INTRODUCTION
The Port of Edmonds (Port) is proposing to replace an existing mobile building structure with a new
prefabricated building structure (project) in the western portion of the Port's property at 600 Admiral
Way in Edmonds, Washington (project site). The project location is displayed on the vicinity map on
Figure 1, while the project site location is displayed on Figure 2.
On January 8, 2024, the City of Edmonds (City) provided a site -specific Critical Areas Determination
(CRA2023-0187) which found the project site to be within a frequently flooded areal (Attachment 1).
Landau Associates, Inc. (Landau) has prepared this technical memorandum to assess and document the
project -specific extent of the frequently flooded area and the anticipated impact, if any, of the proposed
project on the frequently flooded area.
SITE DESCRIPTION
The project site is located in Section 26 of Township 27 North, Range 3 East of the Willamette Meridian
within the southwest corner of Snohomish County Parcel No. 27032600200100 (Figure 2). The project
site is flat and paved with the Puget Sound to the northwest, Admiral Way to the southeast, and a public
park to the southwest. The parcel is owned by the Port and includes parking for the Edmonds Marina, a
restaurant, office buildings, boat racks, and piers leading to boat moorage areas.
FLOOD RISK
Review of the Federal Emergency Management Agency (FEMA) National Flood Hazard Layer (NFHL)
database provides that the project site is located within FEMA Flood Insurance Rate Map (FIRM) Panel
No. 53062C1292F, effective June 19, 2020. The FIRM panel is included in Attachment 4. The project site

is mapped as being within a special flood hazard area (SFHA) Zone AE, which is defined by FEMA to be
an area that has at least a 1 percent annual chance of being flooded, but where wave heights are not
expected to exceed 3 feet. The base flood elevation (BFE) at the project site is identified as being 12.0
feet (relative to the NAV882 vertical datum).
PROPOSED WORKS
The Port is proposing to replace an existing dry storage building with a premanufactured building and
Americans with Disabilities Act- (ADA-) compliant ramp at the project site. The project will also include
the installation of a downspout and splash block at the southern corner of the building that will direct
stormwater flows from the building's roof to an existing trench drain southeast of the proposed
building.
The existing mobile building is anchored to a steel beam frame which elevates the building several feet
above ground surface. The lowest adjacent grade to the existing building is 13.3 feet in elevation and the
finished floor of the existing building is 16.9 feet in elevation (NAV88). Existing site elevations are
certified under FEMA Elevation Certificate OMB Control No. 1660-0008, which is included for reference
in Attachment 2. Landau understands that the proposed building will be elevated in a similar fashion to
the existing building, using a steel beam frame, and will have a finished floor elevation of 16.85 feet
(NAVD88) as displayed on the project site plan, included for reference in Attachment 3. The proposed
building and frame will be anchored to ground surface. Proposed designs for the ADA-compliant ramp,
downspout, and splashpad are also displayed on the site plan in Attachment 3.
Landau understands that the proposed work will not alter the existing site grade.
CONCLUSION AND ASSESSMENT
Section 23.70.010.A.1. of the ECDC defines a frequently flooded area as the special flood hazard areas
identified by the Federal Insurance Administrator in a scientific and engineering report entitled, "The
Flood Insurance Study (FIS) for Snohomish County, Washington, and Incorporated Areas," dated June 19,
2020, with accompanying FIRMs and any revisions thereto.
According to effective FEMA flood insurance rate mapping, the BFE within the project site is 12.0 feet
(NAV88). The lowest adjacent grade of the proposed building is 1.3 feet above the BFE, and the ground
surface elevation within the entire project site area is above 13 feet (NAVD88). The site grade is located
above (ergo, outside) of the special flood hazard area. No modification to the existing site grade is
proposed. Accordingly, no alteration of the special flood hazard area is proposed.
The Port of Edmonds Dry Storage Building Project, as designed, is not anticipated to have an impact on
the frequently flooded critical area identified within the project site.

