Glacier Environmental Services, Inc. is proposing to construct a 5,000 square foot office and 3,200 square feet of storage space at 7509 212th Street SW. The site is on Snohomish County land parcel no. 00566900400600 and is zoned BN — Neighborhood Business. A vicinity map is attached as Exhibit 1. A site plan is attached as Exhibit 2. The proposal redevelops the existing single-family property. The existing site access location will be retained. The January 12, 2022, Pre -Application Meeting notes were reviewed and used to support the following analysis. Transportation Impact Analysis comments included: Transportation Impact Analysis • Refer to the requirements outlined in the Edmonds City Code Chapter 3.36. • If the proposed project creates over 25 peak hour trips, a traffic study shall be submitted to the City. Refer to City Handout E82 — Appendix B. • Transportation impact fees are due at the time of building permit issuance. Refer to city code and/or Engineering Handout E82 Transportation Impact Fees for a list of adopted ITE land use categories. o Credit for SFR: $840.72 o Mini warehouse: $2.10/sf o General office: $10.89/sf • If the proposed development does not fit into one of the adopted ITE land use categories, an independent fee calculation, prepared by a transportation professional, shall be submitted. Trip Generation Trip generation was forecast using data from the current Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition. Land Use 710, general office building, and Land Use 151, mini warehouse, were used to describe the proposed development. Land Use 210, single-family detached housing, was used to describe the preexisting single-family home to be replaced with the development. Table 1 summarizes the trip generation forecast. The sight distance requirement for a commercial access off 212th Street, a 30-mph three -lane roadway, is 300 feet, per Edmond Standard Detail TR-590.
