Proposed improvements include expansion of a paver walkway, paver patio, boulder retaining walls, water feature, flagstone stepping stones, and an on -grade hot tub. A curtain drain and wall drain are proposed to be connected to existing drainage systems in place. The gross size of the property is 0.62 acres. The total added impervious surface is 536 square feet and the total replaced impervious surface is 114 square feet. The total area expected to be disturbed by clearing, grading, excavation and other construction activities is 3,800 square feet. The volume of grading fill is 16 cubic yards and the volume of cut is 10 cubic yards. The existing topography slopes gently to the northwest and then becomes a steeply sloping bluff. The site is occupied by a single family residence and includes areas of lawn and ornamental plantings surrounding the residence with some taller trees on the SE side of the property. The steep slope is densely covered in native shrubs and small trees. The existing drainage includes downspout drains tied into metal culvert detention pipes routed to a catch basin with outlet pipe that runs approximately 200 feet to the bottom of the slope onto BNSF railway property. Existing development on the site includes various impervious surfaces as follows. Existing house footprint including eaves 4,588 square feet, sheds including eaves 445 square feet, decks 1,242 square feet, concrete pavers 3,425 square feet, gravel 28 square feet, and boulder steps 28 square feet. Adjacent areas to the project include residential properties to the northeast and southwest, BNSF railway and the Puget Sound to the northwest. Neither residential property should be affected by the proposed project. The additional drainage proposed to be routed away from the top of the slope will flow onto BNSF property as all existing drainage currently does. A critical areas determination was made for the bluff and describes this portion of the site as an Erosion Hazard Area, Landslide Hazard Area, Seismic Hazard Area, and Critical Steep Slope. Special provisions have been made by a Geotechnical evaluation and recommendations from Nelson Geotechnical Associates including a 15 foot critical areas buffer to not be disturbed, and runoff collection via curtain drain and wall drains to be routed to the bottom of the slope. Erosion control including silt fence, plastic covering, and re -vegetation are recommended. The site is mapped as glacial till (Qvt and transitional beds (Qbt) with Olympia gravel (Qog) nearby. Hand auger explorations by NGA encountered a surficial layer of undocumented fill and topsoil. Underlying this is brown to gray -brown, silty fine to medium sand with varying amounts of gravel and cobbles. The geotechnical evaluation found that the site slopes should be stable with respect to deep-seated landslides, even though potential for shallow sloughing and erosional episodes are high. Thirteen Elements Element 1: Preserve Vegetation / Mark Clearing Limits To protect adjacent properties and to reduce the area of soil exposed to construction, the limits of construction will be clearly marked before land -disturbing activities begin. Trees that are to be preserved, as well as all sensitive areas and their buffers, shall be clearly delineated in the field. In general, natural vegetation and native topsoil shall be retained in an undisturbed state to the maximum extent possible. High Visibility Fence will be placed around the downstream extents of the project site. List and describe BMPs: • High Visibility Fence (BMP C103) • Silt Fence (BMP C233) Installation Schedules: Install BMPs prior to clearing and grading. Inspection and Maintenance plan: As needed. Element 2: Establish Construction Access Does not apply. All delivery and haul off trucks will remain on existing driveway and stabilized construction entrance should not be required. Element 3: Control Flow Rates Flow rates around the site will be controlled by silt fence. List and describe BMPs: • Silt Fence (BMP C233) Installation Schedules: Install BMPs prior to grading. Inspection and Maintenance plan: As needed. Element 4: Install Sediment Controls Stormwater must be filtered prior to leaving the construction site. Sediment control BMPs will be installed as one of the first steps of grading. These BMPs must be functional before other land -disturbing activities, especially grading and filling, take place. A silt fence will be installed around the downstream perimeter of the site. If sediment controls are ineffective and turbid water is observed discharging from the site, additional energy dissipation BMPs and sediment control BMPs should be installed such as wattles. List and describe BMPs: • Silt Fence (BMP C233) • Wattles (BMP C235) Installation Schedules: Install BMPs prior to clearing and grading. Inspection and Maintenance plan: Repair sediment controls as needed. Element 5: Stabilize Soils Stabilize exposed and unworked soils and protect stockpiles with plastic covering. Stabilize exposed soils with Temporary and Permanent Seeding, Mulching, Sodding, Topsoiling or Compost. Minimize soil compaction by applying