Purpose of Checklist.
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the environmental
impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with
probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help
you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to
help the agency decide whether an EIS is required.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this
checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer
the questions briefly, with the most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer
the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if
a question does not apply to your proposal, write "do not know" or does not apply". Complete answers to the questions now may

The proposed redevelopment of the site includes demolition of the existing structures, removal of trees, re ra�de.
installation of utilities including new side sewer, storm, water, and electrical. The proposed buildings include a 3200-
4000 SF Preengineered Metal Building (PEMB) Warehouse and a 4,900 SF 2 story wood -frame office building. The
property tenant will be Glacier Environmental Services, Inc., a General Contractor specializing in environmental
remediation and civil earthwork. Glacier will use the oj'zces for their administrative staff and the warehouse to store
small equipment and materials. The warehouse will also serve as as a shop for fabrication and repair of environmental
remediation treatment systems.

The site e„ n�erally is mildly sloped, with an approximate averageslope of less than S percent, from the northwest
corner down to the southeast corner. A small and localized wooded topographical mound in the northwest corner
of the site has slopes as high as approximately 25 percent, but is surrounded by areas of more moderate slopes
and flat areas.

The site is overlain by a laver of organic soil and undocumented fill to a depth of 0-2.0 feet. Below that is a laver
of medium -dense native weathered soils consisting of silty sand and gravel from 2.5-4.0 feet, below that lavers is
dense glacial till.

During construction, erosion and sedimentation will be managed during construction by implementation of
typical best management practices, including a stabilized construction entrance, silt fences, catch basin inserts,
temporary sedimentation and detention, stabilization of disturbed areas, and covering of stockpiled materials.
Once construction has been completed, all areas of the site will be stabilized, either with non -erodible surfaces,
such as pavements, or with stabilized landscaping elements.

During construction, emissions will be limited to exhaust from construction equipment and employee vehicles, and
dust from earthwork. Equipment and vehicles will be required to comply with state emissions requirements. Dust
will be managed via standard dust control measures, including watering of exposed soils with water trucks and
hoses, and covering of exposed soils and stockpiles. Once the proiect is completed, emissions will be limited to
exhaust from employee and company vehicles.

saws but nothing routine or regular in frequency. The trucks and vehicles that will travel to and from the
site each day are li hg t-duty and passenger vehicles, some trucks have diesel engines but they are not heavy
trucks or dump trucks.

than one tenant and what the overall occupancy will be. We know that there will less than 25 peak PM trips per