Site Description
The subject property is located along the west side of Admiral Way and is currently developed as a
marina and associated parking. Soils on the site are unknown due to years of modification. Unknown
soils are categorized as Urban Land in the Soil Survey of Snohomish County Area (1983).
The site is within a known Seismic Hazard Area. Seismic hazard areas are areas subject to severe risk of
damage as a result of earthquake -induced ground shaking, slope failure, settlement, soil liquefaction,
lateral spreading, or surface faulting. These areas are designated as having a "high" and "moderate to
high" risk of liquefaction as mapped on the Liquefaction Susceptibility Map of Snohomish County by the
Washington State Department of Natural Resources or areas located within landslide hazard areas.
The site also contains or is adjacent to critical areas, including a stream (Shellabarger Creek), wetland
(Edmonds Marsh), and sensitive species habitat. The stream drains Edmonds Marsh from across Admiral
Way and the BNSF right-of-way into Puget Sound via a culvert under the property. Buffers from the
stream and potential associated wetland could impact the subject site. A qualified professional will need
to assess the area to determine the classifications of any potential stream and/or wetland on and
adjacent to the site.
What does this mean?
The critical area regulations are only triggered when an alteration is proposed to a critical area or
its buffer. However, once an alteration in or near critical area is proposed, critical area studies and
City review and approval may be required.
What is an 'Alteration'?
According to Section 23.40.005 of the Edmonds Community Development Code (ECDC):
"Alteration" means any human -induced action which changes the existing conditions of a critical
area or its buffer. Alterations include, but are not limited to: grading, filling; dredging; draining;
channelizing; cutting, pruning, limbing or topping, clearing, relocating or removing vegetation;
applying herbicides or pesticides or any hazardous or toxic substance; discharging pollutants;
paving, construction, application of gravel; modifying for surface water management purposes;
or any other human activity that changes the existing landforms, vegetation, hydrology, wildlife
or wildlife habitat value of critical areas.
Unpermitted alteration of a critical area or buffer (including tree trimming or topping, dumping
yard waste, or application of pesticides or fertilizers) can lead to enforcement action and fines.
Before undertaking any work, please contact the City to verify whether critical area studies and
City review is necessary.

PURPOSE OF THE ELEVATION CERTIFICATE
The Elevation Certificate is an important administrative tool of the NFIP. It can be used to provide elevation information necessary to ensure
compliance with community floodplain management ordinances, to inform the proper insurance premium, and to support a request for a
LOMA, CLOMA, LOMR-F, or CLOMR-F.
The Elevation Certificate is used to document floodplain management compliance for Post -Flood Insurance Rate Map (FIRM) buildings,
which are buildings constructed after publication of the FIRM, located in flood Zones Al—A30, AE, AH, AO, A (with Base Flood Elevation
(BFE)), VE, V1—V30, V (with BFE), AR, AR/A, AR/AE, AR/A1—A30, AR/AH, AR/AO, and A99. It may also be used to provide elevation
information for Pre -FIRM buildings or buildings in any flood zone.
As part of the agreement for making flood insurance available in a community, the NFIP requires the community to adopt floodplain
management regulations that specify minimum requirements for reducing flood losses. One such requirement is for the community to obtain
the elevation of the lowest floor (including basement) of all new and substantially improved buildings, and maintain a record of such
information. The Elevation Certificate provides a way for a community to document compliance with the community's floodplain
management ordinance.
Use of this certificate does not provide a waiver of the flood insurance purchase requirement. Only a LOMA or LOMR-F from the Federal
Emergency Management Agency (FEMA) can amend the FIRM and remove the federal mandate for a lending institution to require the
purchase of flood insurance. However, the lending institution has the option of requiring flood insurance even if a LOMA/LOMR-F has been
issued by FEMA. The Elevation Certificate may be used to support a LOMA, CLOMA, LOMR-F, or CLOMR-F request. Lowest Adjacent
Grade (LAG) elevations certified by a land surveyor, engineer, or architect, as authorized by state law, will be required if the certificate is
used to support a LOMA, CLOMA, LOMR-F, or CLOMR-F request. A LOMA, CLOMA, LOMR-F, or CLOMR-F request must be submitted
with either a completed FEMA MT-EZ or MT-1 application package, whichever is appropriate. If the certificate will only be completed to
support a LOMA, CLOMA, LOMR-F, or CLOMR-F request, there is an option to document the certified LAG elevation on the Elevation Form
included in the MT-EZ and MT-1 application.
This certificate is used only to certify building elevations. A separate certificate is required for floodproofing. Under the NFIP, non-residential
buildings can be floodproofed up to or above the BFE. A floodproofed building is a building that has been designed and constructed to be
watertight (substantially impermeable to floodwaters) below the BFE. Floodproofing of residential buildings is not permitted under the NFIP
unless FEMA has granted the community an exception for residential floodproofed basements. The community must adopt standards for
design and construction of floodproofed basements before FEMA will grant a basement exception. For both floodproofed non-residential
buildings and residential floodproofed basements in communities that have been granted an exception by FEMA, a floodproofing certificate
is required.
The expiration date on the form herein does not apply to certified and completed Elevation Certificates, as a completed Elevation Certificate
does not expire, unless there is a physical change to the building that invalidates information in Section A Items A8 or A9, Section C, Section
E, or Section H. In addition, this form is intended for the specific building referenced in Section A and is not invalidated by the transfer of
building ownership.
