The purpose of the inspection was to determine the presence or absence of asbestos -containing building materials and lead paint that may be affected during renovation activities following a fire event on December 8, 2021. ASBESTOS SAMPLING — METHODS & RESULTS Nicolas Cuozzo, Industrial Hygienist with Rose, is an EPA Asbestos Hazard Emergency Response Act (AHERA)-accredited Building Inspector (Certificate Number 182568, expiration date October 7, 2022). Rose Environmental collected samples of suspect asbestos -containing materials; the samples were collected full depth to the surface of the underlying substrate. Asbestos Laboratory Analysis The bulk samples collected were submitted under strict chain of custody procedures to NVL Laboratories, a qualified independent laboratory for analysis. NVL Laboratories is a member of the National Voluntary Laboratory Accreditation Program. RECEIVED Oct 29 2024 The asbestos samples were analyzq"ipgaglarized light microscopy (PLM) with dispersion staining in accordance with US LFN=1 , "60b/R-93/l l6 as specified in 40 CFR Chapter I (7- 1-93 edition) Part 763, Subpart F, Appendix A, pages 499-504. Polarizing light microscopy quantifies asbestos concentrations at between 100% and 1 % detection levels. Levels below 1 % can only be stated as "trace." Asbestos -containing window sealant was present between the window frames and rough openings at north windows on the east elevation of the main wing. Asbestos -containing materials are required to be removed and disposed of in accordance with Washington State Regulations prior to any demolition, renovation, or remodeling that would disturb these materials. Washington State Department of Labor and Industries and PSCAA require that the abatement be performed using Certified Asbestos Workers under the direct on - site supervision of a Certified Asbestos Supervisor. Rose Environmental's paint survey is not intended to identify or mitigate lead dust hazards to residents (as required by EPA's Lead Renovation, Repair, and Painting (RRP) Program). For samples containing more than one separable layer of materials, the report will include findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The asbestos concentration in the sample is determined by calibrated visual estimation. For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40 CFR Part 61). Point counting is a statistically more accurate means of quantification for samples with low concentrations of asbestos. The detection limit for the calibrated visual estimation is <1 %, 400 point counts is 0.25% and 1000 point counts is 0.1 % Samples are archived for two weeks following analysis. For samples containing more than one separable layer of materials, the report will include findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The asbestos concentration in the sample is determined by calibrated visual estimation. For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40 CFR Part 61). Point counting is a statistically more accurate means of quantification for samples with low concentrations of asbestos. The detection limit for the calibrated visual estimation is <1 %, 400 point counts is 0.25% and 1000 point counts is 0.1 % Samples are archived for two weeks following analysis.