gravel base early on areas to be paved. All stockpiles will be covered with plastic if left unworked. Number of days soils can be left exposed during the dry season May 1 — September 30, 7 days. During the wet season October 1 — April 30, 2 days. Anticipated start date to be determined. List and describe BMPs: • Plastic Covering (BMP C123) • Mulching (BMP C 121) • Topsoil (BMP 125) • Sodding (BMP 124) Installation Schedules: As needed as soil is exposed Inspection and Maintenance plan: End of shift before holiday or weekend and prior to forecasted rain events. Element 6: Protect Slopes No cut slopes over 4 feet high or slopes steeper than 2 feet horizontal to 1 foot vertical, and no fill slopes over 4 feet high will exceed 3 feet horizontal to 1 foot vertical. Therefore, there is no requirement for additional engineered slope protection. Element 7: Protect Permanent Drain Inlets The existing catch basin on the North side of the project limits and drain inlets made operable during construction will be protected so that stormwater runoff entering the conveyance system is filtered to remove sediment. Clean or remove and replace inlet protection devices when sediment has filled one-third of the available storage or when the standard specified by the product manufacturer is exceeded. List and describe BMPs: • Storm Drain Inlet Protection (BMP C220) Installation Schedules: Install BMPs prior to clearing and grading or as inlets are made operable. Inspection and Maintenance plan: Inspect inlets weekly, at a minimum, and daily during storm events. Element 8: Stabilize Channels and Outlets The channel for the water feature will be designed, constructed, and stabilized to prevent erosion and handle the peak 10 minute velocity of flow from a Type IA, 10 year, 24hour frequency storm for the developed condition. List and describe BMPs: • Channel Lining (BMP C202) Installation Schedules: Install BMP with construction of water feature. Inspection and Maintenance plan: As needed. Element 9: Control Pollutants Design, install, implement and maintain effective pollution prevention measures to minimize the discharge of pollutants. Handle and dispose of all pollutants, including waste materials and demolition debris that occur on -site in a manner that does not cause contamination of stormwater. Provide cover, containment, and protection from vandalism for all chemicals, liquid products, petroleum products, and other materials that have the potential to pose a threat to human health or the environment. Conduct maintenance, fueling, and repair of heavy equipment and vehicles using spill prevention and control measures. Clean contaminated surfaces immediately following any spill incident. Emergency repairs may be performed on -site using temporary plastic placed beneath and, if raining, over the vehicle. Use BMPs to prevent contamination of stormwater runoff by pH -modifying sources. List and describe BMPs: • Concrete Handling (BMP C 151) • Sawcutting and Surface Pollution Prevention (BMP C152) • Material Delivery, Storage and Containment (BMP C153) Installation Schedules: As needed as pollutant source materials are used on -site. Inspection and Maintenance plan: As needed. Element 10: Control Dewatering Dewatering is not anticipated to be associated with this construction project. Element 11: Maintain BMPS Maintain and repair all temporary and permanent erosion and sediment control BMPs as needed to assure continued performance of their intended function in accordance with BMP specifications. Remove all temporary erosion and sediment control BMPs within 30 days after achieving final site stabilization or after the temporary BMPs are no longer needed, unless the BMP is designed to remain in place after construction. Protect all BMPs installed for the permanent control of stormwater from sediment and compaction. All BMPs that are to remain in place following completion of construction shall be examined and placed in full operating conditions. Remove or stabilize trapped sediment on site. Permanently stabilize disturbed soil resulting from removal of BMPs or vegetation. Element 12: Manage the Project The project will be managed based on the following principles: • Projects will be phased to the maximum extent practicable and seasonal work limitations will be taken into account. • Inspection, maintenance and repair of all BMPs will occur as needed to ensure performance of their intended function. • Maintain an updated SWPPP. As site work progresses the SWPPP will be modified routinely to reflect changing site conditions. The SWPPP will be reviewed monthly to ensure the content is current. The erosion control BMPs will be implemented in the following sequence. 1- Mark clearing limits 2- Install protection for existing drainage systems and permanent drain inlets 3- Establish staging areas for storage and handling polluted materials and BMPs 4- Install sediment control BMPs 5- Grade and install stabilization measures for disturbed areas 6- Maintain BMPs until final site stabilization before removal Element 13: Protect Low Impact Development BMPs No LIDS are associated with this project.
