Dear Reviewer:
The following outlines our response to the comments for Application #BLD2024-0213 (Fill/Grade),
#BLD2024-0223 (South Bldg —Main File). The original comments and our responses are
noted below.
[Sheet C200]
Please indicate the source of water to be used during project demolition. A hose spigot
with AVB shall be provided at this source.
Response:
Sheet C200 has been revised to indicate the existing water service at the northeast corner of
the property for use as temporary water supply during construction. Note 10 requires hose
spigot with AVB as requested.
2. The existing water service shall be cut and capped at the water main with
trench/pavement restoration to be completed by the contractor. If the existing water meter
near the NE corner of the project will not be used during construction, please revise notes
to be consistent with this comment. If this will be the water source during construction, then
revise to note cut and cap to occur after installation of a new water source.
Response:
Sheet C200 has been revised to indicate the existing water service at the northeast corner of
the property for use as temporary water supply during construction. Note 10 requires service to
be cut and capped by main, with restoration via the project's permanent frontage
improvements.
3. Please confirm the ex. water service shown near the NW corner of the project serves the
existing building at the corner of 220th and Hwy 99. Add notes to reflect this as appropriate.
Response:
Sheet C200 has been revised to indicate that the existing water service at the northwest corner
of the project site provides service to 2201 220th Street SW.

4. Show existing sanitary sewer line(s) within the property to their point of connection to the
public sewer system.
Response:
Sheet C200 has been revised to supplement surveyed extents of side sewer with information
from record side sewer cards.
5. Add notes to the plans to address the following and/or reference Note 8 as applicable:
a. Plans indicate protection of the upstream sanitary sewer systems; however, entire sewer
lines shall be protected until the downstream sewer has been relocated and new
connections established.
b. Service to the existing building/tenants shall be maintained throughout the project.
c. Existing sewer connections to the City sewer main that will not be used in the final
project design shall be cut and capped at the property line once new sewer system
construction is complete.
Response:
Sheet C200 Note 8 requires construction of replacement utility prior to the demolition of any
utility servicing an adjacent development. Reference to Note 8 has been added to the
downstream portion of the sanitary side sewers where they are shown to be cut and capped at
the western property line.
Note 9 has been added to Sheet C200, requiring utility service to adjacent developments to be
maintained throughout construction.
Sheet C200 has been revised to show cut and cap of existing side sewers at the western
property line.
6. Plans indicate protection of upstream storm drain systems; however, entire storm
systems shall be protected until the downstream system has been relocated and new
connections established. Reference Note 8.
Response:
Sheet C200 has been revised to include reference to Note 8 where protection of the upstream
storm drainage system has been called out.
7. Show all dry utilities and point of cut/cap/temp service
Response:
Electrical service demolition and temporary electrical service is in coordination with Snohomish
County Public Utility District.
[Sheets C300]
1. Construction access gate along 220th is shown with gate swing in towards the site, which
is required. Please also ensure sufficient room exists for a vehicle to temporarily stop
outside the travel lane while opening the gate.

Response:
Sheet C300 has been revised to shift construction access gate away from the 220th Street
right-of-way, allowing 30 feet for temporary vehicle staging ahead of the gate.
2. Add note to plans indicating sidewalk along 220th St SW property frontage shall remain
open throughout project, except as needed to perform specific activities such as sidewalk
replacement and utility connections.
Response:
Sheet C300 has been revised to indicate that the sidewalk along 220th Street SW must remain
open, supplemented by Note 18 on Sheet C311.
3. Per City standard detail ER-901, for arterial roads, an ATB or asphalt transition shall be
provided between the rock entrance and the travel lane. Maintaining portions of the existing
driveway could help meet this requirement as well.
Response:
Sheet C300 has been revised to indicate protection of the existing asphalt driveway ahead of
the construction access gate, for use as construction entrance transition.
4. Update Note 16 to indicate discharge of construction stormwater shall only occur when
turbidity levels have been confirmed to meet DOE requirements. Please remove reference
to the City's environmental department.
Response:
Note 16 (now on Sheet C311) has been updated to reference Department Ecology turbidity
requirements.
5. Show job shack location, if any.
Response:
Job shack will be located per the contractor's means and methods. Annotation has been added
to Sheet C300 indicating potential job shack and staging area at the southwest corner of the
project site.
6. Will any stockpiling of soils be located on site? If so, show location and indicate
requirements to keep it covered.
Response:
Construction staging will be per the contractor's means and methods. Annotation has been
added to Sheet C300 indicating potential job shack and staging area at the southwest corner of
the project site.
7. Add note: All disturbed areas to be compost amended per 2019 SWMMWW BMP T.5.13.
Response:
Note 17 has been added to Sheet C311 referencing compost amendment as requested.

8. Include sediment trap in the legend.
Response:
Sheet C300 has been revised to include sediment trap in the legend.
9. Construction stormwater is shown to discharge to a level spreader trench along the east
property line at the location of an existing rockery. Please address conflicts.
Response:
No plan changes have been made. The existing rockery will be demolished as indicated by
Note 1 on Sheet C200, allowing the construction of the level spreader as shown on Sheet C300
and C310.
[Sheet C310]
1. Include Edmonds TESC standard details. Provide additional plan sheets as needed.
Response:
Sheet C390 has been added to the plan set, and includes all referenced City of Edmonds
TESC Standard Details.
