SITE DESCRIPTION
On November 1, 2023 Acre Environmental Consulting, LLC visited the approximate 0.98-acre site
(three existing lots) located at 8811, 8817, & 8823 1941h Street SW in the City of Edmonds,
Washington. The site is further located as a portion of Section 18, Township 27N, Range 4E, W.M.
The parcel numbers for this property are 2701800313800, 27041800313900, &
27041800314000. The purpose of this site visit was to locate regulated critical areas on and
adjacent to the subject site. Surrounding land use is comprised of single-family residential
development. There are no wetlands or streams located on the subject site and no associated
buffers extend to property.
The methods used for assessing the project area for wetlands and streams are consistent with
current Federal, State, and City of Edmonds requirements. To determine the presence of
wetlands, Acre Environmental Consulting, LLC used the routine methodologies described in the
U.S. Army Corps of Engineers Wetland Delineation Manual produced in 1987 and the U.S. Army
Corps of Engineers Regional Supplement to the Corps of Engineers Wetland Delineation Manual:
Western Mountains, Valleys, and Coast Region produced in May 2010. The presence of streams
was assessed using the Washington State Department of Ecology guidance document titled
Determining the Ordinary High Water Mark for Shoreline Management Act Compliance in
Washington State (Publication No. 16-06-029), dated October 2016, as well as the U.S. Army
Corps of Engineers Wetlands Regulatory Assistance Program (WRAP): A Guide to Ordinary High
Water Mark (OHWM) Delineation for Non -Perennial Streams in the Western Mountains, Valleys,
and Coast Region of the United States produced in August 2014.
The ordinary high water marks of the stream on the subject site were determined using the
Washington State Department of Ecology guidance document titled Determining the Ordinary
High Water Mark for Shoreline Management Act Compliance in Washington State (Publication
No. 16-06-029), dated October 2016.
Access to this site is from the south via 194th Street SW which is located along the southern border
of the property. The subject site has a general west aspect and contains an existing single-family
home in the center of the property. This house is located on parcel 27041800313900 (8817 1941h
Street SW) while the other two lots are undeveloped. Outside of the existing house and driveway,
the subject site is comprised of maintained lawn under a canopy of trees. Typical vegetation on
this site is represented by a canopy of big leaf maple (Acer macrophyllum, FacU) and Douglas fir
(Pseudotsuga menziesii, FacU), with English laurel (Prunus laurocerasus, Upl), holly (Ilex
aquifolium, FacU), and Himalayan blackberry (Rubus armeniacus, Fac), throughout the
understory. Typical vegetation in the lawn is comprised of colonial bentgrass (Agrostis capillaris,
Fac) and hairy cat's-ear (Hypochaeris radicata, FacU).

Typical soils on the subject site have a Munsell color of dark brown (10YR 3/3) and a texture of
gravelly sandy loam from 0 to 18 inches below the soil surface. Soils were dry throughout the
profile during our November 1, 2023 site visit.
The City of Edmonds GIS maps depict Fruitdale Creek located south of 194th Street SW and south
of the subject site. Based on a visual assessment of this stream from the right-of-way of 891h Place
W, the location of this stream is accurately depicted on the City maps. At its nearest point,
Fruitdale Creek is located approximately 116 feet south of the subject site and is also located
south of 1941h Street SW. The Salmonscape maps produced by the Washington Department of
Fish and Wildlife depict the lower reaches of this stream but do not depict fish use in any portion.
The City of Edmonds Code Chapter 23.90.010 does not include Fruitdale Creek on the list of fish
bearing streams in the City of Edmonds. Furthermore, the City of Edmonds has reviewed and
approved Fruitdale Creek as a Type Np stream on past projects located downstream of the
subject site.
In the City of Edmonds, Type Np streams receive 50-foot protective buffers measured
horizontally in a landward direction from the delineated ordinary high water mark (OHWM).
Due to the location of Fruitdale Creek in relation to the subject site, no portion of the 50-foot
buffer of this stream extends to the subject site, or even to the existing improved right-of-way of
194th Street SW which is located south of the subject site. As a result, there are no wetlands or
streams located on the subject site and no associated buffers extend to property. Therefore, any
work conducted on the subject site will be located outside of critical areas and associated buffers
and is in compliance with ECDC 23.40.120 (Mitigation Sequencing).

The environmental consulting work conducted, including this Wetland and Stream Determination
Report (collectively the "Services") is supplied to Landsverk Quality Homes, Inc. (the "Client") as
a means of determining whether any wetlands, streams, and/or fish and wildlife habitats
regulated by the City of Edmonds Critical Areas Regulations exist on, or adjacent to the site. The
Services are provided in accordance with the following General Terms and Conditions (the
"Terms"). In accepting the Services provided by Acre Environmental Consulting, LLC ("Acre"), the
Client voluntarily enters into and agrees to the binding effect of the following Terms.
This report is intended to provide information deemed relevant in the Client's attempt to comply
with the regulations currently in effect. The work for this report has conformed to the standard
of care employed by professional ecologists in the Pacific Northwest. All other representations
or warranties, whether express or implied, are hereby disclaimed concerning the work or this
report. This report is based largely on readily observable conditions and, to a lesser extent, on
readily ascertainable conditions. No attempt has been made to determine hidden or concealed
conditions. If such conditions exist or arise, the information contained in this report may be
rendered inaccurate or incomplete based upon those conditions. Acre acts solely as an
independent contractor in providing the Services to the Client, and nothing in the provision of
such Services shall be construed as creating an agency, partnership, joint venture or other similar
legal relationship between Acre and the Client.
The laws applicable to Critical Areas are subject to varying interpretations. While Acre observed
professional industry standards when completing this review, the information included in this
report does not guarantee approval by any federal, state, and/or local permitting agencies.
