express or implied.
Landau's geotechnical observations do not relieve the contractor of the responsibility to produce a
complete project that conforms to the project plans and specifications.
